Generator Maintenance Services
Marble Bluff Dam and Fish Passage Facility, Derby Dam, Derby Dam Fishscreen, Stampede Dam and Powerplant

1.0 GENERAL INFORMATION
The purpose of this contract is to provide routine and emergency generator maintenance services at Marble Bluff Dam and Fish Passage Facility, Derby Dam, Derby Dam Fishscreen (Fishscreen), and Stampede Dam and Powerplant under the jurisdiction of the United State Bureau of Reclamation (USBR), Lahontan Basin Area Office
(LBAO).
a. Background: Marble Bluff Dam was constructed in 1975 and functions to halt erosion within the Pyramid Lake Paiute Tribe Reservation as well as control water used by the Pyramid Lake Fishway. The dam is located on the Truckee River, approximately 50 miles downstream of Reno, Nevada and approximately 3 miles upstream of Pyramid Lake (Figure 1). The dam is a zoned earthfill structure with a height of 22 feet, a crest length of 1,622 feet, and has a capacity of 22,000 cubic feet per second (cfs) through the spillway.
Marble Bluff Dam also includes a sluiceway that has a capacity of 7,500 cfs and includes an 8-foot wide operating deck from which the 20-foot by 12-foot radial gate is operated. Marble Bluff Dam includes a Fish Passage Facility feature that allows for the safe transport of endangered Cui-ui fish and the threatened Lahontan Cutthroat Trout (LCT) fish species, which are both native to the Truckee River and Pyramid Lake. In the event station service is lost, the Fish Passage Facility includes a back-up power supply generator that is powered by an Automatic Transfer Switch (ATS), designed to operate in “Auto” mode to provide emergency power until station power is restored. Additionally, there is an integrated load bank that is used for scheduled load testing. The back-up power supply generator includes a 200-gallon day tank and a 1,000-gallon bulk fuel tank. Fuel from the bulk tank is transferred to the day dank using a manually operated pump. The back-up power supply generator also includes an integrated load bank that is used for weekly scheduled loaded testing.
Derby Dam is a diversion dam on the Truckee River, located between Reno and Fernley in Storey and Washoe counties in Nevada (Figure 5). This diversion dam diverts water from the Truckee River to the Truckee Canal, that would otherwise feed Pyramid Lake, into the Carson River watershed for irrigation use. Derby Dam was constructed in 1905 and has a crest elevation of 4,219.2 feet, a crest length of 1,331 feet, a structural height of 31 feet, and a hydraulic height of 15 feet. In 2004, a rock-lined Fishway with an electric motor-operated head gate was constructed at Derby Dam to aid in the restoration of fish passage upstream of the dam. Operation of two gates on the Dam and the head gate of the Fishway are controlled by a Supervisory Control and Data Acquisition (SCADA) system. Derby Dam includes a back-up power supply generator that is utilized to provide power to the SCADA system in the event of a power outage.
The back-up power supply generator includes an ATS that will auto-start the generator when there is a need to make operational changes to the two gates on the Dam and/or the Fishway headworks gate. The ATS also provides the power supply for the battery charger. Additionally, the back-up power supply generator includes fuel lines directly connected to a 500-gallon bulk tank located onsite. The back-up power supply generator also includes and automatic load bank.
Additional fish passage operations at Derby Dam include the recent construction of the Derby Dam Fishscreen, which was completed in 2021. The purpose of the Fishscreen is to allow the safe passage of LCT downstream of Derby Dam and prevent any fish from being diverted into the Truckee Canal. The Fishscreen includes an array of five (5) horizontal fish screens, capable of passing between 40 to 600 cubic feet per second (cfs) of flow into the Truckee Canal when diversions are allowed. Remote operations of the Fishscreen are also performed using a SCADA system. The Fishscreen includes a dedicated back-up power supply generator that will automatically start if either of the two conditions: (1) The power is out AND the
Uninterruptable Power Supply (UPS) battery voltage is low; (2) The power is out AND a gate change needs to be made. The SCADA system will signal the back-up power supply generator to start and stop to ensure continuous operations of the Fishscreen. The back-up power supply generator includes a 132-gallon day tank and is connected to an ATS. A a separate power supply, external to the ATS, is provided for the battery charger. There is currently no bulk tank onsite for this generator. The back-up power supply generator also includes a manual load bank.
Stampede Dam, completed in 1970, is located approximately 11 miles northeast of Truckee, California, on the Little Truckee River in Sierra County, 6.5 miles upstream from Boca Dam (Figure 12). Stampede Dam provides a total storage of 337,180 acre-feet at a maximum reservoir water surface elevation 5981.5 feet.
The reservoir provides flood control, recreation, supplemental irrigation water, as well as municipal and industrial water. Safety of Dam (SOD) modifications completed in 2018 raised the crest of the dam over 11 feet with the addition of back-to-back mechanically stabilized earth (MSE) wall crest structure to elevation
5986.8 feet. An embankment crest structure was also constructed from the dike MSE crest left abutment to 100 feet of the spillway centerline and has an elevation of 5986.9 feet. Stampede Powerplant, which is part of Stampede Dam, has a total installed capacity of 3.65 megawatts at a rated head of 183 feet. The Powerplant is designed as a run-of-the-river facility with a 650-kilowatt (kW) unit utilized to produce power during low flows and a larger 3,000-kilowatt unit utilized to produce power during larger flows. The back-up power supply generator supplies an automatic emergency or standby source of electrical power for operation of essential dam and powerplant equipment upon failure or interruption of the normal power supply from the Unit Substation through an Automatic Transfer Switch (ATS). The ATS is connected to the station service system via an onboard breaker and is also attached to the battery charger. The back-up power supply generator includes a Tramont 100-gallon day tank (TR100), with a two gallon per minute (gpm) high lift pump, fuel filter, and check valve. Stampede Powerplant also has a 500-gallon above-ground bulk diesel tank located onsite. Fuel from the bulk diesel tank is manually transferred to the day tank. Current maintenance and operation of the back-up power supply generator is performed by the LBAO powerplant operator. The back-up power supply generator also includes a manual load bank.
LBAO is required to complete maintenance on the back-up power supply generators located at Marble Bluff Dam and Fish Passage Facility, Derby Dam, the Fishscreen, and Stampede Dam and Powerplant, which includes routine maintenance, inspections and preventative maintenance. Emergency maintenance will occur in the event the back-up power supply generators fail to operate.
b. Scope of Work: The contractor shall provide all labor, personnel, management, supervision, administration, transportation, equipment, tools, parts, materials, supplies, and other items and services necessary to perform service calls, inspections, tests, maintenance repairs, and component replacement on the back-up power generators located at Marble Bluff Dam and Fish Passage Facility, Derby Dam, the Fishscreen, and Stampede Dam and Powerplant in accordance with contract requirements. The contractor shall perform to the standards in this contract and provide services as outlined in Section 6.0 Tasks.
2.0 DEFINITIONS
As used throughout this contract, the following terms shall have the meaning set forth below:
a. Where “as shown”, “as indicated”, “as detailed”, or words or similar import are used, it shall be understood that reference is made to this specification and the drawings accompanying this specification unless stated otherwise.
b. Where “as directed”, “as required”, “as permitted”, “approval”, “acceptance”, or words of similar importance are used, it shall be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended, unless stated otherwise.
c. Contracting Officer’s Representative (COR): The COR is the individual designated by the Contracting Officer at the time of award to be responsible for the day-to-day administration of the contract. See clause titled “COR Authorities and Delegations”.
d. Contracting Officer (CO): The CO is the warranted individual who has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to take actions on behalf of the government to modify the contract terms, conditions, requirements, specifications, details and/or delivery schedules. However, the CO may delegate, in writing, certain responsibilities to an authorized representative.
e. Onsite Government Representative (OGR): The OGR is the Government field representative responsible for verifying the contractor is performing the work onsite as outlined in the contract.
f. Contractor: The term contractor as used herein refers to both the prime contractor and any subcontractors.
The prime contractor shall be responsible for assuring that his subcontractors comply with provisions of this contract.
g. Contractor Representative: A person(s) designated by the contractor to be his/her authorized representative having authority to speak and act for the contractor. The person shall be a Responsible Managing Employee (RME) of the contractor. One such person shall serve as the Government’s principal point of contact.
h. Emergency Work: Work requiring immediate action to correct or prevent loss or damage to Government property, or to eliminate hazards to personnel or equipment, or to alleviate inconvenience to the customer when such inconvenience is determined by the Government Representative to be of such a nature as to require immediate action. NOTE: THE GOVERNMENT SHALL DETERMINE WHAT CONSTITUTES
AN EMERGENCY.
i. Government Generator Inspector: The person or persons who inspect the back-up power generators per the requirements listed in Section 1b and other regulatory criteria for the government. The inspector can be a government employee, or a contractor hired by the government for the purpose of inspecting back-up power generators.
j. Hazardous Waste: A waste product containing something that has been officially classified by the EPA as a substance that is hazardous to persons, the environment, or both.
k. Maintenance: The recurring periodic or scheduled work required to maintain equipment in a specified condition, or to such a condition that is may be continuously utilized for its designated purpose.
“Maintenance” includes work undertaken to prevent damage to equipment that would otherwise be more costly to restore. Additionally, work which involves component replacement, normally accomplished on a schedule basis, including, but not limited to, replacement of brushes, oils, seals, bearing and bushings, and disassembly and reassembly or components, also normally accomplished on a scheduled basis, including but not limited to, motors, governors, and pump bodies shall be considered “maintenance”.
l. Pre-Expended Bin Materials: The minor materials and supplies normally stored in large quantities and used frequently by skilled craftsmen that are incidental to the job and providing the required quantities of any one material; items are such that the total cost of an item of that type is $25.00 or less. Examples of pre-expended bin materials and supplies include, but are not limited to relays, electrical connectors, solvent, cleaners, lubricants, grease, oil, rags, mops, indicator light bulbs, clips and similar incidental items.
Lubricants shall be the proper grade for the purpose used (per manufacturer’s recommendation).
m. Deficiencies: The quality or state of being defective or lacking some necessary quality or element. Any existing condition that prevents the proper or reliable long-term operation of essential equipment.
n. Repair: Restoration of equipment to such a condition that the equipment may be continuously utilized for its designated purpose by overhaul, reprocessing or replacement of constituent parts or materials that have deteriorated by action of elements or usage and not corrected through maintenance.
o. Response Time: Response time is defined as the time allowed the contractor has after initial notification of work requirement to be physically on the premise at the work site, with appropriate tools, equipment, and material, ready to perform the work required.
3.0 TYPE OF CONTRACT
The Government will award a hybrid Time-and-Materials and Firm-Fixed Price contract.
4.0 PERIOD OF PERFORMANCE
The period of performance shall be for one (1) base + four (4) option years as follows:
Base Year: November 1, 2021 – October 31, 2022 Option Year 1: November 1, 2022 – October 31, 2023 Option Year 2: November 1, 2023 – October 31, 2024 Option Year 3: November 1, 2024 – October 31, 2025 Option Year 4: November 1, 2025 – October 31, 2026
5.0 ADMINISTRATIVE INFORMATION
5.1 PLACE OF PERFORMANCE
The work under this contract will be performed at Marble Bluff Dam and Fish Passage Facility in Nixon, Nevada, Derby Dam and Derby Dam Fishscreen near Sparks, Nevada, and Stampede Dam and Powerplant in Truckee, California. The addresses for these facilities are listed as follows:

During the contract work, the contractor shall minimize the impact on the employees to the greatest extent possible.
Delivery of any heavy equipment utilized to meet the general requirements of this contract shall be coordinated with LBAO staff, OCR and/or OGR. Access to buildings will be coordinated between the contractor, COR and/or OGR.
5.2 GOVERNMENT REGULAR WORKING HOURS
The Government regular working hours at all facilities are between 7:30 A.M and 4:00 P.M., Monday through Friday, except for federal holidays and other days specifically designated by the Contracting Officer. Federal holidays include New Year’s Day, Martin Luther King Jr.’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Eve, and Christmas Day.
The contractor shall schedule regular working hours between 7:30 A.M. and 4:00 P.M., Monday through Friday, except for federal holidays. After-regular-working hours are the hours not included in the regular hours as described and include weekends and holidays.
5.3 SCHEDULING
Semi-annual and annual maintenance that is to be performed at each facility shall be completed in the timeframes outlined in this section.
a. Marble Bluff Dam and Fish Passage Facility: Fish passage operations occur between January and June of every year, with maintenance operations typically occurring between September and December of every year. Semi-annual and annual maintenance, tests, and inspections at this facility shall be completed by the contractor in the month of December (12/01 through 12/31) and following the completion of the fish passage season in June (06/01 through 06/30). If semi-annual and annual maintenance needs to be scheduled outside of this time frame, the contractor must notify the COR at least 30 days in advance.
Approval to perform maintenance outside of December and June at Marble Bluff Dam and Fish Passage Facility will be approved at the discretion of the COR.
b. Derby Dam: Derby Dam operations must also be reliable during fish passage operations, which occur between January and June of every year. Semi-annual and annual maintenance, tests, and inspections at this facility shall be completed by the contractor in the month of December (12/01 through 12/31) and following completion of the fish passage season in June (06/01 through 06/30). If semi-annual and annual maintenance needs to be scheduled outside of this time frame, the contractor must notify the COR at least 30 days in advance. Approval to perform maintenance outside of December and June at Marble Bluff Dam and Fish Passage Facility will be approved at the discretion of the COR.
c. Derby Dam Fishscreen: Fish passage operations at the Derby Dam Fishscreen coincide with the same timeframe as Marble Bluff Dam and Fish Passage Facility, therefore, semi-annual and annual maintenance at this facility shall also be performed in the month of December (12/01 through 12/31) and June (06/01 through 06/30) of every year. If semi-annual and annual maintenance needs to be scheduled outside of December and June, the contractor must notify the COR at least 30 days in advance and will be approved at the discretion of the COR.
d. Stampede Dam and Powerplant: Winter snow conditions prevent access to Stampede Dam and
Powerplant between the months of December to March. Semi-annual and annual maintenance, tests, and inspections at this facility shall be completed by the contractor in the month of October (10/01 through 10/31) and April (04/01 through 4/30). If semi-annual and annual maintenance needs to be scheduled outside of December and June, the contractor must notify the COR at least 30 days in advance and will be approved at the discretion of the COR.
5.4 SECURITY
The contractor shall be responsible for safeguarding all Government equipment, information, and property provided for contractor use, if furnished. The generators included in this contract reside on government property, behind locked gates and/or inside a locked and enclosed building. The contractor shall coordinate with LBAO staff at least 48 hours before arriving to the site to gain access to each generator. Refer to Section 5.2 Government Regular Working Hours. LBAO staff will remain onsite for the duration the contractor is performing maintenance activities.
The contractor will NOT be provided a space for housing tools, spare parts, testing equipment, etc., therefore, overnight storage of any contractor-owned equipment is not permissible.
5.5. SAFETY PRACTICES
All work performed under this contract shall be done in accordance with applicable federal safety practices. Federal and safety practices include, but are not limited to items outlined by the Occupational Safety and Health Administration (OSHA) (https://www.osha.gov/), and those listed in the Reclamation Directives and Standards (https://www.usbr.gov/recman/) and the Reclamation Safety and Health Standards (RSHS) (https://www.usbr.gov/ssle/safety/). In the event of conflicts between standards established in this section, the Contracting Officer’s Representative (COR) shall determine which criteria is more rigorous and shall apply.
5.6 OPERATION AND MAINTENANCE STANDARDS
All work performed under this contract shall be done in accordance with applicable federal and industry standards.
The contractor shall service all generators on a semi-annual and annual basis and shall meet the requirements specified in Section 17.0 Attachments, B. Generator Maintenance Service Forms. Any maintenance items listed in Section 17.0 Attachments, B. Generator Maintenance Service Forms provided that are not applicable due to the make and model of generator shall be identified by the contractor. The contractor shall provide a list for each of the four generators stating the maintenance items that are not applicable and a valid reason why. Variance from these maintenance items will be approved at the discretion of the COR.
The contractor shall utilize and reference all manufacturing recommendations and guidelines, specific to the make and model of the generator (listed in Section 6.0 - Tasks), to verify all maintenance services are being completed. In the event of conflicts between standards established in this section, the more rigorous criteria shall apply.
5.7. CERTIFICATIONS, LICENSES, PERSONNEL AND CONTRACTOR WORK RECEPTION
a. Contractor Certificates, Licenses, and Experience
1. The contractor shall possess all required certificates and licenses demonstrating qualifications for diesel engine mechanics as required by the state of Nevada or the state of California. The contractor may demonstrate having 10+ years of experience working on diesel engine generators models including but not limited to Spectrum Detroit Diesel Engine Generators, Olympian Diesel Engine Generators, Cummins Diesel Generators, and Kohlhr Model Diesel Engine Generators, in lieu of possessing certificates and licenses demonstrating qualifications.
2. The contractor shall possess a Nevada State Contractor License or California State Contractor License in current status for the duration of this contract.
b. Workforce
1. The contractor shall maintain enough personnel possessing the skills, knowledge, and training, to complete all scheduled and unscheduled work within the time and quality standards specified by this contract and Contracting Officer. The contractor’s organization shall include the necessary support and administrative personnel to ensure the maintenance and repair activities are carried out in a timely and efficient manner.
2. The contractor personnel must be certified diesel engine generator mechanics, as required by the state of Nevada or the state of California and must be in current status. The contractor personnel may demonstrate having 5+ years of experience working on diesel engine generators models including but not limited to Spectrum Detroit Diesel Engine Generators, Olympian Diesel Engine Generators, Cummins Diesel Generators, and Kohlhr Model Diesel Engine Generators, in lieu of possessing certificates and licenses demonstrating qualifications.
3. The contractor personnel shall perform, or personally supervise, the routine and periodic maintenance, repair, and shall respond to all “call back” requests. The diesel generator mechanic shall be the contractor’s primary point of contact with the Government for routine and periodic inspections and maintenance scheduling.
4. The contractor shall assign work to additional personnel based on the work volume to accomplish all preventative maintenance, repairs, service calls and all other contract requirements within the COR approved time frames.
5. Any change or addition in personnel after the start of the contract shall require the submittal of certification for any certified competent conveyance mechanic and shall be provided to the COR at least five (5) calendar days prior to them starting any work.
c. Personnel Management
1. The contractor shall maintain satisfactory standards of employee competency conduct and promptly investigate complaints of poor performance.
2. The contractor shall remove immediately from the site any individual whose continued employment is deemed by the CO to be contrary to the public interest or inconsistent with the best interest of safety and security.
d. Quality Control and Least Interference with Government Business
1. The primary source of work shall be the Preventative Maintenance schedules. Work may also be generated by service calls during breakdown and emergency conditions and by contractor generated repair requirements. The contractor shall implement all necessary work and quality control procedures to ensure timely and acceptable accomplishment of all work requirements within the specified response time limits and in conformance with the quality standards established in this contract. Written or verbal scheduling and reports on the status of any work item shall be provided when requested by the Government Representatives.
2. The contractor shall schedule and arrange work to cause the least interference with the normal Government business and mission. In the cases where interference in unavoidable, the contractor shall be responsible for making every effort to minimize the impact of the interference. In some cases, there can be no interference with the normal Government business and mission and work will be performed during the after-hours working hours.
e. Contractor’s Work Reception
1. The contractor shall, on the first day or work, provide and thereafter maintain telephone number(s) to enable the Government Representative to contact the contractor 24 hours a day, 7 days a week, including holidays during the contract period.
i. The contractor or the representative, having authority to speak and act for the contractor (Responsible Managing Employee (RME)), shall be available at the provided telephone number during and after regular working hours and be ready to provide the required services specified by the contract.
f. Licenses and Permits
1. The contractor shall obtain all necessary licenses and/or permits required to perform all work under the contract.
5.8 GENERAL ADMINISTRATIVE REQUIREMENTS
a. Submittals: The contractor shall submit a proposed PM Plan and Schedule with its quote package, prior to award, subject to evaluation. Refer to Section 6.0 Task 1 - Preventative Maintenance Plan for all requirements.
b. Performance Requirements: The contractor agrees to maintain the minimum performance requirements for the back-up power supply generators as indicated in Section 5.6 Operation and Maintenance Standards. A Quality Assurance Surveillance Plan (QASP) is provided in Section 16.0 of this document. Performance requirements indicated are minimum standards and are not the sole criteria for judging the contractor’s performance. The performance of each back-up power generator shall be measured in the same manner.
c. Fire Regulations: The contractor shall handle and store all combustible supplies, materials, waste, and trash in a manner that prevents fire or hazards to persons, facilities, and materials. contractor employees operating critical equipment shall be trained to properly respond during a fire alarm or fire in accordance with site instructions. In case of emergency: From a site phone, dial 9-1-1.
d. Job Hazard Analysis: The contractor shall provide a Job Hazard Analysis and review the hazards associated with all routine and emergency generator maintenance services. The JHA(s) shall be submitted to the COR after award of the contract and at least one week prior to the commencement of any on-site work.
5.9 SITE VISIT(S)
The Government will perform an official site visit for this project. The site visit will be held Wednesday, September 8, 2021 beginning at 8:00 AM PT at the following locations:
a. 8:00AM – 9:00 AM – Stampede Powerplant (Location: 501 Stampede Dam Road, Truckee, California 96161)
b. 10:00AM – 10:45 AM – Derby Dam (Location: W Canal Road, McCarren, Nevada 89434)
c. 10:45 AM – 11:30 AM – Derby Dam Fishscreen (Location: 999 W Canal Road, McCarren, Nevada 89434)
d. 1:00 PM – 2:00 PM – Marble Bluff Dam and Fish Passage Facility (Location: 914 Marble Bluff Road, Nixon, Nevada 89510).
The Government strongly advises potential quoters to attend the site visit. The photographs provided by the Government may not adequately depict the full scope of conditions the contractor will encounter. Quoters attending the site visit shall wear a face mask, sturdy shoes/boots (no open toe shoes) and durable attire. There will NOT be any security checkpoints at these facilities that will require the contractor to provide ID’s or paperwork. The COR will provide 100% escort anytime contractor personnel are on site. A Job Hazard Analysis (JHA) will be addressed on site by the Onsite Government Representative (OGR) prior to commencement of the tour. Photography will be prohibited except in the rooms where the generators are located. Any photographs taken of the units will be used solely by the quoter’s company for the purpose of bidding on the contract. Any other use of the photographs is expressly prohibited, including any and all publishing of the photographs.
6.0. TASKS
The contractor shall provide routine and emergency services to four (4) back-up power supply generators, which are listed as follows:
Marble Bluff Dam and Fish Passage Facility (Nixon, Nevada): Spectrum Detroit Diesel Model 250DS60, Emergency Generator Set rated at 250 KW standby, 1800 RPM, 3-Phase, 4 Wire, 60 Hz, 277/480 VAC @
0.8 PF (398 Amps).
Derby Dam (Sparks, Nevada): Olympian 40 KW Diesel Power Generator Model D40P3S, Serial No.
OLY00000VNPP01140. Perkins engine AG50797, 1004G series, 1800 RPM, Single-Phase, 60 Hz, 120/240 VAC, 166.7 amps.
Derby Dam Fishscreen (Sparks, Nevada): Cummins Model C50 D6, Emergency Generator Set rated at 50
KW standby, 1800 RPM, 1-Phase, 3 Wire, 60 Hz, 120/240 VAC @ 1.0 PF (260 Amps).
Stampede Dam and Powerplant (Truckee, California): Kohlhr Model 80R0Z71 FR-II Diesel Brushless Generator set, rated at 80 kW standby, 277/480 V, 3-phase, 4-wire, 60 Hz alternating current, powered by a liquid cooled Cummins 6BT5.9 engine at 1,800 RPM, with unit radiator and relay controller with meters.
TASK 1 - PREVENTATIVE MAINTENANCE PLAN (Firm-Fixed Price)
The contractor shall develop a Preventative Maintenance (PM) Plan and schedule for each of the four (4) back-up power generators based on the frequencies and maintenance requirements outlined in Section 5.6 Operation and Maintenance Standards. The PM Plan and Schedule shall cover the base year period of performance. If options years or extensions are executed, subsequent PM Plans and Schedules shall be submitted to cover the period of performance. Contractors may attend a pre-award site visit(s) prior to solicitation closing; refer to Section 5.9 Site Visit(s). A post-award site visit to further evaluate maintenance needs may be completed within 14 business days of award of this contract, as determined by the contractor.
After award and once a site visit has been performed (if needed), the contractor shall submit one (1) PM Plan per generator (total of 4 plans) to LBAO staff within 15 business days. The PM Plan shall include:
a. The name and contact number of the Job Supervisor.
b. The name and contact number of the contractor’s representative.
c. Provide any information for emergency notification in case of injury onsite employees, including the name of the person to contract and their telephone.
d. A list of identified deficiencies that need to be addressed.
e. All semi-annual and annual maintenance items that will be performed on the back-up power generator.
Please note: The contractor will be required to replace 100% of the fuel in the day tank, but only 50% of the fuel in the bulk tank. This is applicable to all facilities.
f. A schedule indicating the week in the month when the work will occur. Additionally, performance times for all preventative maintenance shall be coordinated with the COR 48 hours prior to the service to verify there are no conflicts with Government workload and contractor requirements.
g. A recommended list of spare parts to be stored onsite.
The contractor, LBAO staff and COR shall meet jointly to review the PM Plan to make changes, if required. The contractor shall incorporate any changes to the PM Plan and submit the revised PM Plan to the COR for approval, a minimum of ten (10) working days prior to the start any maintenance work. This submittal shall become the approved PM Plan and Schedule. No maintenance work shall begin until the contractor has received acceptance and notice to proceed with work from the COR.
Should changes to the approved PM Plan and Schedule be needed, all shall apply:
a. Changes must be approved by the COR.
b. If the PM Plan and Schedule is not enough to maintain the back-up power supply generators, the contractor will have to provide additional preventative maintenance in order to comply with the requirements of this contract at no additional cost to the Government. Jointly, the contractor and COR shall determine if the increased preventative maintenance will be a permanent or temporary change. The contractor shall incorporate permanent changes into the PM Plan and Schedule.
c. Either party requesting a schedule change shall provide a minimum of three (3) business days prior to notice from the originally scheduled date. The two parties shall try to establish a new date. If there is not an agreement on the new date, the COR shall establish a date.
DELIVERABLES UNDER TASK 1:
a. Preventative Maintenance (PM) Plan: The contractor shall furnish one PM Plan per generator (total of four PM plans) within 15 business days of award of this contract. Each PM Plan shall include the items outlined in Task 1.
b. Maintenance Schedule: The contractor shall furnish one Maintenance Schedule (Schedule) per generator
(total of four Schedules) within 15 business days of award of this contract. Each Schedule shall include the items outlined in Task 1.
TASK 2 –GENERATOR MAINTENANCE SERVICES
TASK 2.1 ROUTINE GENERATOR MAINTENANCE SERVICES (Firm-Fixed Price)
Routine maintenance on the four (4) back-up power supply generators shall satisfy all testing, maintenance, and installations as outlined in the references provided in Section 5.6 Operation and Maintenance Standards.
Maintenance items may include but are not limited to regular and systematic inspections and preventative maintenance. The contractor must provide adequate personnel, labor, supplies and equipment, including all equipment necessary to perform routine maintenance and applicable testing. The contractor shall furnish and install parts as indicated in Section 10.0 Contractor Furnished Items. The contractor shall ensure the equipment is safe, reliable, and continued operation per performance requirements; Prevent breakdowns due to worn parts; Maintain back-up power supply generators above the point where deterioration begins; Maintain back-up power supply generators in an orderly, safe, and clean condition.
OPTIONAL TASK 2.2 – REPAIRS (Time-and-Materials)
The contractor shall be responsible for making all repairs and adjustments necessary. Repairs are an unscheduled work requirement to correct or prevent breakdown or malfunction of an item of equipment, a system or subsystem or place and item of equipment, a system or subsystem back in service after a breakdown or malfunction. Repairs shall be completed within 48 hours after the need for repair has been identified by the Government or by the contractor.
The CO may grant an extension if there is a reasonable explanation for the delay.
TASK 2.3- EMERGENCY SERVICE CALLS (Time-and-Materials)
Emergency service calls are items of work initiated by the Government via phone or email from the COR in case of a shutdown, equipment malfunctions, or if services are required outside of or in addition to routine maintenance items. If the Government determines there is an emergency, the contractor shall have a response time of no more than 24 hours from time of notice, or as directed by the CO, depending on severity of the emergency. As determined by the COR, the contractor shall provide an alternative back-up power supply source where deemed necessary. The alternative back-up power source will be utilized until it is determined by the COR that is it no longer required or until repairs and/or deficiencies have been corrected and full functionality of the back-up power supply generator has been restored.
Upon arriving to the facility to perform services, the contractor shall report to either the COR or LBAO staff member before performing any work. The contractor shall repair malfunctioning equipment until the equipment meets all standards as outlined in Section 5.6 Operations and Maintenance Standards. The contractor may complete the work in a continuous manner during regular work hours.
DELIVERABLES UNDER TASK 2:
a. Reports - The contractor shall furnish and provide the Government with all required testing and maintenance logs as outlined in Section 5.6 Operations and Maintenance Standards and Section 17.0 Attachments, B. Generator Maintenance Service Forms. See section 7.1 a. for more information and deliverable due date.

The contractor shall complete and submit a log that contains records of all visits to each of the working sites. The log shall remain, after the end of the contract, property of the Government. Refer to Section 17.0, B. Generator Maintenance Service Forms.
a. The log must contain the dates of the visit, names of participating personnel, reason for visit, and description of tasks performed, including tests and inspections, reports, service or emergency calls, corrective actions, recommendations, or any other related incidents.
