PRICING
1.1 GENERAL
The United States Department of the Interior (DOI), Office of Surface Mining Reclamation and Enforcement (OSMRE), is issuing this firm-fixed-price Purchase Order for National Technical Training Program (NTTP) Hotel Lodging, Meeting Room, Audio Visual (A/V) Package, and Flipcharts/Easels. OSMRE is awarding this Purchase Order in accordance with Federal Acquisition Regulation (FAR) Subparts 13.302-1 and 12.207.

SECTION 2
STATEMENT OF WORK
2.1 BACKGROUND
This Statement of Work (SOW) outlines meeting and lodging services for the Office of Surface Mining Reclamation and Enforcement’s National Technical Training Program Course titled Instructor Training Course (ITC-20231), which includes conference management, event planning, logistics, and communications to include audio visual technical support. The course will be instructed by 4 Instructors and attended by approximately 18 Participants. The ITC-20231 course will be held in Washington, DC, area on July 17-21, 2023. The hotel will be considered on the benefit of cost savings or logistical reasons provided they meet the criteria specified in the scope of work.
Requirement:
The Office of Surface Mining Reclamation and Enforcement (OSMRE), National Technical Training Program (NTTP) is an ongoing educational program build to increase the technical competence and professionalism of Federal, State, and Tribal personnel located in Surface Mining Control and Reclamation Act (SMCRA) agencies. The program delivers on-site training related to permit approval, bond release, reclamation, and enforcement through a collaborative effort by OSMRE, State and Tribal instructors.
The training serves to build and update technical expertise and fosters consistent application of standards. Training is provided in each of the disciplines involved in implementation of SMCRA, which include aquatic biology, geology, engineering, hydrology, blasting, agronomy, and botany.

Hotel/Meeting Facility: The hotel/meeting facility must be handicapped accessible, provide dedicated resources, with backup capability, to manage the logistics surrounding the event.
Provide audio visual technical support available to set up, troubleshoot and monitor room A/V equipment and usage in meeting rooms.
Setup and Consideration Provide necessary tablecloth, table skirts, and trouble-shooting. In the event concessions are offered to provide any upgrades, comparable meeting space, or an overall discount, areas of consideration may include: complimentary snack/coffee breaks, banquet costs, A/V costs, sleeping room rates and complimentary meeting space, and internet services.
Airport/Hotel Shuttle Shuttle services to/from airport is requested but not mandatory. Signage: The signage should read as: “Office of Surface Mining Reclamation and Enforcement.”
Audio/Visual The Audio-Visual Contractor must provide all equipment each day of this event necessary for the success of the training class, which includes but is not limited to:
(1) 8X8 screen.
(2) Flip chart pads and easels.
(1) Banquet side-table to hold a projector
(1) Podium
Mailing/Shipping One large trunk containing meeting materials delivered to hotel via Federal Express approximately one week before this event. The trunk must be kept in a secure location until our onsite Instructor/Coordinator requests that the trunk be moved to the assigned meeting room.

3.1 SCOPE/TYPE OF ORDER
OSMRE shall issue a Firm-Fixed-Price (FFP), Purchase Order (PO) for Hotel Lodging and Meeting Space for ITC-20231, in Washington, DC, area.

3.5 PURCHASE ORDER TERMS & CLAUSES
Custom Clause #1 - ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – Invoice Processing Platform (IPP) (APR 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Included with the electronic IPP invoice shall be an attached itemized (printable) invoice.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer with its proposal or quotation.
Invoice Submission The contractor must submit an invoice for payment no later than 30 calendar days after the end of the month of performance of services for each month services are performed. The contractor must notify the contracting officer in writing if the invoice will not be submitted within the specified time frame. Invoices MUST be submitted ELECTRONICALLY. HARD COPIES OF INVOICES WILL NOT BE PROCESSED. The contractor is responsible for ensuring invoices submitted are accurate and complete, and all labor, travel and other direct costs are in accordance with federal guidelines, the Federal Travel Regulations and other Government mandates and directives. Additional supporting documentation MAY BE REQUESTED at the discretion of the COR.
INVOICE CONTENTS
Detailed pricing will be provided per deliverable. Invoices will be submitted upon successful delivery and Government acceptance of each deliverable. The contractor shall develop a payment schedule based on deliverables which will be reviewed by both the COR and CO. If the payment schedule is acceptable to the Government, the contractor shall bill based on the deliverable schedule accepted by the Government. Resulting orders will indicate the payment schedule accepted by the Government.
The invoice will contain the following:

INVOICE PAYMENT
Payments under this Order will be due 30 calendar days after the date of actual receipt of proper invoice in the office designated to receive the original invoice or final acceptance of the goods or services, whichever is later. All payments will be made via electronic funds transfer (EFT).
The date of payment by wire transfer through the Treasury Financial Communications System shall be considered to be the day payment is made.
FINAL INVOICE
Within sixty (60) calendar days of product acceptance and/or completion of services for each awarded Order:
a) The contractor shall submit a final invoice designated as such by a clear statement of “FINAL INVOICE” on the face of the invoice document.
b) The contractor shall provide a certificate of completion which certifies all goods and service have been provided as required by the SOO/PWS issued with each awarded Order.
c) The contractor shall provide a release of claims against the Government for any further payment under the awarded Order. The sixty (60) calendar day submission timeframe shall not be extended without written authorization from the CO. In the event items a, b, or c above are not submitted within the authorized timeframe, the CO will make final cost determinations in order to make final payment and close out the contract unilaterally.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
