M.2 Evaluation Factors
1. Technical Capability
• Understanding of pest control in healthcare settings
• Proposed methods and chemicals
• Compliance with SDS and approval requirements
2. Past Performance
• Quality of past performance on similar healthcare or government pest control contracts
• Reliability and responsiveness
3. Price
• Reasonableness
• Balance of pricing across base and option periods
M.3 Basis for Award
M.3.1 Award Without Discussions
The Government reserves the right to make award without conducting discussions. Offerors shall therefore ensure that their initial submission contains their most favorable pricing and technical terms.
M.3.2 Evaluation of Options
For evaluation purposes, the Government will determine the total evaluated price by adding the price for all option periods to the price for the base period. Evaluation of options does not obligate the Government to exercise any option periods.
M.3.3 Best-Value Determination
Award will be made using a best-value tradeoff process. Under this method, non-price factors, when combined, are more important than price. The Government may select an offeror whose quotation demonstrates superior technical merit or past performance, even if that quotation does not reflect the lowest price.
