ATTACHMENT 01

Question 1

We appreciate USAID providing the updated budget template as Attachment J.3. We noted that the Detail tab of the template does not include the total for the Option Year. Can USAID kindly confirm offerors may add in a column for the Option Year costs?

Answer

Yes, offerors may add a column in the budget to include the option period.

Question 2

Section L.5.c) states that “Technical and Cost Proposals must be kept separate from each other.

Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit.” The updated RFP now requires

Biographical Data Sheets to be included as Annex J of the Technical Proposal. Box 6 of the new

Employee Biodata Sheet includes cost information. Should that information be redacted for submission with the Technical Proposal or should the Biographical Data Sheets be instead included with offeror’s Cost Proposals?

Offerors may include the Employee Biodata sheets as part of the Cost proposal. Please see the revised solicitation.

Question 3

Could USAID please confirm that Subcontractors are required to submit copies of their personnel policies, including salary and wage scales, fringe benefits, merit increases, promotions, leave, differentials, travel and per diem regulations, etc. with the proposal based on amendment 1 to L.7.4 Part 4 and L.7.5 (d) Part 5?

This must be provided for all major subcontractors (Subcontractors whose proposed cost exceeds 10% of the Offeror’s proposed total cost). Please refer to the revised solicitation.

Question 4

In response to offerors’ questions (specifically, 9 and 18), USAID has clarified that offerors should include two items with cost information in the technical proposal. The small business subcontracting plan includes an offeror’s total proposed cost, as well as subcontractors’ proposed budgets. Biographical data sheets include proposed salaries for named individuals. Section L.5(c) on page 94 of the revised RFP states, “Technical and Cost Proposals must be kept separate from each other. Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit.” It is our understanding that ADS 302.3.6.2 permits a CO to provide cost information to members of the TEC during the source selection process; however, ADS 302.3.6.2(b)(2) indicates that the preferred timing is

Considering the RFP submission instructions and ADS guidance, would USAID please reconsider the requirement of including cost information in the technical proposal and instead require the small business subcontracting plan and biographical data sheets as parts of the cost proposal?

The small business subcontracting plan and biographical data sheets may be submitted as parts of the cost proposal. Please see the revised solicitation.
