L.6 INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL
a) General
The Technical Proposal in response to this solicitation should address how the Offeror intends to carry out the Statement of Work contained in this RFP. It should also contain a clear understanding of the work to be undertaken and the responsibilities of all parties involved. The technical proposal should be organized by the technical evaluation criteria listed in Section M, addressing the requirements described in Section C.
(b) The Technical Proposal is limited to 20 pages; any pages over the 20 page limit shall not be evaluated. The text shall be written in English and typed on standard 8 1/2" x 11" paper size, single spaced, one inch margins, Times New Roman, 11 point font, with each page numbered consecutively. . Items such as graphs, charts, cover pages, dividers, table of contents, end notes and attachments (i.e. key personnel resumes, table summarizing qualifications of proposed personnel, past performance summary table, and past performance report forms) are not included in the 20-page limitation. Annexes may be submitted, but they will not be considered as part of the evaluation criteria.
Section 1: Technical Approach
The Technical Proposal shall include the information set forth below:
(1) Technical Approach [See Section M.2, Section 1]
At a minimum, Offerors shall demonstrate and describe the following within the Technical approach of the proposal:
The offeror must describe in sufficient details how it will achieve the objectives and intended results of this activity, clearly articulate how each component will be implemented. The proposal must describe and provide examples as necessary:
| • | Proposed technical approach to achieve the objectives and intended results of this activity. This includes a discussion of how each component will be implemented, and integration of cross-cutting issues. This must also include an implementation timeline: the implementation timeline should span the entire life of the Activity and outline the proposed timing and sequence of major activities (plan and timing of issuing grants, building capacity, providing training, etc.) proposed by the Offeror to achieve high level objectives and intended results of REAP; |
| • | Plans, methodologies and tools to deliver targeted and broad TA to grant recipients, and to other SMEs and agriculture producers to ensure the activity objectives and are met; |
| • | Recommendations for other TA that could be provided to support the dissemination of information and development of training opportunities to foster improved understanding and adoption of productivity-enhancing techniques among farmers and improved business acumen among agribusinesses; |
| • | Methodologies and criteria that will be utilized to ensure that no less than 90% of grants are issued within 30 months of awarding this activity, including but not limited to grants promotion campaigns, regional and rural coverage, selection criteria and processes, provision of TA, and monitoring and evaluation of grantees’ performance. |
| • | Strategy to address gender issues associated with this activity. This could include, but is not limited to, efforts to identify women-owned enterprises that meet the criteria for support, a special TA program for women-owned enterprises that are ‘near qualifiers’, or efforts to identify qualified women for any new hiring resulting from REAP. |
(2) Management Approach [See Section M.2, Section 2]
For REAP as a whole, the offeror must describe and/or illustrate as appropriate:
· The proposed staffing pattern, including illustrative position titles, location, and names of identified individuals (resumes may be submitted in an annex). NOTE: USAID requests offerors to not enter into exclusive agreements with local personnel. USAID would expect the contractor to establish regional offices where the proximity to a sufficient concentration of grant recipients and direct and indirect beneficiaries provides sufficient benefit to offset the infrastructure and operating costs of a regional office.
· A plan to transition principal (i.e., non-key personnel positions that are encumbered with decision making and management authority) and key personnel positions to Georgian staff, as appropriate.
· The management structure and the roles of responsibilities for the prime contractor, subcontractors, and local partners, and home office functions for all non-Georgian organizations. This must include at the level of each organization, a description of technical capacity and ability specific to each component or cross-cutting activity. Additionally, if applicable, the offeror must describe its approach to managing a consortium, including ensuring buy-in from members, developing work plans, managing and coordinating
