Questions and Answers (Q&A);

1. What is the Operating platform for the software?

USAID Response: The Operating platform for this software is Windows Server 2016 on vmware virtualization technology. See deployment architecture sub-heading under virtualization page 33. The Operating system software will be procured under a different contract.

2. Is USAID considering a cloud based solution or on premise only?

USAID Response: On premise. Refer to Amended RFP Section 2.4 Testing and Hosting number (iii).

3. Will the prospective bidders need to provide the software licenses or will they be procured on a separate contract?

USAID Response: The offeror will provide the software licenses

4. Has the technical team already selected preferred software that they want to use?

USAID Response: No

5. Will bidders who do not have a local office presence and who do not foresee to open a local office presence, be considered for this procurement?

USAID Response: The contractor will establish an office presence in Kampala and a Helpdesk Center Operations service that will provide a single point of contact for all applications-related incidents and service requests nationwide. In addition the Contractor must ensure compliance to Section G 1.1.1 and 1.1.1.1 in terms of presence during implementation.

6. Under SECTION C – SCOPE OF WORK, mention is made of the following: “Product Catalog” & “Transportation” however, no requirements for Product Catalog & Transportation are defined in “Attachement_1 NMS_Functional_Requirements_Document”. Is a Product Catalog and Transportation part of the requirements? And if so, please define the requirements.

USAID Response: Yes, Product Catalog and Transportation are functional requirements of this ERP. The Functional Requirements as envisaged for this project are referred in the Attachment 1.a and 1.b. Any details not found in Attachment 1.a and 1.b will need to have details captured during the detailed requirements definition process.

7. Are bidders expected to include integration to the RX Solution and Web Based ARV Ordering System (WAOS) as part of their response?

USAID Response: The bidders are expected to provide Application Programming Interface (APIs) that will enable the ERP to connect to and share information with existing systems such as (IFMS, RxSolution, WAOS, etc). This is in compliance with the Uganda government policy on rationalizing IT services in government agencies in order to avoid duplication and wastage of resources.

8. Phase 2: no mention of RxSolution & WAOS. Could you clarify if these systems will be replace or integrated?

USAID Response: Refer to Section C. Statement Of Work, Subheading 2. Activity description. See response to questions 7 above.

9. Can we send our proposals in zip format, ie., winrar, etc?

USAID Response: No, Zipped files will not be accepted. Refer to Submission/Delivery instructions in Section E.1

10. For the HR Management, the price is based on the number of employees at NMS as well as the HR personnel who will be using the software. Please clarify on these numbers.

USAID Response: This question seems to be a brand specific requirement, the bidders are advised to stick to the number of 75 simultaneous user licenses of the ERP as specified in the RFP, bidders should avoid vendor specific limitations and use the price templates provided. Currently the number of people on the payroll system is 230.

11. Security clearance - this is mentioned in the requirements. Who needs this clearance, the two key personnel? As we are in Uganda is this the Certificate of good conduct issued by the Police department?

USAID Response: This is question does not directly relate to the solicitation therefore USAID is unable to provide an appropriate answer. It is the responsibility of the Offeror to do any background checks on the proposed Key personnel. Bidders are not required to submit a Certificate of good conduct under this RFP.

12. We will quote on concurrent ERP users, but for us to quote on the DB, we need the named user count per user type. This is the only way we can size and price the DB. The named user count and relevant user types enables DB sizing and pricing based on a weighted user count. This is very cost effective and logical.

Therefore we need to know

1. The named B2B user count (at facilities needing web access to specified areas in NMS

ERP.

2. The number of employees to do a weighted user calculation of the ESS user types.

3. The named user count for full users.

4. The named user count for limited task users.

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture. This question seems to be a brand specific requirement; the bidders are advised to stick to the number of 75 simultaneous user licenses of the ERP as specified in the RFP.

The ERP system is expected to manage users on its own.

Regarding the ERP System’s connectivity to a database management system - DBMS, bidders should endeavor to design the least cost but most optimal and efficient ERP-DBMS layout that minimizes database license overheads. Each database has its specific licensing requirements therefore we cannot give a specific answer since different ERP systems have preferred DMBSs.

13. Provide Oracle pricing on a weighted user count per named user type. This means that a 1000 b2b type users (users at health facilities) counts as 1 weighted user for us to size and price Oracle we need the names user counts and user types. For instance how many employees ? Since our license type for an employee is an ESS licenses type and for a customer logging into our web based ERP for example to enter an order/s it is a b2b license type. As a platinum Oracle partner we sell weighted Oracle application specific full use licenses. This bring about 70% discount on the Oracle database. Therefore it is important for us to have the number on named full users , named ESS users (employee count), number of named b2b users. 1000 b2b named users are 10 weighted users in Oracle for our ERP. For example, NMS can have 500 full users, 2000 ESS users and 1100 b2b users and Oracle will only be. $66,000 For example whereas processor licenses are far more costly and not required for our ERP with our platinum agreement.

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture. Refer to Section C. Statement Of Work, Subheading 2. Activity description.

14. What volumes should we use to quote on:

On-site application support On-site IT support On-site DB support Off-site application support Off-site IT support Off-site DB support

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture of the amended RFP. Support shall take place after going-live, therefore bidders should give an indicative but optimal quotation based on the 75 simultaneous user licenses and the design they have proposed.

15. Are the total health facilities locations for implementation 2200? Will these locations do self service locations on the ERP?

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture.

16. What is the use of the 550 facilities licenses?

USAID Response: Refer to Section C. Statement Of Work, Subheading 2. Activity description.

17. What is the approval process for the orders raised by health facilities?

USAID Response: Be guided by The Functional Requirements specifications checklist as in Attachment 1.a and 1.b.

18. Do the health facilities have hospital management system to trace drugs release?

USAID Response: This is out of scope of this RFP.

19. Phase 1: Shall we assume that there are no requirements for managing inventory transactions for health facilities in regions with low internet connectivity only mention for phase 3 & 4?

USAID Response: Refer to Section C. Statement Of Work, Subheading 2. Activity description and Section B. Functional Landscape and technical architecture requirements.

20. Data Migration:-How many years of data? Who will reconcile legacy data?

USAID Response: Refer to Section H 1.0 : Data migration Requirements and on the

RFP

21. Data Migration of Legacy Systems:-Only Master data and opening balances?

USAID Response: Refer to Section H 1.0 : Data migration Requirements on the

RFP.

22. 2000 sites eventually- how many users per site?

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture

23. How many customers supplier will need access to parts of the ERP?

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture.

24. Should the support centre ideally also perform desktop infrastructure support?

USAID Response: Yes, on desktops with the ERP license installed.

25. Will support be regionalized eventually?

USAID Response: Refer to amended RFP Section G. Operations & Maintenance subsection 1.2 Handholding Supporting requirements

26. Do you plan for hosted managed services?

USAID Response: NO

27. USAID is currently supporting other partners in supply chain management for ARVs, will these have any roles whatsoever in this implementation?

USAID Response: USAID intends to provide one Technical Advisor to NMS to provide technical assistance to NMS for the effective implementation of the ERP at NMS. USAID anticipates that this assistance will be provided for a period of one (1) year from the beginning of the activity.

USAID may provide additional, complementary technical assistance to both NMS and the 65 and 550 health facilities where the ERP will be installed via its current

"Uganda Health Supply Chain" award and perhaps other IPs supporting these selected facilities.

28. Under the sustainability model(Pg 12 of RFP), is USAID/MNS open to revenue sharing models in return for a robust payment gateway with stakeholders(i.e hospitals, health centers etc) USAID Response: Revenue sharing is not part of the implementation project.

Therefore, payment gateways should not be considered for this RFP.

29. The format for our response should it be tabulated as the be we have just seen(TOTS) during the bidders conference.

USAID Response: Refer to amended RFP Form 1.b.d Functional Requirements Response Matrix Format and the Section L: Instructions to bidders. The forms are found under Section I: List of attachments on the amended RFP.

30. The list of required modules has modules like Audit, Risk, QA, Transportation, and Performance Management that are not in the referred TORS.

USAID Response: Refer to amended RFP Section 3. PROJECT REQUIREMENTS subsection 1.3 Requirements Gathering and Analysis. The Functional Requirements as envisaged for this project are referred in the Attachment 1.a and 1.b. That should guide the list of the modules that will be required.

31. What is the level of Audit required?

USAID Response: Refer to amended RFP Attachment 1.a and 1.b for the functional requirements. Under Section 1.0 Implementation and Support Services, OEM Audit Services will be required.

32. Please explain the level of Access required by the people (2200) for the receipt and order function.

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture

33. How many users licenses are required? Confirm whether 75 licenses are concurrent or user licenses? Are the districts Head Quarters consolidating requests (procurement planning) and is it factored into the 75 licenses? What is the level of detail required during the Ordering process as the health centre level? Clarify if this section requires approvals at the Health Centre level. At the Health Centre level will there be an approver/input that would trigger additional licenses?

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture

34. Is it going to be real-time transfers from the ERP? If so then hope USAID will facilitate with banks for necessary approvals required for the integration with the Banking system?

USAID Response: Be guided by The Functional Requirements as envisaged for this project are referred in the Attachment 1.a and 1.b. In addition refer to Section L.

Roles and Responsibilities subsection 1.1 Role and Responsibilities of NMS item number 2.

35. Should there be GPS tracking for Disaster and Delivery?

USAID Response: It is not mandatory, refer to Section D-Contract Clauses, D.1 FAR 52.212-4 (j) Risk of Loss.

36. Is it allowed for partner companies to front 2 different solutions?

USAID Response: Refer to amended RFP Section C. Implementation Methodology under subheading 1.1 Configuration/Customization. “The contractor shall be responsible for installation of ERP software, database, tools, and any other component required for making the ERP system successfully operational as per the requirements of

NMS”.

37. Clarifications required and questions are as follows:7.2.5 Payment Process – Page 40 – This – Please complete the process objective.

USAID Response: Be guided by The Functional Requirements as envisaged for this project is referred in the Attachment 1.a and 1.b.

38. 7.6 HR and Administration - Process Flow diagram is missing USAID Response: Be guided by The Functional Requirements as envisaged for this project is referred in the Attachment 1.a and 1.b.

39. 7.6.1.1. Recruitment - “The system shall support capture of the Organization Needs (Needs Analysis)”- Please provide clarification as to what information must be captured/included.

- “The system shall support performance monitoring of employees on probation and support transition to employment– 6 months” - Are employees on Probation not considered to be employees?

USAID Response: The Offeror must pay adequate attention to the capabilities of their proposed ERP in the area of Recruitment and Performance Management, the specific details shall be harmonized during finalization of the requirements analysis after contract award

42. 7.6.1.10 Payroll- “Linked to Payments Systems EFTS/ Banks” How many different EFTS / Banks must the system link to?

USAID Response: It’s not a mandatory requirement that the system must strictly link to EFTS/Banks because the situation can easily change based on regulations of government and other developments. However, currently NMS operates accounts in Standard Chartered Bank and Stanbic Bank Uganda Limited that would be the main candidates for the Linked Payment Systems.

43. Other HR Questions: How many Permanent employees are there at NMS?

USAID Response: The bidder must pay adequate attention to the capabilities of their proposed ERP in the area of Human Resource Management, the specific details shall be harmonized during finalization of the requirements analysis after contract award. (i.e. NMS does not use the term permanent employees).NMS has a total of 230 contract staff.

USAID Response: The overall ERP hardware system architecture has been decided and is under a different contract. Refer to Section 3. Project Requirements subsection 1.4 System Design for details on the overall ERP system design architecture.

54. And, would the contractor for this award be able to coordinate on hardware component selection, configuration, and other areas of infrastructure architecture?

USAID Response: See response to question 53.

55. In addition, implementing an ERP system would follow a traditional Software Development Life Cycle (SDLC). Will separate Development, Test and Quality environments be available on a separate set of servers other than the production system be provided by the infrastructure contractor?

USAID Response: Refer to amended RFP Section C. The Implementation Methodology sub section 1.3 Testing. Development, Test and Quality environment will be built on the hardware supplied to NMS by the hardware contractor.

56. Who is responsible to procure the required hardware? Is it required to add the prices of hardware in this bid?

USAID Response: The hardware is under a different contract. There is no need to quote for hardware.

57. In the first paragraph of the Solicitation, on page 9, it is mentioned that: “The contractor will provide a complete ERP software package for all business functions…”, then follows a list of key areas as well as some indication regarding the software licenses: “For the software, 75 user licenses will be based at NMS while another 550 facility-based licenses will be based at different levels of public facilities”. It is not clear or comprehensive in this section what 75 user licenses are accounted for. For example, certain software packages have different licenses metrics, such as name users for most of Financials modules and “Employee ID” model for HR and subsequent HRMS modules (Learning and Recruiting Management).USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture.

58. How shall the contractor understand the number of 75 user licenses? 75 for each ERP module for Entebbe and 550 for other remote facilities?

USAID Response: Refer to Section B. Functional Landscape and Technical Architecture Requirements under sub heading 1.8 Deployment Architecture.

59. What about the total number of licenses for the other phases of the project?

60. The current Solicitation Number SOL-617-17-000021 Request for Proposals for Procurement and Installation of the Software Component of an Enterprise Resource Planning (ERP) System for National Medical Stores (NMS) further referred as “the Solicitation” does not mention any reference to the working language during the execution of the project nor specific language requirement for the project documentation or any other project deliverables. Shall we assume that English would be the official working language and subsequently all written or verbal reports, communication, project plans, documents, memos, end-user manuals, training materials, proposals or pamphlets shall be in English only? It would be also assumed that the project team members shall be fluent in English and there is no other language requirement.

USAID Response: English is the official language. Refer to amended RFP Section 3 Project Statement of Works subsection 2.1 Compliance to Standards

61. Are there any specific local customs and culture matters that the Offeror should be aware off which would require the project team members to adapt their methods and other aspects of the project life cycle with respect to cultural concerns and sensitivities?

USAID Response: None. Refer to amended RFP Section 3 Project Statement of Works subsection 2.1 Compliance to Standards with local authorities.

62. Please confirm that Payroll is not in scope. It is unusual to implement HR and not implement Payroll.

USAID Response: The payroll will be included in the scope.

63. What, specifically, is the expectation around training? The section titled "Learning" is not clear or comprehensive. Is there an expectation that training will have to occur at each of the locations the software is deployed?

USAID Response: Refer to amended RFP Section I: Training Requirements for details regarding required training.

64. Please confirm that the Ugandan Government/Ministry of Health is going to pay the ongoing ERP license fees--and that we do not have to include that.

USAID Response: Refer to Section Background and G. Operations and Maintenance of the RFP

65. In section 7, Implementation Approach, it is mentioned that: “The contractor will implement, monitor and oversee all activities from within Uganda with office presence in Kampala”.

Shall the Government of Uganda or the Ministry of Health provide such office to the Contractor or is it assumed that the Contractor must find its own office space? The main reason for asking is that the project team members would need to have access to the data center almost 24x7 and to the secured and established Local Area Network while executing the work. Also, proximity with the Stakeholders and Government personnel would be critical to the success of the project.

USAID Response: Refer to Section G. Operations and Maintenance of the RFP;

finding office space is the bidder’s responsibility, whereas access to the NMS LAN can be established as required.

66. Could you please confirm that the document Attachment_1.b_- FUNCTIONAL_REQUIREMENTS_SPECIFICATIONS.docx Supersedes Attachment_1-NMS_Functional-Requirements-Document.pdf.

USAID Response: No it does not supersede. Use the attachment 1.b to provide solution fitment responses.

67. Year 4 and 5 are said to be optional while on the other hand, you have indicated that this is a fixed cost contract. Does the “fixed Cost” therefore address only Year 1 to 3?

USAID Response: The whole contract inclusive of the Option Years is fixed price.

68. Please clarify what is meant by “cost evaluation for reasonableness” in the event you have more that one technically sound proposal.(Pg 48) USAID Response: See FAR Part 31.201-3 that describes cost reasonableness.

69. How do we predict how the cost of help desk calls will be if an agent has to drive up to a site?

USAID Response: See attachment 4 to the Questions and Answers of Updated Schedule of rates of allowances and mileage that would form a basis for your calculations to render support to remote locations.

70. What is the budgetary limit for the grant?

USAID Response: No grants shall be issued under this contract.

71. Should we need to quote with taxes exclusive of taxes?

USAID Response: No, Price proposals should be inclusive of taxes and taxes should be embedded within the price not as a separate line item.

72. Is it compulsory for a bidder to submit a Branding Implementation Plan (BIP) as part of the response? Is the Branding Implementation Plan (BIP) part of the evaluation criteria?

Is it compulsory for a bidder to submit a Marking Plan (MP) as part of the response? Is the Marking Plan (MP) part of the evaluation criteria?

USAID Response: The BIP and MP will not be part of the technical evaluation.

Branding Implementation Plan and Marking plans will be requested from offerors in the competitive range. See Section E.4 of the RFP.

73. Does the Combined Synopsis/Solicitation under solicitation number SOL-617-17-000021 contain requirements similar to a current contract? If possible, please provide the current contract number.

Or, is this a new requirement for the government?

USAID Response: No, this is a new requirement.

74. Can you please set-aside this opportunity for Women Owned Small Businesses Or Total Small Business set-aside under NAICS 541519? There are a sufficient number of EDWOSB’s and WOSB’s capable of performing this work.

USAID Response: There is no set aside for this procurement.

75. Based on our understanding we are supposed to quote bid price for only first 3 years and in addition to that we are supposed to give a price estimate for another 2 years?

USAID Response: Yes, Option Years 1 and 2 are priced out at the proposal stage and will form part of the contract. Option years will be exercised subject to availability of funds.

76. Can you avail the RFP and functional requirement document in MS word format?

USAID Response: Offeror interested in MS word format can use the ADOBE convertor to MS word format.

77. Can you please share the PPT file used for bidder’s conference?

USAID Response: This was posted together with Amendment 1 of this solicitation.

See link https://www.fbo.gov/index?s=opportunity&mode=form&id=61111ea71d0d0f051907 338185c1d39c&tab=core&_cview=1

78. In the document named SOL-617-17-000021 (pdf) : please advise where we can obtain “Attachment X” as referred to on page 41, as it does not appear to be part of the package posted on the website.

USAID Response: This was an error. Refer to amended RFP Section I: List of Attachments.
