SOL‐621‐15‐000035 Feed the Future Tanzania Horticulture Activity ‐ MBOGA NA MATUNDA

3.9.5 Sustainability

Sustainability in the case of the horticulture industry refers to the ability of local stakeholders to sustain their investments in strengthening value chains beyond the life of MBOGA NA MATUNDA. Sustainability is strengthened by:

Working through the private sector Facilitating interventions without providing services or technical assistance directly without a clear exit strategy Strengthening partnerships with GOT entities, especially, but not exclusively, at the local level Developing the capacity of local partners both for implementation and advocacy Coordinating with other development partners Incorporating collaboration, learning and adapting (CLA) into activity implementation that allows implementers to learn and make adjustments in their approaches and activities for greater impact over the life of the activity

C.3.10 MONITORING, EVALUATION AND LEARNING

Strong monitoring and evaluation (M&E) and learning plans will be a defining characteristic of MBOGA NA MATUNDA. The combination of horticultural and private sector development, industry capacity development, inclusion of women and youth, and nutrition provides a unique opportunity to document best practices associated with the Contractor’s approach. It is an explicit objective of USAID/Tanzania to ensure collaboration, learning and adapting occurs within the scope of the MBOGA NA MATUNDA activity itself, but also across the integrated, cross cutting and systemic approach that represent the broader FTF programmatic investment in which MBOGA NA MATUNDA is a critical part. In addition, USAID’s commitment to rigorous evaluation and evidence-based investments requires that the Contractor develop a monitoring, evaluation and learning framework that will support, validate and/or highlight the need to refine the theory of change and related activities as outlined in the activity design, while integrating support for formal, third-party evaluation activities and ongoing active learning as part of the activity work plan.

3.10.1 Monitoring and Evaluation Plan (MEP)

The contractor must develop Monitoring and Evaluation Plan (MEP), which clearly and explicitly aligns with the theory of change, proposed activity strategy, and draft first-year work plan. The activity’s MEP will specify indicators, targets, and methodologies that allow the

(i) Evidence of Responsibility. The Offeror and each partner/subcontractor must submit evidence of responsibility for the Contracting Officer to consider when making a responsibility determination pursuant to the requirements of FAR Subsection 9.104-1. However, in the case of a small business Offeror, the Contracting Officer will comply with FAR 19.6. Accordingly, prime Offerors must address each element of responsibility.

To be determined responsible, a prospective contractor must:

(1) Have adequate financial resources to perform the contract, or the ability to obtain them (see FAR 9.104-3(a));

(2) Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental commitments;

(3) Have a satisfactory performance record (See FAR 9.104-3(b) and Subpart 42.15). A prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history, except as provided in FAR 9.104-2;

(4) Have a satisfactory record of integrity and business ethics;

(5) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors). (See FAR 9.104-3(a));

(6) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them (See FAR 9.104-3(a)); and

(2) A normal work-year, including paid absences (holidays, vacations, and sick leave) is 2,080 hours (260 days x 8 hours per day). However, some organizations do not have an 8-hour workday, and some accounting systems normally provide for direct recovery of paid absences by using a work-year of less than 2,080 hours to compute individuals' unburdened daily rates. The Offeror and partners/subcontractors shall describe their work day and work week policies.

(3) The work day and work week policies and the method of accounting for paid absences for the Offeror and partners/subcontractors in affect at time of award shall remain enforce throughout the period of the award.

(l) Revealing the cost range for the contract does not mean that Offerors should necessarily strive to meet the maximum amount. The Offeror must propose costs that are realistic and reasonable for the work in accordance with the Offeror’s technical approach. Cost proposals shall be evaluated as part of best value determination.
