The purpose of this amendment is to revise a) the Acronyms and Definitions and b)Sections C.1, C.3.3, C.4.1, C.4.2, C.5, L.10, L.11, L.12, M.3 and Exhibit 1.

Changes are made accordingly as follows:

(a) On Acronyms and definitions replace “PIF” for “PFI”

(b) Under PART I – THE SCHEDULE, SECTION C - DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK STATEMENT:

Section C.1 under expected results, delete “At least 200,000 new clients in marginalized rural areas of Colombia with a total disbursement of at least $500 million in formal financial services” and replace with “At least 200,000 new clients in marginalized rural areas of Colombia with a total mobilization of at least $500 million in formal financial services”.

On Section C.1 under expected results, add the following foot note on “new” clients: “New clients refers to a combination of clients that have never been reported in the CIFIN system and clients that although have had some form of formal financial services are no longer active in the system; this depends on the specific geographic region and the type of product/service that the offeror refers to. This will also be part of the monitoring plan and will be fine-tuned during the implementation phase with the Contracting Officer Representative (COR) assigned to the contract.”

On Section C.1 under expected results, add the following foot note on “$500 million”: “The $500 million target in mobilization of formal financial services must be at least 90% in different types of credit.”

On Section C.3.3 under Geographic focus, on foot note No. 9 replace “Over the past four years USAID has focused attention in 40 municipalities that are part of the National Consolidation effort:…” with “Over the past four years USAID has focused attention in 40 of the 58 municipalities that were originally part of the National Consolidation effort:…”

On Section C.4.1 under expected results and deliverables, delete “2. A total of five hundred million ($500,000,000) disbursed in selected rural areas attributed to RFS” and replace with “2. At least five hundred million ($500,000,000) mobilized in selected rural areas attributed to RFS, of which at least 90% relates to different types of credit”.

On Section C.4.2 under incentive grants delete “This grant fund will be leveraged on a 1:3 ratio, i.e., for every dollar USAID grants, the PFI will cost share with $3 additional dollars (both monetary and in kind)” and replace with “This grant fund will be leveraged on a 1:3 ratio, i.e., for every dollar USAID grants, the organization will leverage $3 additional dollars (both monetary and in kind).”

On Section C.4.2 under challenge grants delete “This grant fund will be leveraged on a 1:1 ratio; 50% with USAID’s funds and 50% cost-shared by the organization” and replace with “This grant fund will be leveraged on a 1:1 ratio; 50% with USAID’s funds and 50% leveraged by the organization.”

On Section C.4.2 under expected results and deliverables add the following footnote on “At least ten (10) new”: “What counts as a new or improved financial product or service will vary depending on the type of financial intermediary, geographic region and population. This aspect will be agreed upon between the contractor and the Contracting Officer Representative (COR) during implementation.”

On Section C.4.2 under expected results and deliverables delete “4. At least ten challenge grants signed and implemented for a total amount of five ($5.0) million. Fifty percent USAID funds and 50% cost-sharing.” And replace with “4. At least ten challenge grants signed and implemented for a total amount of five ($5.0) million. Fifty percent USAID funds and 50% leverage.”

On Section C.5 under Deputy Chief of Party/Senior Financial Advisor delete “If the proposed DCOP/SFSS is Colombian…” and replace with “If the proposed DCOP/SFA is Colombian…”

On Section C.5 delete “Although not key personnel, USAID expects to see the following positions and personnel identified in the contractor’s proposed staffing plan” and replace with “Although not key personnel, USAID expects to see the following positions identified in the contractor’s proposed staffing plan”.

Under PART I – THE SCHEDULE, SECTION F – DELIVERIES OR PERFORMANCE, F.4.A.q. update the title from “q. Field Staffing Plan

– Approvals” to “Field Staffing Plan”.

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, L.10 (3)ii., replace the paragraph in its entirety with the following: “ii. A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type and single space”.

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, L.10 (4) PROPOSAL FORMAT AND CONTENT delete in its entirety “Management Plan Approach and Capability”.

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, L.11. INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL, PAST PERFORMANCE (a)1. Replace the text in its entirety with the following: “1. List in an annex to the technical proposal information on up to five (5) recent (within the past 3 years) performed contracts, on-going contracts, cooperative agreements, or grants as a prime or as a major sub-contractor, sub-awardee, team or consortium member that demonstrate past experience in carrying out tasks similar in content, magnitude and complexity to this requirement.”

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, L.12. INSTRUCTIONS FOR THE PREPARATION OF THE COST/BUSINESS PROPOSAL, add the following note: “For the purpose of the cost proposal, offerors must budget using an exchange rate of COP 2,000/USD.”

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, L.12(2)g.i. Salary and Wages, delete in its entirety “The contractor should budget for field presence of 18 Colombian staff members”.

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, L.12(11) Information to Support Consent to Major Subcontractors, delete the text in its entirety and replace with the following:

“The offeror must address each of the elements in FAR 44.202-2 in order for proposed major subcontractors to be considered by the contracting officer for consent of subcontractors to be granted with the initial award.”

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION M – EVALUATION FACTORS FOR AWARD, M.3 under Sub-factor I, Technical Approach delete “(i) include at least 200,000 new clients in marginalized rural areas of Colombia with a total disbursement of at least $500 million in formal financial services;” and replace with “(i) include at least 200,000 new clients in marginalized rural areas of Colombia with a total mobilization of at least $500 million in formal financial services, of which at least 90% relates to different types of credit;”

Under PART IV - REPRESENTATIONS AND INSTRUCTIONS, SECTION M – EVALUATION FACTORS FOR AWARD, M.3 under Sub-factor II, Key Personnel & Staffing Plan, delete “…(1) Chief of Party, (2) Deputy Chief of Party/Senior Financial Advisor, (3) Senior Grants Manager and (4) Financial Environment Specialist, as we as a fifth key personnel position…” and replace with “…(1) Chief of Party, (2) Deputy Chief of Party/Senior Financial Advisor, (3) Senior Grants Manager and (4) Financial Environment Specialist, as well as a fifth key personnel position””

Under EXHIBITS/ATTACHMENTS, EXHIBIT 1 IDENTIFICATION OF PRINCIPAL GEOGRAPHIC CODE NUMBERS, replace in its entirety with the following:

“EXHIBIT 1

IDENTIFICATION OF THE AUTHORIZED PRINCIPAL GEOGRAPHIC PROCUREMENT CODES

(a) USAID has established principal geographic codes which are used by USAID in implementing instruments. This regulation establishes a presumptive authorized principal geographic code, Code 937, for procurement of commodities and services unless otherwise specified in the implementing instrument. Code 937 is defined as the United States, the cooperating/recipient country, and developing countries other than advanced developing countries, and excluding prohibited sources. USAID maintains a list of developing countries, advanced developing countries, and prohibited sources, which will be available in USAID's Automated Directives System, ADS 310.

(b) For purposes of procurements under the authority of the Development Fund for Africa, 22 U.S.C. 2293 et seq.; for any waivers authorized under Subpart D of this regulation; and if otherwise designated in an implementing instrument, the authorized principal geographic code shall be Code 935, any area or country but excluding prohibited sources.

(c) For purposes of procurements under the Support for Economic and Democratic Development of the Independent States of the Former Soviet Union, 22 U.S.C. 2295b, the authorized principal geographic codes are Code 937 and Code 110 (New Independent States).

(d) Additional principal geographic codes may be added to this section if authorized by Congress.”
