About this file
This is a Request for Proposals (RFP) for the construction of a Specialized Mission Training Facility (SMTF) located at the James J. Rowley Training Center in Laurel, Maryland. The General Services Administration (GSA) Public Buildings Service is seeking a qualified contractor to design and construct a full-scale replica of the White House, including perimeter buildings and grounds, to support United States Secret Service (USSS) training activities. The scope of work encompasses site planning, utilities installation, testing and inspection during construction, commissioning, and related analysis services. The estimated cost range for construction is between $260,000,000 and $290,000,000, with the contract structured as firm fixed price. The project will utilize a Phased Acquisition procurement approach with a Two-Phase Construction Concept, and a bid bond is required in Phase 2.
The solicitation is issued under FAR 15.103 (GSA Class Deviation RFO-2025-15) and FAR 36 (GSA Class Deviation RFO-2025-36). Offerors are responsible for monitoring SAM.gov for any amendments to the solicitation. The construction services required include comprehensive management, supervision, labor, equipment, and materials necessary to complete the facility. This project responds to increased operational demands, new training program development, and campus population growth at the JJRTC, with the objective of enhancing USSS training activities and operational readiness through realistic training scenarios and classroom facilities.

At the conclusion of an advisory down-select phase, the contracting officer will inform each offeror either (1) that it is invited to participate in the next phase; or (2) that, based on the information it has already submitted, it is unlikely to be a viable competitor along with the general basis for that opinion. However, the notice will not restrict any Phase 1 offeror from participating in the next phase. The Technical Proposal shall include the information requested below for the non-price factors described in Section VI.
The list of the evaluation factors and relative importance for the overall evaluation across both phases is as follows:
Phase 1 Factor 1 – Prior Experience on Relevant Projects – 30% Factor 2 – Past Performance on Relevant Projects – 25%
Phase 2 Factor 3 – Project Management Plan and Approach – 40% Factor 4 – Small Business Utilization – 5%
Phase 1 proposals must address all Phase 1 evaluation factors stated herein. Any offeror whose Phase 1 proposal does not address the required criteria will not be further considered for award or permitted to submit a Phase 2 proposal.
For evaluation purposes, to be considered “Relevant Projects,” projects should demonstrate similarity in size, type, and complexity, as identified below. Projects that clearly demonstrate more identified characteristics of size, type, and complexity will be deemed more relevant, and those that demonstrate fewer characteristics will be deemed less relevant. GSA will only evaluate projects substantially completed within the last ten (10) years:
● Size:
○ Total dollar value of the contract (awarded price and final contract price) of approximately $250 million or greater.
○ Construction of a facility over 100,000 square feet. For the purposes of this characteristic, a “facility” is defined as two or more structures combined within the same project, not including parking garages.
● Type:
○ Administrative building(s), such as classical-architecture government buildings.
○ Landscape and site civil work, architectural build-out, mechanical work, electrical work, plumbing work, audio-visual and informational technology systems, security systems, and work on fire protection systems.
● Complexity:
○ New construction:
■ Constrained by security restrictions, including controlled access to the building site.
■ Multi-Phased Construction Schedule over two (2) years
■ High-visibility project with multiple stakeholders
GSA will give additional favorable consideration in determining project relevance for clear demonstration of the following project characteristics:
● Located in the Baltimore/Washington metropolitan area.
● Construction of a law enforcement training facility
● GSA projects
● U.S. Secret Service projects
● Facade work containing classical elements (e.g., pediment, portico)
● Offeror’s role was as prime contractor
GSA will not consider the following project types to be relevant:
● Has not reached substantial completion within the last 10 years.
● Residential housing, warehouse projects or office renovations

This section is limited to a maximum of fifteen (15) pages. For each project presented the Offeror shall submit the following data/information:
I. Project title II. Location of project III. Scope of work provided by the offeror IV. The Offeror’s level of authority on the project (prime contractor, joint venture partner, major subcontractor, etc.)
V. Total dollar value of the contract (awarded price and final contract price) VI. Dollar value of the Offeror’s effort on the project VII. Type of contract (e.g. firm fixed price, cost reimbursable, incentive fee, award fee, time and materials, CMc, etc.)
VIII. Dates of contract start and completion IX. Facility details, including type of facility, tenant mission and population, square footage, security level, LEED certification, etc.
X. A Narrative explaining how the characteristics of the submitted project relate to the characteristics of the project described in this solicitation.
Standard for Evaluation
This factor considers the Offeror’s prior experience in providing similar work on relevant projects. The Offeror must demonstrate experience on up to 3 relevant projects substantially completed in the last ten years. Only the first three projects submitted will be the basis for the evaluation and additional projects will not be evaluated.
This factor will be evaluated based upon the written response to the solicitation by the Offeror. Relevant projects clearly demonstrating more similar characteristics will be rated more favorably than projects that are less similar.
See definition of relevant projects above.
B. FACTOR 2 - PAST PERFORMANCE ON RELEVANT PROJECTS
This factor will measure the quality of the offeror's collective experience in performing relevant projects. The Government will utilize the project information submitted under Factor 1 Prior Experience on Relevant Projects to assess the relevance of work performed
Submittal Requirements
i. Two references, including name, address, telephone number, and email address for each project identified for the Projects submitted in Factor 1.
ii. Offerors shall have references to submit one Past Performance Questionnaire for each project identified in Factor 1 (see Attachment 2). To be considered, references must email the completed Past Performance Questionnaire (PPQ) to Marsha Howard at marsha.howard@gsa.gov by the date identified in the solicitation. The email subject line must contain the name of the offeror, the name of the reference and the solicitation number. PPQs submitted directly by an offeror will not be considered. The Government reserves the right to contact the identified references provided in an Offeror’s proposal should a PPQ not be received by the date proposals are due.
Standard for Evaluation
In evaluating past performance, the SSEB may consider the following:
i. An assessment of the overall quality of past performance; record of conforming to contract requirements and to standards of good workmanship; the adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the history of reasonable and cooperative behavior and commitment to customer satisfaction; the business-like concern for the interest of the customer and; the Offeror’s overall performance on their contracts.
ii. In addition to the information in the Offeror’s proposal itself, the Government may consider information obtained through interviews with the Offeror’s customers and/or the building's owner or a representative of the owner. The Government may consider the past performance of managers, key personnel or other affiliates playing a significant role in contract performance.
iii. In addition to any information contained in or referred to in the Offeror’s proposal, the Government may consider the past performance of the offeror or its team members on any other projects performed within the past (10) years of which the Government has knowledge. The Government has no obligation to ensure that an equal number of references are obtained for each offeror.
iv. The Offeror’s safety record will be a consideration under this factor and will be evaluated based upon responses to the PPQs.
v. An Offeror who has no record of past performance will receive a neutral rating for this factor.
Phase 2 proposals must address all Phase 2 evaluation factors stated in Section III.E..
Any proposal not addressing the required criteria may not be further considered for award.
PHASE 2 TECHNICAL FACTORS
C. FACTOR 3 – PROJECT MANAGEMENT PLAN AND APPROACH
This factor will be used to evaluate Offeror’s understanding of the project as measured by its proposed management approach. It will include a written submission. GSA may require an oral presentation to supplement the written submission.
