STATEMENT OF WORK

PART 1 GENERAL

1.01 BACKGROUND

A. The Northern California Area Office has a requirement to replace turbine oil at the J.F.

Carr Power Plant. The power plant has two hydroelectric generators, each containing approximately 2873 gallons of turbine oil, for a total of 5746 gallons. The power plant also has on site storage for up to 6,000 gallons (3000 gallon “Dirty” and 3000 gallon

“Clean” oil tanks). J.F. Carr Power Plant was formerly named Clear Creek Power Plant.

B. Important notes: Many of the drawings show that the Dirty and Clean Lube Oil tanks are

2500 gallons, but they are both 3000 gallons.

1.02 SCOPE

A. Contractor to provide all labor, tools, equipment, transportation and any other services necessary to remove the used oil, clean the bulk storage tanks and supply 8646 gallons

(2873 gallons x 2 units, plus 2900 gallons spare oil) of new ISO-VG 68 turbine oil.

Summary Table:

Contractor Requirements USBR duties

Transfer 100 gallons from the “Clean”

Oil tank to the “Dirty” Oil tank for a combined 200 gallons in the “Dirty” Oil tank.

1 Remove 200 gallons from the dirty storage tank and 2873 gallons (one unit.)

Transfer 2873 gallons from one unit to the “Dirty” Oil tank and the “Clean” Oil tank.

2 Clean the 3000 gallon “Dirty” and

“Clean” Oil tanks.

3 Deliver 2873 gallons of new turbine oil to the “Dirty” tank.

Transfer 2873 gallons of new turbine oil from the “Dirty” oil tank through the purifying unit to the Clean tank and then to the unit.

Transfer 2873 gallons from the second unit to the “Dirty” Oil tank.

4 Remove 2873 gallons of used turbine oil from the second unit.

5 Clean the “Dirty” 3000 gallon tank

6 Deliver 2873 gallons (one unit) plus

2900 gallons to the “Dirty” Oil tank.

(The USBR must be filtering and transferring the new oil to the “Clean” tank simultaneously to prevent overfill. (Total of 5773 gallons).

Transfer 2873 gallons from the “Dirty” oil tank to the “Clean” oil tank and then to the second unit. Leave 2900 gallons in the “Clean” Oil tank.

1.03 OBJECTIVE

A. Payment: Actual quantity. Includes removing the spent lubricant, supply new turbine oil, tank cleaning, and all related costs.

1.06 SITE VISIT

A. A site visit will be held on Wednesday, August 17th at the J.F. Carr Power Plant.

Interested vendors will meet the COR in the Keswick Dam parking lot (16515 Keswick

Dam Rd., Redding, CA, 96003) at 9:00 a.m. The Government strongly advises potential quoters to attend this site visit. The photographs provided by the Government may not adequately depict the full scope of conditions a Contractor will encounter. Quoters attending the site visit shall wear sturdy shoes/boots (no open toe shoes) and durable attire. Before driving out to J.F. Carr Power Plant, everyone attending will need to check in at the guard booth at Keswick Dam and get a visitor’s pass which requires that they show their driver’s license. The COR will provide 100% escort anytime the Contractor personnel are on site. A job hazard analysis (JHA) will be addressed on site by the COR prior to commencement of the site visit. 1. Government will assist Contractor by removing any contractor equipment from the Contractor truck via a bridge crane and then lowering it from the Generator floor, elevation 1223.00, to the Oil Purifier Room, elevation 1181.75. From there, it is Contractor’s responsibility to move it to the oil storage room, approximately

75 feet away. Entrance to the oil storage room is via one 56-inch-wide doorway and then three steps down to the oil storage room floor.

2. Contractor to coordinate with the COR if any electrical requirements to run a portable pump are required.

E. Contractor to anticipate long durations to transfer oil due to temperature and losses through the pump and piping. See drawing 416-D-872 and 416-D-873 for piping details.

Gasket material to be oil resistant Garlock Multi Swell.

5. After the tanks are cleaned, the Contractor shall notify the COR and leave tank empty and cleaned for ten days to permit maintenance of sight glasses and other tank inspection and maintenance by the Government.

2.04 DELIVERY OF NEW TURBINE OIL – PHASE ONE

A. Contractor to deliver 2,873 gallons of new turbine oil to the power plant during the first phase. In the first phase, new turbine oil will be distributed to one unit.

B. The transfer of new oil will be in the following sequence:

3. Contractor is responsible for disposing of all residues that couldn’t be pumped out, sediments and cleaning agents used during the cleaning process in accordance with the applicable Federal and State laws and regulations. Surfaces inside of reservoir tank are to be wiped clean and dry with no residue remaining on the surface. All surfaces to be visually clean upon inspection by the Government.

2.07 DELIVERY OF NEW TURBINE OIL – PHASE TWO

A. Contractor to deliver the remaining 2,873 gallons for the second unit and 2900 gallons of spare new turbine oil to the power plant during the second phase.

B. The transfer of new oil will be in the following sequence:

1. Unload 2,873 gallons of new turbine oil into the 3,000 gallon “Dirty” bulk storage tank.

2. Government will transfer the 2,873 gallons into the second bulk storage tank designated as clean oil via the Government filtration unit and it is estimated to take approximately 4-6 hours.

3. Once the 2,873 gallons have been transferred to the storage tank, the Contractor can unload the remaining 2900 gallons of new turbine oil.

2.08 DISPOSAL OF USED TURBINE OIL

A. Contractor is responsible for the transportation and disposal of the used turbine oil by properly licensed and certified used oil carriers and disposal/recycling facilities meeting the applicable Federal, State and local laws and regulations for processing used lubricant.

B. Metered quantity of disposed oil with documentation for disposal location and method shall be provided.
