Introduction
Reclamation conducts environmental monitoring of the San Francisco Bay and Delta utilizing the vessel “R.V. Endeavor”, a 50-foot, 1973 Delta Marine powered by twin Cummins QSB 6.7 liter, 480 HP Diesel Engines. The engine hour meters are at 484 & 485 on port and starboard, respectively as of 1/1/2025. Endeavor was not used regularly between 2021-2024 and repairs and maintenance are necessary due to three years of the boat sitting idle.
RV Endeavor’s hull is molded fiberglass construction, and the cabin is built of hand laid fiberglass over marine plywood. New decks, engines and fuel tanks were installed n the past few years.
To restart environmental monitoring, Reclamation has investigated the vessel condition and identified modifications that are necessary to improve safety and storage for crew and science staff, update navigation electronics with currently available technology, add camera system for engine room and aft deck safety, and add a proper salon door to dampen engine sounds. In December of 2024 Engine Service was performed and the boat was thoroughly inspected and hauled to ascertain additional work needed going forward.
These modifications are necessary to ensure an operational, safe, and aesthetically maintained ship. A set of work tasks has been developed.
Scope of Work
The shipyard will be required to have an indoor painting facility or Permanent Tent Structure to protect the boat from wind & rain during the Painting, Hull blister repair and Window Replacement Process. Tarps will not be sufficient.
The Captain/COR will always have access to the boat, unless it impedes the work of the shipyard or presents a safety issue to others working on the boat.
Unless otherwise specified, all materials are yard furnished.

4. Period of Performance: Work must be completed within 90 days from date of award.
5. Place of Performance: All work shall be performed at the contractor's facility. The vessel will be made available for contractor haul out. The Government is unable to transport the vessel by land and is only able to transport up to 60 miles by water from Antioch Marina in Antioch, under the vessel's own power. No modifications will be made to the vessel to aid in transportation to the contractor's facility. Once the vessel has arrived at the contractor's facility, it is expected that the vessel will remain on site until the scheduled tasks have been completed. The contracting yard is required to have a paint building or fixed tent structure for painting the vessel out of the weather.
The captain, who is also the Contracting Officer’s Representative, will have access to the boat unless it impedes the work of the shipyard or presents a safety issue to others working on the boat.
6. Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government vessels, equipment, and materials shall be secured.
7. Conditions Found Report: The contractor shall provide a Condition Found Report (CFR) anytime the need for additional labor and/or materials is discovered during inspections or service. The contractor shall gain approval from the Contracting Officer's Representative (COR) and Contracting Officer (CO) before proceeding with any new work. A CFR is not required when no additional work is needed.
Acceptable Quality Level (AQL):
a) Content - At a minimum, CFRs shall include:
• A brief description of the condition found, including:
• Affected component.
• Signs or Symptoms
• Cause of condition
• Potential effects
• Digital photographs
• Recommendations, including:
• Actions to be taken.
• Timeframe for action
• A Quotation for Repair
b) Format- CFRs shall be in writing.
c) Medium - CFRs shall be provided electronically via email to the CO and
COR. The CFR itself can be as simple as a description in the body of an email with an attached estimate for repair. See attached CFR sample.
8. Vessel Inspections: Upon completion of all work, the contractor shall present the vessel for final inspection. Acceptable Quality Level (AQL):
a) All ordered tasks shall be completed as specified in the Performance Work
Statement (PWS).
b) In terms of tidiness and cleanliness, the contractor shall return the vessel to the
Government in the same condition as it arrived or better.
c) The vessel shall be available for final inspection as scheduled or sooner at least 95% of the time.
d) For work that can only be inspected with the vessel out of the water (i.e. running gear), the contractor shall provide the COR with a minimum of one date and time that the work can be inspected prior to re-launching. The contractor shall not launch the vessel prior to that date and time unless the COR waives the inspection and authorizes launching of the vessel. The contractor is only required to present the work that would otherwise be inaccessible to the COR with the vessel in the water, especially when other related tasks have not been completed.
e) If the contractor launches the vessel without providing the COR at least one opportunity to inspect any work that is not accessible with the vessel in the water, the contractor shall, at the request of the COR, remove the vessel from the water and present it for inspection, at no additional cost to the Government.
9. Delivery Schedule:
a) Condition Found Reports are due at the time of final inspection.
b) For unscheduled repairs, CFRs and Quotations are due by the second business day following the completion of a diagnosis or inspection.
c) Delivery of the vessel for return to service shall be established at the time that any work is ordered and revised anytime additional work is added to the order.
10. Tasks: All tasks shall be performed according to the manufacturer’s recommendations, using materials that meet the manufacturer’s minimum specifications.
11. Contingency Work: Contingency work is for any labor, materials, or services, over and above those established above that are encountered during repairs and modifications.

a) The contractor shall provide the COR with a copy of the Conditions Found Report and a
Quotation for Repair for any contingency work.
b) The contractor shall obtain approval from the CO and the COR before proceeding with the additional work. Approval from the CO will be delivered in writing via an executed modification to the existing contract.
c) Labor and Materials for any contingency work shall be invoiced at the contractor's published price list or better.
d) Lay Days - Charges for lay days shall be limited to those days in which no work is being performed by the contractor due to Government caused delays. No charges for lay days shall be invoiced for contractor caused delays, including part delivery delays.
12. Government Roles and Responsibilities: The following personnel shall oversee and coordinate surveillance activities.
a) Contracting Officer (CO) - The CO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The CO shall also assure that the contractor receives impartial, fair, and equitable treatment under this contract. The CO is ultimately responsible for the final determination of the adequacy of the contractor's performance.
b) Contracting Officer's Representative (COR) - The COR is responsible for technical administration of the contract and shall assure proper Government surveillance of the contractor's performance. The COR shall keep a quality assurance file. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government's behalf.
