3. Specific Tasks & Technical Requirements
The Contractor shall be responsible for ensuring the performance of a comprehensive seasonal tune-up on each of the four HVAC units in accordance with the following technical parameters.
Task 1: Structural Casing, Mounting & Duct Connections
Unit Deterioration & Soundness: Inspect the entire exterior casing for deep rust, puncture holes, cracks, structural breaches, or missing fasteners. Check the unit’s physical positioning to ensure the baseline mounting support has not sagged, shifted, or degraded over time.
Skid Frame & Supports: Examine the full tube skid frame, structural welds, and integrated lifting bars to ensure they are physically sound and load-bearing ready.
Duct Connections & Air Seals: Inspect the hard-mount duct collars/boots attached directly to the unit casing for cracks, separation, or broken rivets. Verify that the supply and return connection interfaces are structurally rigid and sealed to the unit casing to prevent thermal loss.
Task 2: Filters, Coils & Drainage System
Filter Cleaning & Replacement: Carefully remove existing air filters to prevent trapped particulate matter from shaking loose into the clean side of the plenum. Vacuum and sanitize the internal surfaces of the filter housing frame before installing a brand-new, correctly oriented 16" x 25" x 1" high-efficiency air filter.
Condenser Coils: Check condenser coils for physical damage, flattened fins, or oily residue indicating a possible refrigerant leak. Clean both evaporator and condenser coils using professional-grade, non-acidic foaming cleaners to flush out dust, mud, and outdoor debris.
Condensate Drain Cleaning: Inspect the internal condensate pan for standing sludge, rust scale, or biologic growth. Flush the lines and P-trap configuration using an approved clearing agent and clear water to ensure complete, unhindered gravity drainage.
Task 3: Motors, Drive System & Electrical
Motors & Drive Components: Manually spin the condenser fan motor shaft to check for internal bearing drag or wiggle. Check the direct-drive evaporator blower wheel alignment, mounting set screws, and general cleanliness. Run both motors to identify unbalanced fan blades, excessive housing vibration, or abnormal electrical hums.
Electrical System Tightness: Physically torque all screw and terminal block wire connections inside the control box to specification.
Wiring & Component Inspection: Examine all wiring runs for signs of overheating, scorched insulation, brittle jackets, friction chafing, or rodent chewing to evaluate eligibility for possible replacement. Inspect contactors, relays, and starters for pitted or burnt contact points. Test microfarad ratings for run capacitors.
Task 4: Safety Controls Validation
Pressure & Thermal Switches: Verify electrical continuity and operational integrity of the refrigerant high-pressure and low-pressure safety cutouts. Inspect and verify the high-limit thermal safety cutouts on the integrated 11.52 kW electric heat strip.
Thermostat Interconnect: Fully uncoil, inspect, and test the 50-foot remote electronic thermostat and control umbilical line to verify error-free communication with the controller.
Task 5: Deficiencies and Unscheduled Repairs
If deficiencies are identified during maintenance, the Contractor shall provide a written estimate detailing necessary parts and additional labor hours required for repair.
No repair work outside the basic maintenance scope shall begin without written authorization from the Contracting Officer.
All replacement parts must meet or exceed original Western Shelter OEM specifications.
4. Facility Access & Safety Requirements
Contractor Roster: The Contractor must provide the full names of all technicians assigned to the project to the Sterling Site Manager at least 48 hours prior to seeking site access.
Identification: All Contractor personnel must present a valid government-issued photo ID immediately upon arrival at the facility.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.
(c) Exceptions. This clause does not prohibit contractors from providing—
(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(d) Reporting requirement. (1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause

(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause:
any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.
(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products or commercial services.

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (Aug 2025) (DEVIATION 25-21) (effective November 28, 2025)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
(End of provision)
52.212-2 Evaluation-Commercial Products and Commercial Services. (NOV 2021) (Deviation AUG 2025) (effective November 28, 2025)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
(i) Price; and
(ii) Technical Acceptability
Acceptable: Quote conforms to the requirements, specifications, and submission instructions stated in the combined synopsis solicitation and SOW; and provides all required documentation, in accordance with SOW, in its entirety.
Unacceptable: Quote does not include ALL items required in the combined synopsis solicitation and SOW; and documentation is determined to be unacceptable upon technical review.
Offerors receiving an unacceptable rating for its Technical Factor will not receive further consideration.
Basis for award is Lowest-Price Technically Acceptable (LPTA). Technical is approximately equal to price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)

If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights-
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
