About this file

This is a Request for Proposal (RFP) solicitation for multiple modality radiology equipment preventative maintenance services at the Crow Service Unit in Montana. The Indian Health Service Billings Area office is seeking a single firm-fixed-price contract for preventative maintenance on various radiology equipment including X-ray machines, CT scanners, ultrasound equipment, mammography units, and other imaging devices.

The procurement is structured as a 100% small business set-aside under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. The base period runs from October 1, 2025 to September 30, 2026, with four one-year option periods extending through September 30, 2030. Technical questions are due by August 12, 2025 at 2:00 PM MST, with responses posted around August 14, 2025. Proposals must be submitted by August 20, 2025 at 2:00 PM MST electronically to contract specialist Johnna Spotted. The evaluation will use a best value continuum approach considering technical approach (including capability, key personnel qualifications, and quality assurance), past performance, and price. Technical and past performance factors combined are approximately equal in importance to price. Contractors must demonstrate OEM-certified technicians, radiological safety compliance, quality assurance processes, and experience with similar preventative maintenance contracts in rural or underserved healthcare environments.
