About this file

This document is a Standard Form 1449 (Solicitation/Contract/Order for Commercial Products and Services) combined with a Public Notice of Proposed Acquisition for a single-source, noncompetitive contract award.

The National Heart, Lung, and Blood Institute (NHLBI), a division of the National Institutes of Health, is soliciting specialized biostatistical and bioinformatics services under Solicitation Number 75N98026Q01110. The requirement is for the third and final year of a three-year mitochondrial genomics analysis project supporting the Dynamic Genome research program, Framingham Heart Study, and TOPMed (TransOmics for Precision Medicine) program. The contractor shall estimate mitochondrial DNA copy number, identify mitochondrial sequence variants and heteroplasmy, perform quality control, maintain methodological consistency with Years 1 and 2 analyses, and deliver an integrated three-year dataset, data dictionary, user guide, statistical summaries, and documentation of analytical methods. The contract is being awarded on a single-source basis to Boston University School of Public Health under the scientific leadership of Dr. Chunyu Liu, as determined through market research to be the only source reasonably capable of maintaining continuity and methodological consistency with prior-year results. The solicitation closing date is September 4, 2026 at 3:00 PM EST, with a proposed award date of September 28, 2026 through September 27, 2027. The NAICS code is 611310 (Educational Services), with a small business size standard of $34.5 million. This acquisition is conducted under FAR Part 13 (Simplified Acquisition Procedures) and is not set aside for any small business category.

13. Description:

NHLBI requires specialized biostatistical and bioinformatics services to complete the third and final year of a three-year mitochondrial genomics analysis involving Framingham Heart Study and TOPMed whole-genome sequencing data. The contractor shall estimate mitochondrial DNA copy number; identify mitochondrial sequence variants and heteroplasmy; perform quality control; maintain methodological consistency with the analyses performed during Years 1 and 2;

and harmonize the results across all three years. Final deliverables shall include an integrated three-year dataset, data dictionary, user guide, statistical summaries, and documentation of analytical methods and quality-control procedures.

14. Statutory Authority:

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1

(b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.

15. Single-sole Source (Including brand-name) Determination:

The determination by the Government to make a single-sole source award is based upon the market research conducted as prescribed in FAR Part 10— Market Research. Specifically, the results of the market research concluded that Boston University School of Public Health, under the scientific leadership of Dr.

Chunyu Liu, is the only source identified as reasonably capable of fulfilling the Government’s complete requirements for this acquisition.

This requirement represents the third and final year of an ongoing three-year mitochondrial genomics analytical effort supporting the Dynamic Genome research program, the Framingham Heart Study (FHS), and NHLBI’s Trans- Omics for Precision Medicine (TOPMed) program. The required work includes estimation of mitochondrial DNA (mtDNA) copy number, identification of mtDNA sequence variations, quality control of the resulting data, and synchronization of all three years of analytical results to produce an integrated dataset, data dictionary, and user guide for TOPMed sharing. Boston University performed the prior phases of this effort and established the analytical workflows and results that must be extended and integrated during the final year.

Market research determined that mitochondrial DNA copy-number estimation and mitochondrial sequence-variation analysis are established areas of bioinformatics research and that other researchers may possess general capability to perform mitochondrial genomic analyses. Therefore, the Government’s determination is not based on a conclusion that Boston University is the only institution technically capable of analyzing mitochondrial whole-genome sequencing data. Rather, the requirement is to complete an existing three-year analytical effort while maintaining methodological and longitudinal consistency with the results generated during Years 1 and 2.

Transitioning the final year of the effort to a different analytical team would require reconstruction and transfer of the project-specific analytical workflows, software configurations, parameter settings, quality-control procedures, intermediate results, and data structures developed during the prior phases.

Such a transition could introduce methodological differences or batch effects affecting longitudinal comparability and could require reprocessing or revalidation of prior-year results. The acquisition package establishes that Boston University performed the preceding phases and that maintaining continuity is necessary to avoid disruption and inconsistencies in the integrated dataset.

Dr. Liu also possesses specialized and directly relevant expertise in FHS/TOPMed mitochondrial genomics. The independent market research confirmed her established scientific involvement in mitochondrial DNA copy-number and sequence-variation analysis using FHS/TOPMed whole-genome sequencing data. This expertise, combined with the incumbent team's direct knowledge of the project-specific analytical methods and prior-year results, provides the continuity necessary to complete and harmonize the final year of the program.

Accordingly, Boston University School of Public Health, through the incumbent Dr. Chunyu Liu analytical team, is the only source identified through market research as reasonably capable of completing the third and final year of the Dynamic Genome: Mitochondrial CHIP Calling requirement while maintaining the methodological consistency, longitudinal data integrity, and integration of the three-year research dataset required by NHLBI. For these reasons, the Government will proceed with Boston University School of Public Health on a single-source basis under FAR 13.106-1(b)(1).

16. Closing Statement:

This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.

Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include:

unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

All responses must be received by September 4, 2026 at 3:00PM EST.
