A Categorical Exclusion is issued to the Monitoring & Evaluation of the Caribbean
Basin Security Initiative (CBSI), pursuant to 22 CFR 216.2(c)(2):
(i) Education, technical assistance, or training programs except to the extent such training programs includes activities directly affecting the environment (such as construction of facilities, etc.);
(iii) Analyses, studies, academic or research workshops and meetings
Amendments
Amendments to Initial Environmental Examinations (IEE) shall be submitted for
LAC Bureau Environmental Officer (BEO) approval for any activities not specifically covered in the IEE, which include:
o Funding level increase beyond ETD amount, o Time period extension beyond ETD dates (even for no cost extension), or o A change in the scope of work, such as the use of pesticides or activities subject to Foreign Assistance Act sections 118 and 119 (e.g. procurement of logging equipment), among others.
Amendments to IEEs include Environmental Assessments (EA or PEA) and approval of these documents by the LAC BEO could require an annual evaluation for environmental compliance.

I. Background:
The Caribbean Basin Security Initiative (CBSI) is the latest pillar of a U.S. security strategy focused on citizen safety throughout the hemisphere. CBSI seeks to bring all members of the Caribbean Community (CARICOM) and the Dominican Republic together to collaborate on regional security with the United
States as a partner. The initiative is a multiyear, multifaceted effort by the U.S. Government and its Caribbean partners to develop a joint regional citizen safety strategy to combat the drug trade and other transnational crime that threatens regional security.
The core mission of the five-year CBSI initiative is to increase citizen safety through the Caribbean by working together to substantially reduce illicit trafficking, increase public safety and security and promote social justice.
The CBSI identified three strategic priorities: Substantially
Reduce Illicit Trafficking (counter narcotics, small arms and light weapons, money laundering and trafficking in persons);
Advance Public Safety and Security (crime and violence, border security, counter-terrorism, criminal gangs and natural and other disasters); and Social Justice (crime prevention, justice sector reform and anti-corruption). The first year of CBSI funding includes $14 million to strengthen Caribbean partners’ ability to control their maritime borders, $10.6 million for law enforcement capacity building and $20 million, to be implemented by USAID, in crime prevention programs that build on previous
USAID efforts throughout the region focused on education, programs to provide opportunities for at-risk youth, and institutional capacity-building. These programs will largely focus on expanding educational and workforce development opportunities for at-risk youth and other vulnerable populations as an alternative to crime and other illicit activity. Other prevention measures will include juvenile justice reform, anti-corruption initiatives, and community-based policing. The $20M is spread among the Caribbean Missions as follows: Barbados
(Leader in juvenile justice) and Eastern Caribbean (Co-lead on workforce development) $7.4M; Jamaica (Lead on at-risk youth, anti-corruption, and community policing) $5.7 M; Dominican
Republic (Lead on monitoring and evaluation) $5.5 M; and Guyana
(Co-lead on workforce development) $1.5M. A portion of the funds will be used to identify and measure the results of these efforts though performance monitoring and impact assessment.
Missions are in the process of designing new CBSI activities and conducting regional assessments (e.g. Dominican Republic recently conducted an at-risk youth assessment and Barbados will conduct a juvenile justice assessment for eastern Caribbean, Trinidad & Tobago, Guyana and Jamaica to inform a strategy for strengthening juvenile justice systems in the region.
Fifteen countries of the Caribbean Basin are included in the
CBSI: Antigua and Barbuda, the Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago. All fifteen countries will be included in the monitoring and evaluation activities to take part under this Contract.

This activity consists of obtaining the services of a contractor to monitor and evaluate the Caribbean Basin
Security Initiative (CBSI) activities between the date of award and the end of the CBSI interventions (anticipated for
FY 2015). The results of these evaluations will provide
Washington and the regional Missions implementing activities under CBSI with a basis for judging program effectiveness, impact, and sustainability. Furthermore, these evaluations will better inform the different stakeholders of future policy design, strategy interventions and resource allocation. The
Contractor will be responsible for developing innovative and effective ways to widely disseminate results achieved and lessons learned throughout the region.
Determination: The activity described above will not have a harmful effect on the natural or physical environment and will not include assistance for construction or purchase of hazardous materials or chemicals. On a purely technical basis, the activity which will be carried out under the Limited Scope
Assistance Agreement (LSAA), qualifies for Categorical Exclusion according to Section 216.2(c)-(2)(i, iii, v, and xiv) of 22 CFR as (2) “Analyses, studies, academic or research workshops and meetings”.
Environmental action recommended: Based on the above, the
Mission recommends this activity be given Categorical Exclusion requiring no further environmental review.
