PERFORMANCE WORK STATEMENT
1.0 GENERAL
1.1 Organization to be supported:
Bureau of Reclamation (BOR) Central Valley Operations Office (CVOO)
3310 El Camino Avenue Ste 300 Sacramento, CA 95821
1.2 Background:
The Bureau of Reclamation manages, develops, and protects water and related resources in an environmentally and economically sound manner in the interest of the American public. It is the nation's largest wholesale water supplier, operating 348 reservoirs with a total storage capacity of 245 million acre-feet (an acre-foot, 325,851 gallons of water, supplies enough water for a family of four for one year). In addition, it not only provides 1 out of 5 (or, 140,000) Western farmers with irrigation water for 10 million farmland acres that produce 60 percent of the nation's vegetables and one quarter of its fresh fruit and nut crops, but it is also the second largest producer of hydropower in the United States and operates 58 hydroelectric powerplants that annually produced, on average, 40 billion kilowatt-hours for the last 10 years. This agency is responsible for delivering 10 trillion gallons of water to more than 31 million people each year.
Reclamation is responsible for the operation of the Central Valley Project (CVP). A security clearance is not required for Contractor employees. The CVP includes Shasta Lake on the Sacramento River, New Melones Lake on the Stanislaus River, and Millerton Lake on the San Joaquin River. In operational planning for these reservoirs, it is necessary to operate the hydromet systems and assure that the station equipment maintenance is an on-going viable activity.
1.3 Scope:
The Bureau of Reclamation (also known as BOR or Reclamation) requires the support of the gathering and correlating information and data pertinent to the annual forecasts of seasonal water supply, which includes the maintenance of snow courses and hydromet stations. In addition, BOR requires the support to coordinate with Federal agencies and others in performing such work and obtaining data provided by those stations.
1.3.1 Clearances and Licensing:
A security clearance is not required for Contractor employees.
1.3.2 Privacy Act:
Work on this project requires that contractor personnel have access to Privacy Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
1.4 Objective:
The objective of this order is to provide for the maintenance of BOR hydromet systems and the general site conditions of specified snow courses. The snow course maintenance involves 60 designated snow courses. These courses will be visited annually or as deemed necessary to ensure that the survey area is clear of brush and trees that might affect measurements. The course signs will be replaced when needed.
The hydromet maintenance of the 48 designated stations includes building-type stations, wilderness-type stations, standpipe tube stations, and their associated equipment. These stations will be visited during the summer season to conduct annual maintenance. Additional visitations will occur, including winter trips, to provide repairs, equipment upgrades, and replacements, as necessary.
Winter season maintenance may involve travel by helicopter or over-snow vehicle.
2.0 TECHNICAL REQUIREMENTS
2.1 Contractor must access the California Data Exchange Center (CDEC) database each day for each hydromet site to ensure that all stations are operating and reporting data properly, evaluate data for accuracy, and plan maintenance trips.
2.1a Contractor must be able to be physically located in the Joint Operations Center to facilitate immediate response in case of site failure, particularly during extreme weather events when public health and safety is a primary concern.
2.2 Contractor shall purchase new sensors and supplies as needed (including but not limited to: rain gauges, antifreeze, batteries, tools, aluminum siding, snow pillows, soil moisture sensors). Payment for equipment purchased will be inclusive to the contract.
2.2a. Contractor has the option to purchase Statewide Monitoring Network (SMN) station infrastructure and Hydrometeorological Data Acquisition System (HYDAS) equipment to upgrade the BOR owned stations on an as needed basis and will coordinate this need with BOR.
2.2b. Contractor will utilize Attachment 2, USBR site upgrades (excel spreadsheet), which lists the Hydromet stations covered under this contract and the order of priority for any repairs/upgrades/replacement of equipment from a 0-4 rating. This contract does not cover construction activities to address the structural integrity of Hydromet stations.
2.3 The frequency of travel to site locations will vary depending on whether any sites require additional maintenance beyond the annual maintenance during the contract period. This contract requires at least one annual maintenance trip to each site. Additional visits are to be made if there is any indication that there may be either equipment failure or malfunction. Travel may be by a combination of modes, including motor vehicle, helicopter, snow mobile, ski, hiking, and horseback, dependent on the weather conditions and access.
2.4 Evaluate the site condition upon arrival at each site. Determine the necessary repairs to be made, and make temporary repairs. Document the work performed, and work that remains to be done at site (for example if another visit is needed after supplies are purchased).
2.5 Perform normal Preventative Maintenance. Depending on the site type and location this maintenance may consist of part or all of the below actions (but are not limited to):
2.5.1 Use a computer to communicate with the data collection platform (DCP) and note the current data in memory.
2.5.2 Drain diluted antifreeze from the rain catch. Remove the catch from the bottom of the standpipe and clean it.
2.5.3 Check the calibration accuracy of the tipping bucket (TB) using a graduated cylinder of water.
Modify/calibrate TB if necessary.
2.5.4 Check battery status using a load meter. Replace battery if weak.
2.5.5 Measure ampere output of both the solar panel and the voltage regulator. Check voltage as well.
2.5.6 Use a traceable temperature probe to check the accuracy of the temperature sensor.
2.5.7 Replace the rain catch and fill with fresh antifreeze solution topped with mineral oil.
2.5.8 Set the correct time in the DCP and put the correct precipitation amount in the DCP’s memory.
2.5.9 Check electronic shaft encoder system using computer and DCP.
2.5.10 Check snow pillows for leaks and animal/vandal damage. Check shaft encoder system of the snow pillow assembly. Clear vegetation away from snow pillow area.
2.5.11 Check transducers (as needed) for accuracy of the fluid pressure from the snow pillow fluid.
2.5.12 Check entire length of snow course site for impairing growth; pull small trees and cut up and remove large fallen trees.
2.5.13 Check end points of snow course and install new signs if necessary. May need to set sign poles in concrete.
2.5.14 Trim branches from any vegetation which impairs the line-of-sight of the snow course.
2.5.15 If it is necessary to make any alterations to or replace the satellite transmission line, also perform a Power test to check wattage from the Geostationary Operational Environmental Satellite (GOES) radio.
2.5.16 As time permits, continue re-siding A-frame building with aluminum siding.
2.5.17 Vacuum interior of buildings when possible to maintain clean environment for electronic equipment.
3.0 DELIVERABLES
The data collected by each hydromet site will be automatically transmitted via satellite to CDEC and will be uploaded to their website. Each hydromet site has its own transmission schedule for data transmission. However, it typically occurs daily. An annual report will not be required under this task order, as the “real-time” data posting to CDEC adequately fulfills the needs of Reclamation.

12.0 Performance Assessment and Disincentives
(a) Monitoring Performance. During the course of the evaluation period, the COR will track Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.
(b) Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the Disincentives determination.
(c) COR Recommendation. The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.
(d) Payment Determination. The Contracting Officer may meet with the COR to discuss the COR's report. The Contracting Officer will make a final determination in writing as to the percentage of work successfully completed, and the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated. All Contracting Officer decisions regarding Disincentives are unilateral decisions made solely at the discretion of the Government.
