Department of Energy Washington, DC 20585

July 1, 2025

Request For Quotation (RFQ) No.: 89303025MA000129

The Department of Energy (DOE) Headquarters in Germantown, MD, is soliciting quotes for comprehensive Window Washing Services, including optional solar panel cleaning, to maintain high levels of cleanliness and appearance throughout its facilities.

The Contractor shall provide all labor, equipment, materials, supervision, and incidentals necessary to perform the services as detailed in the attached Statement of Work (SOW).

This Request for Quotation (RFQ) is being issued in accordance with Federal Acquisition Regulation 13.106. Based on market analysis, the NAICS code for window cleaning services is 561720 - Janitorial Services. All work will be performed in accordance with the Statement of Work (Att. 1). A firm-fixed-price service contract with a one-year Base Period and four one- year Option Periods will be awarded as a result of this RFQ. All contractor personnel performing the work on this job must be U.S. citizens.

CONTENT OF RESULTING CONTRACT

Quoters are cautioned that the Government reserves the right to conduct a formal review and re-evaluation of the successful Quoter’s work over the life of the award, and potentially renegotiate (e.g., increase, decrease, or add/subtract workload as the unique need arises) contract ceiling. Such reviews and renegotiations shall be initiated by the Government and shall be executed via bilateral modification to the resultant contract. By responding to this solicitation, Quoters acknowledge that such post-award negotiations are within the scope of this solicitation, and within scope of the resultant contract.

Evaluation Method

The evaluation method for this requirement will be Lowest Price Technically Acceptable (LPTA).

Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The quote will be reviewed in its entirety. The responsive vendor, whose quote is in accordance with the Statement of Work, with a total price, including the Base and all Option Periods, that is found to be the lowest price technically acceptable, will be selected for award. Vendors are advised that this is an all or nothing solicitation.

Failure to provide pricing for all line items will result in the entire quote being rejected as non-responsive. Vendors are to submit pricing for all labor, parts, and supplies.

The Government anticipates adequate price competition for this RFQ and will evaluate quote schedule rates and services for price reasonableness. Trade-offs between price and non-price criterion are not permitted. Quotes that fail to meet the requirement set forth in the RFQ will be rated as unacceptable.

The Government intends to award without exchanges and/or negotiations. However, if the CO determines that exchanges/negotiations are warranted, the DOE reserves the right to conduct exchanges/negotiations only with the vendor determined to be the best value. Once the government determines the contractor that is the best-value (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize the award with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-value contractor based on the original analysis and address any remaining issues. This process shall continue until an agreement is successfully reached and a contract is awarded.

Vendors are strongly encouraged to provide their best quote in response to the final solicitation.

Evaluation Criteria – General

The below Evaluation Criteria shall be used to evaluate quotes:

Criterion 1 − Technical Criterion 2 – Price Quote

Formatting Guidelines for Each Criterion

Criterion 1 – Technical Capability:

Must be submitted in either MS Word or PDF file format.

The font size shall be no smaller than Times New Roman font size 12.

No pricing information should appear in this section. Instead, pricing data should only appear in Criterion 2 – Price Quote.

Page limit of five (5) Pages

Criterion 2 – Price Quote:

Must be submitted utilizing the RFQ Att. 2 - Pricing Schedule. A single summary page will also contain the total combined price to include all option years.

Evaluation Criteria – Instructions and Evaluation Procedures

Criterion 1 – Technical Capability

Vendor Qualifications:

The vendor shall submit a narrative statement identifying recent and relevant experience.

Relevant vendors must demonstrate at least three years of window cleaning service with at least three (3) prior contracts experiences of similar size, scope, and complexity to satisfy minimum technical acceptability. Page limit of five (5) Pages.

Evaluation Procedures:

The Government will review the Quoter’s submission to evaluate whether the vendor’s quote demonstrate minimum technical capability.

Criterion 2 – Price Quote

Pricing Instructions:

DOE is seeking price reductions from the awarded Schedule pricing according to FAR 8.405-

4. Quotes should include the vendors best pricing, including all discounts, as there may not be another opportunity to offer further discounts. The Quoter shall use their Base Schedule Rates Chart (discounted as appropriate) and Pricing Schedule to arrive at a total price for each contract period and a total evaluated price for all combined years.

Evaluation Procedures:

For the purposes of price evaluation, the phrase “all option periods” in this section includes the total of the base and all option periods excluding a potential six-month extension of services under FAR clause 52.217-8. For evaluation purposes, the six-month extension under FAR 52.217-8 will be priced at half the final Option Period’s rate, but this will not be included in the award decision price analysis. This value will not factor into the price analysis for the purpose of the award determination (e.g., the DOE will sum the Base Period and all option periods but will not include the six-month extension of services in the award decision price analysis). However, in the event that the DOE wishes to invoke FAR clause 52.217-8, during any year of the resultant contract, the rates that will be used for the extension are the rates applicable to that current year and the extension shall not exceed six-months in total length.)

The Government will not score or rank the price. The Government will evaluate price in accordance with FAR 13.106-2. The Government will review each Quoter’s proposed scheduled rate pricing to confirm that the rates do not exceed the Quoter’s established schedule ceiling rates. The Government will review each Quoter’s proposed schedule rate pricing for price reasonableness and will compare vendor pricing against fair market prices, to include GSA price sheet data. The Government will review the proposed schedule rates in each Quoter’s completed RFQ Att. 2 – Window Cleaning Pricing Sheet Template to ensure mathematical correctness.

Award will be made to the single Quoter whose quotation is deemed responsive and represents the overall best value to the Government using a Lowest Price Technically Acceptable (LPTA) methodology.

Service Contract Labor Standards

All services performed under this contract must comply with the prevailing wage determinations issued by the U.S. Department of Labor for the District of Columbia and the State of Maryland.

These wage determinations establish the minimum wages and fringe benefits that contractors must pay to service employees based on locality. Contractors are required to fully adhere to these wage standards, regardless of the rates proposed in their quotes or awarded under the contract.
