SECTION C - Description/Specifications
INTRODUCTION
The National Institute of Environmental Health Sciences (NIEHS) is one of 27 Institutes and Centers of the National Institutes of Health (NIH). The mission of the NIEHS is to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease. To have the greatest impact on preventing disease and improving human health, the NIEHS focuses on basic science, disease-oriented research, global environmental health, and multidisciplinary training for researchers.
NIEHS is located on 375 rolling acres of maple, oak, and pine in Research Triangle Park (RTP), NC, a science and technology, hub was created by the state of North Carolina between Raleigh, Durham, and Chapel Hill. NIEHS' main administrative offices and laboratories are on a lake with surrounding grass and wood areas with a jogging trail. Employees can take their workday lunches to lakeside picnic tables and watch migrating geese and ducks land, feed, and rest.
OBJECTIVE
The objective of this contract is to provide complete lawn and grounds maintenance service that reflects and advances NIEHS's commitment to sustainability and environmental stewardship. This contract will include but not limited to maximizing ornamental and aesthetic aspects of the landscape, excavation and snow and ice removal for the NIEHS campus. Additionally, contractor shall supply a total waste management program that manages, tracks and reports all waste streams through a single point of contact.
The mission of this program is waste minimization, source reduction and the reuse or recycle of as many waste streams as possible to reduce overall costs while remaining in compliance with facility and environmental regulations.
NIEHS Sustainability Goals and Program Constraints Contractor shall follow the guidance included in the following Executive order (EO):
• EO 13514, the "Federal Leadership in Environmental, Energy, and Economic Performance" which states that it is "the policy of the United States that Federal agencies shall increase energy efficiency; measure, report, and reduce their greenhouse gas emissions from direct and indirect activities; conserve and protect water resources through efficiency, reuse, and storm water management; eliminate waste, recycle, and prevent pollution;...(and) strengthen the vitality and livability of the communities in which Federal facilities are located."
• EO 13693, March 19, 2015, Planning for Federal Sustainability in the Next Decade; EO 13571, December 8, 2016, Safeguarding the Nation from the Impact of Invasive Species and Presidential Memorandum, June 20, 2014 - Creating a Federal Strategy to Promote the Health of Honeybees and Other Pollinators by conserving water and energy, managing invasive plant species, supporting efforts to promote pollinator habitat.
Sustainability goals can be achieved by:
1) Following practices which minimize use of pesticides, fertilizer, fossil fuels, and potable water. When used, pesticides and fertilizers should be environmentally friendly.
2) Maintaining native plants and controlling and managing invasive species through the use of Integrated Pest Management approaches with minimal pesticides.
3) Conserving soil through erosion control and retention of organic matter on site and recycling green
Task 6. Total Waste Management Services
Task 7. Non-Recurring Items Provide rates as requested

waste by composing grass clippings, chopped leaves, etc. (i.e., in a forested area on campus) for use around the campus which reduces or eliminates disposal fees, use of landfills, and transportation costs.
4) Removing all plant debris, whether due to human activity or natural events, as soon as possible, composting plant debris, and reuse salvaged plants, soil, rocks, and other materials whenever possible.
5) Replacing dead or deteriorating plants with low-maintenance, drought-resistant native plants.
6) Conserving water by reducing the use of potable water for irrigation, (ex. use lake water for landscape irrigation) protecting water quality, minimizing runoff, and enhancing on-site water resources.
7) Reduce greenhouse gas emissions through limiting the use of fossil fuel powered equipment (e.g., leaf blowers, riding mowers, trimmers, etc. which must meet EPA standards for emissions), especially on ozone action days (orange, red, purple alerts), reducing equipment and vehicle idle time, using alternative fuels (such as electric, natural gas or biodiesel) or low sulfur diesel fuels, use fleet vehicles which are low in Green House Gas (GHG) emissions.
8) Maintaining an ongoing awareness of emerging sustainable "best practices" and a commitment to incorporate applicable practices as they become available.
