ERP Software Questions and Answers (Q&A);
1. What is OS platform WS 2016 VMWARE? Is this specification a fair practice? This requirement will in effect limit solution offering to a few software vendors. Additional this limits the capabilities available in the open market. This compromising the ultimate goal of providing a solution that is designed to solve the current problem outlined by NMS. Will bidders be allowed to provide solution or alternate Hardware and Operating System for Optimal performance?
USAID Response: The Operating System (OS) platform is Windows 2016 Data Center Operating System and VMware for a Hyper-Converged Infrastructure that includes storage. The ERP Software system architecture is expected to be deployed in a virtualized environment. Refer to the RFP page 26 of 133. NMS will migrate existing AD 9 Active Directory, DHCP Services to the new Windows 2016 OS platform. Bidders are required to comply with the RFP requirements.

USAID Response: See Response to Questions 10 and 13
32. We assume data migration is only for NMS not required for Health Centres, please confirm USAID Response: That is correct.
33. Based on our earlier experience we would suggest NMS to consider Master and Opening balances migration instead of historical data migration, please share your thoughts
USAID Response: NMS needs historical data to help validate and verify transactions.
34. Data migration – Page 10, point 1 – Background. Please let us know the size of the database and the names of the database in use for MACS & SAGE accounting information systems.
USAID Response: See RFP Section C.2.H Data Migration.
35. We assume all health centre functionalities will be handled by customer self-service portal (Order and receipt), please confirm. This information is important for license sizing
USAID Response: Yes that is the intent.
36. Our proposed solution works on Named user licensing not on number of concurrent users so we consider 230 names user licenses for costing, and customers can access self-service portal without any additional licenses, please confirm
USAID Response: Propose a sustainable license model.
37. Please elaborate integration requirements by application that need to be integrated with proposed ERP application
a) Functional Integration Points USAID Response: This will be captured as part of detailed requirements analysis.

(COTS) do not release of their source codes. Release of source codes will be required for a solution developed for NMS. Please clarify with respect to application deployment files, configuration files for entire system software change logs. In case of the point above please clarify if this requirement be waived?
USAID Response: Configuration documents and customized code paid for by USAID must be released to USAID. COTS package code does not need to be provided.
56. Change orders –1.1.1.1.2 Application SW Maintenance & Support services - page 39 item (p) It is mentioned that any functional changes to the system that are deviating from the agreed and signed –off functional/system requirements including any subsequent changes , till final go live, a separate change proposal form shall be prepared by the contractor and the changes in the application will be implemented accordingly at no additional costs to NMS. The time period for implementation of change shall be mutually decided between contractor & USAID. It is our understanding that after the inception report and sign off of the final statement of work; any changes required or necessitated by NMS are treated as a ” change request” and will need to be paid for by NMS/USAID.
USAID Response: The ERP vendor should build handling of a small number of change request before go-live into the proposal. Any changes that exceed that contingency will be negotiated with USAID for completion before go-live. Any change requests that cannot be accommodated before go-live, should be incorporated into the change control process that is included in the O&M process.
57. Please clarify on this, otherwise both NMS/USAID and the contractor will have to be tied up in unending change proposals.
USAID Response: See Response to Question 56
58. No of users to be trained : Page no 11 – Please advise on the total Number of users to be trained in Phase II & Phase III
USAID Response: Given the number of facilities expected to be implemented, clearly articulate the assumed number of users per site you include in the training plan.

How many people to be trained overseas. Do we need to cost for their Airfares, per diems, hotel, Kindly advice on their per-diems if these costs are to be included.
USAID Response: Based on the number of functional areas to be included in the ERP solution, make and clearly articulate an assumption on the number of trainees necessary to maintain sustainable operations.
60. Activity description. Page 10 – HARDWARE : At the pre-bid meeting it was announced that the RFP to purchase hardware and Microsoft Windows Operating system software has been advertised and closed . Please let us have the specifications that were tendered for. Best practice necessitates that the hardware should be purchased in accordance with the specifications recommended by the winning software vendor for the ERP solution and should not be purchased in advance. A s was discussed at the Pre- Bid Meeting, , the HardWare is being purchased with a Microsoft Windows Operating system; this will pre-determine that only a few ERP vendors will be eligible to bid. This will preclude many of the Top Tier 1 ERP vendors from bidding, which is a very limiting situation for NMS and for USAID to choose from. This is restrictive to an open bidding process. May we suggest that the RFP for hardware be concluded with this in mind. NOTE: The IFMS system is an Oracle ebusiness suite application (EBS) running on HP UNIX and uses Oracle 11 g databases. In case the ERP at NMS is forced to run on Windows, there will be a file system mismatch and integration to IFMS can be a very problematic issue.
USAID Response: A MS Windows based system will be the easiest to sustain given the technical support user base at NMS.
61. Business Processes Mapping : Page 15 - Please advise if it will be possible to let us know NMS main business processes.
USAID Response: See Attachment 1.a.
62. OEM services – 1,6 on page 25 - Please let us know if OEM services mentioned here are applicable only to Quality & Assurance from the OEM Vendor ? Please re-confirm the full scope of OEM services required. Is it for Q & A only?

63. Number of facilities: Page 10 & 11 point 2 – activity description . Total of all phases is
2,271 facilities. As per the calculations shown in phase 1, 2, 3, Option year one & option year 2 the total adds up to (6+65+550+650+1,000 - Total shown is for 2,200 facilities). Please clarify the correct number of facilities.
USAID Response: See and read revised Solicitation Section C for new requirements regarding Phases layout and facilities.
64. Furthermore, on page no. 34, item D. Implementation approach & project time lines the total number of health facilities for Phase 1 is shown as 65 health facilities. Please clarify the number of facilities for Phase 1 and the total for all phases.
USAID Response: The RFP identifies the number of facilities in each phase that should be built into the proposal. Assumptions should be clearly articulated in your proposal.
65. Item 1.7 Instructions for the preparation of the technical proposal on page 115; item 1.7(d. In the event that the OEM vendor feels that scope should be more than specified, then please advise if we should quote for the additional modules as an OPTION. This way USAID/NMS will be able to do a fair comparison.
USAID Response: See and read revised Solicitation Section C for new requirements regarding OEM
66. Number of users in Phase 1 (deployment architecture) – The document spells out the number of users for phase 1 as a total of 75. NMS has 230 contracted staff. Will all 230 staff at some time, be needing to use the system? If yes please confirm.
USAID Response: Not all NMS staff use computers as part of their daily work tasks. Based on ERP functionality, make assumptions for number of users if different from the RFP.
67. Business Processes: In the event that NMS has its current business processes documented, then please advise if this can be shared with bidders. This will give us a deeper understanding of the business needs & challenges faced by NMS. We understand from item 1.5 on page no. 15 Business Process Mapping that the contractor will have to perform a business study and prepare business design documents and hence this request.
USAID Response: See Attachment 1.a.
