About this file
This is Amendment 001 to a General Services Administration (GSA) solicitation for design and construction services for a Specialized Mission Training Facility (SMTF) in Laurel, Maryland. The solicitation number is 47PB5126R0007, issued by GSA PBS OAM Capital Project Delivery Division in Fort Worth, Texas. The amendment was effective July 28, 2026, and identifies authorized government consultants from Jacobs Engineering Group and MESH Project Delivery Partners who will access contractor proprietary information and provide advisory and assistance services. Amendment 001 modifies the Project Labor Agreement provision to require offerors to negotiate or become a party to a project labor agreement with one or more labor organizations for the construction contract term and to require subcontractors to become parties to the resulting agreement. Under the basic provision, offerors must submit a copy of the project labor agreement with their offer; under Alternate I (GSA Class Deviation RFO-2025-22), the apparent successful offeror must submit the executed agreement prior to contract award. The project labor agreement must bind parties to comply with its terms, allow competition regardless of union affiliation status, contain guarantees against strikes and lockouts, establish labor dispute resolution procedures, provide labor-management cooperation mechanisms on productivity and safety matters, and conform to all applicable statutes and regulations. The proposal due date of August 12, 2026, at 2:00 p.m. Central Time remains unchanged. All offerors must acknowledge receipt of the amendment in accordance with Standard Form 30 instructions. The document also includes a Questions and Answers log addressing 21 frequently asked questions covering topics such as project size thresholds, building types, relevant experience requirements, phase advancement criteria, proposal formatting, past performance documentation, and proprietary information agreement execution procedures.

END OF AMENDMENT 0001
# Section Question Response
Would GSA consider dropping the project size threshold from $250MM, to
$100MM?
Projects that clearly demonstrate more identified characteristics of size, type, and complexity will be deemed more relevant, and those that demonstrate fewer characteristics will be deemed less relevant.
Would GSA consider additional building types (Mission Critical – Data Center, Full Demo and Replacement of large existing space – full multi-floor gut and rebuild, etc.)?
GSA will not consider residential housing, warehouse projects, or office renovations to be relevant.
Can the PLA requirement be removed prior to proposal submission to open competition up to a greater degree?
Project Labor Agreement (PLA) Paired- Proposal Procedure is required in Phase 2.
Are any drawings, plans, or preliminary design documents available at this time? If so, we would greatly appreciate receiving a copy to assist with our review of the project.
Refer to solicitation 47PB5126R0007 attachment "Sol 47PB5126R0007 USSS SMTF Final.pdf" posted on SAM.gov which contains Design-Bid-Build Solicitation Narrative for the Specialized Mission Training Facility
(SMTF).
Construction drawings and specifications will be shared with Offerors participating in Phase 2 after reciept of signed NDAs.
Is this bid opportunity for small businesses only? The procurement is open to all business concerns. Refer to solicitation 47PB5126R0007 posted on SAM.gov
6 Are there drawings and specifications available? Refer to RFI #4 response.
Solicitation, SF1442 Page 1 / Section I.F
The SF1442 indicates that a Bid Bond is required, while Section I.F states that the Bid Guarantee is a Phase 2 requirement. Please confirm that no Bid Bond is required as part of the Phase 1 submission and that the Bid Bond requirement applies only to Phase 2 proposals.
Bid Bond is required in Phase 2 proposals and is excluded from Phase 1 requirements.
8 Solicitation, Section I.G Section I.G: How many general contractors does the Government anticipate advancing from Phase 1 to Phase 2, or receiving an advisory recommendation to proceed?
Refer to solicitation section I.G.2.
9 Solicitation, Section I.G
The solicitation states that non-recommended offerors may still participate in Phase 2. Please confirm that final selection for award of Phase-2 will be based not only on the Phase-2 evaluation, but the combination of both Phase-1 and Phase-2 evaluations.
Final selection for award will be made to the Offeror representing best value to the Government in both technical Phase 1 and Phase 2 factors and price.
Solicitation, Section II.B Proposal Format
Please confirm all items are excluded from the 15-page Phase 1 limitation:
Cover letter, table of contents, divider tabs, PPQs, GSA Form 527, Proprietary Information Agreements, amendment acknowledgements, and forms.
Refer to first paragraph under Paragraph II.B for Phase 1 requirements concerning excluded items. GSA Form 527 is not a part of Phase 1 and is not a part of the Technical Proposal.
Solicitation, Section II.D Technical Proposal
RFP states that GSA will not consider Office Renovations relevant. Please confirm new construction office buildings apply to relevant experience.
Refer to RFI #1 response.
Solicitation, Section II.D Technical Proposal
RFP states that GSA will not consider Residential Housing relevant. Please confirm new construction multifamily housing applies to relevant experience.
Refer to RFI #2 response.
Solicitation 47PB5126R0007, Specialized Mission Training Facility (SMTF), Laurel, MD
Solicitation, Section II.D Technical Proposal
The value of relevant experience requirement is stated as "approximately $250 million or greater." Would a project with technical relevancy within the past 10 years valued at approximately $200 million still be considered sufficiently relevant?
Refer to RFI #1 response.
Solicitation, Section II.D Technical Proposal
Can GSA provide additional insight into how project relevance will be weighed during the evaluation? For example, are certain characteristics (security, location, project type, contract value, etc.) considered more significant than others when assessing relevance?
Refer to RFI #1 response.
Solicitation, Section IV Project Labor Agreement Provision
Section IV states the Offeror must submit a copy of a Project Labor Agreement with its offer. Alternate I appears to indicate the apparent successful offeror must furnish an executed PLA within 30 days after notification. Please clarify whether a fully executed PLA is required with the Phase 2 proposal or whether proof of intent/negotiation is sufficient at proposal submission.
See change within Amendment 001.
Solicitation, Volume 1, Factor 1 (Prior Experience) & Factor 2 (Past Performance)
The solicitation instructions require two reference contacts per project, while also stating that offerors shall have references submit "one Past Performance Questionnaire for each project". Given that standard federal procurement practice evaluates a single performance questionnaire per project to prevent duplicate reporting, please clarify the Government's intent. Does GSA require only one completed PPQ per project from the primary reference, with the secondary contact serving strictly as an administrative backup? Alternatively, is a separate, independently completed PPQ required for each listed reference, for a total of two PPQs per project? If two separate PPQs are required per project, will the Government please clarify how the Source Selection Evaluation Board intends to qualitatively weigh potentially differing evaluation scores submitted by two separate references for the same project?
Submit one Past Performance Questionnaire for each project identified in Factor 1.
Submit two references, including name, address, telephone number, and email address for each project identified for the Projects submitted in Factor 1.
17 Solicitation,Section II.A
Section II.A lists the Proprietary Information Agreement (Attachment 1) as a mandatory component of the Phase 1 proposal submission due on August 12, 2026. However, Section II.E(3) states that the specific GSA consultants have not yet been named and that an amendment will be issued at a later date to identify them. Because offerors cannot legally execute a bilateral agreement with an unidentified party, please clarify if and how Attachment 1 should be processed for the Phase 1 submission. Specifically, will the Government issue the naming amendment with sufficient time for execution prior to August 12, 2026, or should offerors submit a blank, unexecuted copy of the form with their Phase 1 technical proposal?
See change within Amendment 001.
Solicitation, Volume 1, Factor 2 (Past Performance) / Attachment 2 (Past Performance Questionnaire)
Will GSA accept official, completed CPARS evaluations in lieu of Attachment 2 Past Performance Questionnaires for relevant federal projects? If so, may Offerors include CPARS reports in Volume 1, or will GSA retrieve them directly from the CPARS database?
A new Attachment 2 Past Performance Questionnaire must be provided.
Solicitation, Volume 1, Factor 2 (Past Performance) / Attachment 2 (Past Performance Questionnaire)
For non-CPARS or non-federal projects, will GSA permit client references to directly email a previously executed PPQ completed within the last three
(3) to five (5) years for a similar public procurement in lieu of filling out a new Attachment 2?
Refer to RFI #18 response.
Given the unique requirements of the project, we request that projects at least 80% complete be considered to allow offerors to fully demonstrate their relevant experience.
GSA will not consider a project that has not reached substantial completion within the last 10 years to be relevant.
Given the unique requirements of the project, we request that projects completed within the past 15 years be considered to allow offerors to fully demonstrate their relevant experience.
Refer to RFI #20 response.
