About this file
This document is an Amendment (Amendment 0001) to Solicitation 140R2025Q0007 for Endeavor Boat Repairs & Modifications issued by the Bureau of Reclamation's Mid-Pacific Region. The amendment extends the quote submission deadline from March 25, 2025, to April 1, 2025, at 3:00 PM PST, and provides detailed answers to 16 contractor questions about specific repair and modification requirements for the RV Endeavor vessel.
Key clarifications include specifications for propeller replacement (Michigan Wheel Dyna Quad or equivalent), roof access ladder materials and design (removable aluminum bottom half), painting instructions (cabin door and trim white, radar/anchor mast dark blue), and confirmation that propellers are to be a replacement set requiring installation. The amendment also indicates flexibility on contractor location if 2-way transport is included in the quote, and provides additional details about boat specifications such as beam width (16 feet), displacement (16 tons), and various repair/modification expectations for different boat components.

2. ROOF ACCESS LADDER -
A. Can you clarify whether the ladder should be built out of aluminum or stainless steel?
B. Based on my understanding, I fear that the bottom of the tread will be very high, making it hard to get on and off the ladder. Should the ladder not be built a little longer towards the deck to facilitate using it?
Answer: The intent is that the bottom half of the ladder be removable to save access to the life ring when the ladder is not in use. Aluminum would save weight being that it is removable.
3. The RFQ specifies using a Michigan Wheel Dyna
Quad propeller. I would like to know if we are able to supply a substitute propeller. ZF offers a comparable replacement that is a better-quality propeller than the Dyna Quad, at a better price point.
Answer: A substitute would be appropriate if you identify the material, so we can compare to the material used on the Dyna-Quad.
4. Can you provide clarify as to whether these
(propeller) are being supplied as a spare set, or if they are supposed to be installed, replacing the currently installed props. The RFQ does not specify.
Answer: The propellers are to be a replacement set and need to be installed.
5. Would you consider awarding the contract outside of the 60-mile radius if our price (with
2-way transport included in our proposal) beats the local offers? The USCG small Boats division has this written into their RFQs, so it is done elsewhere.
Answer: Reclamation is open to considering a contractor outside the 60-mile radius if the contractor includes 2-way transport in their quote.
6. What is the beam or width of the boat? Answer:
16 feet
7. What is the displacement or weight of the

140R2025Q0007/0001 boat? Answer: 16 tons
8. What is the fixed height of the boat from keel to highest point on the cabin after removing any radars or masts. Answer: Reclamation does not currently have this information.
9. Starboard bulkhead-8 screws and cap to be removed?
Answer: Remove and fill holes. Black Cap is pass thru that scientists probably use. It will remain.
10. Handrail hardware-switch all to 316 stainless steel?
Answer: Remove roof handrail for painting and do not reinstall. Fill and fair holes. (The rail is a left over from when the boat was a fishing boat, does not really serve a purpose now. I should have specified that in the package)
11. Aft overhang - "painted masonry board with battens" to be replaced with marine grade head liner?
Answer: Yes, replace with marine grade material.
If teak strips are re-used, paint them white.
12. Radar/Anchor mast- to be painted? Blue? White?
Answer: Paint Dark Blue to match the hull color.
13. Non-skid both roof top levels-repainted to match the deck?
Answer: Nonskid on roof can be white to match cabin paint. Better for heat from sun.
14. New decals to be supplied?
Answer: Reclamation will have decals made and supplied.
15. Starboard cabin door-paint to match? Teak wood frame, paint or varnish?
Answer: Paint cabin door and teak trim white to match cabin.

16. Expectation of fairing on the cabin? Is textured right now.
Answer: Some fairing would be nice, but not
"Yacht Quality", perhaps one pass of fairing to take out deep valleys.
C. No other changes are being made to the solicitation.
