TECHNICAL APPROACH

Presenter Presentation Notes The purpose of this activity is supplying an Enterprise Resource Planning (ERP) Software System and Implementation Services for National Medical Stores

(NMS)

This will be accomplished through a detailed process as stated in Section C of the RFP.

This contract includes the following components of work in order to fulfill the objectives of the proposed ERP system:

1. Proposing core ERP solution + Required Modules

2. Data Integration and interoperability

3. Audit Controls

4. Security

Governance to be discussed at a later time

Presenter Presentation Notes The purpose of the Regional Health Integration to Enhance Services in Northern Uganda, Acholi (RHITES-N, Acholi) activity is to increase the effective use of integrated health services in the Acholi Region of Northern Uganda and develop health systems to sustain these gains. This will be accomplished through three sub-purposes:

Increased Availability and Accessibility of Health Services Improved Health Systems for Quality Services Increased Adoption of Healthy Behaviors

USAID recommends providing enough specificity so that USAID is able to understand how your approach will meet these three inter-related sub-purposes

In addition to this, USAID has provided additional information about key results - or the “what” we want. It is important that the applications speak to each of these results.

35 page limit for the Performance Work Statement. It must be divided into Technical Approach; and 2. Management Approach and Staffing Plan – however you get to decide how much “time” (e.g. page length) you spend on each knowing the instructions and evaluation criteria.

These “what” will be measured by contractable indicators located in J.15.

Considerations

pg. 10 -12

Operational Considerations Pg.48-50 as per CDCS 2.0

Presenter Presentation Notes While a sustainable health system void of outside inputs in Northern Uganda is likely unachievable in five years, a fundamental pillar of USAID/Uganda's integrated health programs is working towards sustainable health systems by building local capacity, enhancing participation, and encouraging accountability, transparency, decentralization, and the empowerment of communities and individuals, while addressing ownership and coordination.

Governance must be a visible element in health systems strengthening activities in Northern Uganda. RHITES-N, Acholi cannot ignore the engagement of local leadership. Many districts want to lead, be seen as equal partners, and invite mutual demonstration of trust and transparency.

• Key Personnel Requirements- Section F.6- Pg.59-

–Five Key Personnel: Project Director, Project Manager, Solution Architect, Technical Architect and Functional Lead

–Key personnel must be adequately vetted with reference checks conducted in order to Mitigate Risk of Fraud, Waste and Abuse

Management and Staffing

Presenter Presentation Notes Key Personnel The NFO provides flexible criteria for Key Personnel position to ensure that potential applicants are able to recruit and present the best candidates with their application responses.

Consortium A consortium is not required under this RFA, however, if an applicant considers developing a consortium in response to this NFO, USAID would appreciate a clear plan on how the consortium will be managed as well as what is the potential prime recipient's plan on how to ensure collaboration among the consortium partners.

The Offeror’s staffing pattern and management structure must show how it will support structural integration to minimize silos driven by different funding streams.
