Synopsis: SOL-391-13-000012 Punjab Enabling Environment Project (PEEP)

The United States Agency for International Development (USAID) intends to release a solicitation within the next 15-30 days for the Punjab Enabling Environment Project (PEEP) in

Pakistan. USAID anticipates that this will be a five-year project with a total estimated cost of

$12-15 million.

USAID intends to announce the solicitation as a Request for Proposals (RFP) open to all technically qualified U.S. based and non-U.S. firms and non-governmental organizations capable of meeting the requirement.

The goal of PEEP is to improve the enabling environment for the agriculture sector in Punjab to promote private sector-led growth, especially focusing on the horticulture and dairy and livestock sub-sectors. PEEP will help create internationally competitive policy environment for horticulture, livestock and dairy sub-sectors, providing the private sector with the security required for investments in agriculture aimed at improving the quality and quantity of produce in the domestic market.

Specifically, the PEEP implementer will:

- Accelerate advocacy for policy, regulatory and institutional reforms through the private sector, leading to early adoption and implementation of the reforms;

- Support institutional capacity building to sustain enabling environment reforms; and

- Mobilize major private sector investments in horticulture, livestock and dairy projects in support of changes in the business enabling environment.

The project will be managed from an office in Lahore and undertake activities throughout different administrative regions of Punjab.

Except for the above, no additional information regarding this planned RFP is available at this time.

All necessary information will be supplied at the time the RFP is posted at www.fedbizopps.gov. No proposals for funding should be submitted until after the RFP is issued. Questions and requests for information will not be responded to until RFP issuance, and prospective Offerors are requested not to contact USAID/Pakistan technical staff concerning this procurement.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This pre-solicitation notice in no way obligates USAID to release a solicitation or award a contract. This notice satisfies the synopsis requirement in FAR 5.201.

Sincerely, /s/
