About this file

This document provides answers to questions regarding solicitation number 140R2021Q0095 from the Department of the Interior Bureau of Reclamation for generator maintenance services. The solicitation involves two firm-fixed price tasks for preventative maintenance and routine generator maintenance, as well as two time-and-materials tasks for repairs and emergency service calls. Several items listed in the maintenance schedule as requiring replacement if needed were clarified as either falling under the routine maintenance task or repair task depending on whether replacement would be expected to occur on the designated schedule or only as needed. Fuel replacement requirements and the contractor's responsibility for monthly generator run time were also clarified in the questions and answers document.

Questions and Answers

Question 1: In Attachment B. Generator Maintenance Service Forms under the Maintenance Schedule tab, there are items listed as "R - Replace, if needed". Are these items considered a part of the "TASK 1 - PREVENTATIVE MAINTENANCE PLAN (Firm-Fixed Price) and/or "TASK

2.1 ROUTINE GENERATOR MAINTENANCE SERVICES (Firm-Fixed Price) OR are do they fall under the "OPTIONAL TASK 2.2 – REPAIRS (Time-and-Materials)" and/or "TASK 2.3- EMERGENCY SERVICE CALLS (Time-and-Materials)"?

Answer: We reviewed the items listed in the spreadsheet that had a “R – Replace as needed” listed. Overall, some of the items are going to fall under TASK 2.1 ROUTINE GENERATOR MAINTENANCE SERVICES (Firm-Fixed Price) and with other items falling under the OPTIONAL TASK 2.2 – REPAIRS (Time-and-Materials). I have summarized these items below:

TASK 2.1 ROUTINE GENERATOR MAINTENANCE SERVICES (Firm-Fixed Price):

Item 1(k) Gasoline or diesel fuel in main tank – we are asking the contractor to replace the fuel every 2 years. The note we included under Task 1, e. The contractor will be required to replace 100% of the fuel in the day tank, but only 50% of the fuel in the bulk tank is asking the contractor to replace 100% of the existing fuel in the day tank and only 50% of the fuel capacity in the bulk tank with new fuel.

Item 2(b) Oil Change – we would like the contractor to perform an oil change at 50 hours or Annually. The “Replace – Replace as needed” in this scenario applies in that the contractor can perform the oil change at either the 50 hour interval or annually, whichever comes first.

TASK 2.2 – REPAIRS (Time-and-Materials):

Item 1(h) Flexible hose and connectors – This item may not need to be replaced on a semi-annual basis, therefore this would be considered a repair at the time a repair or replacement is needed.

Item 2(e) Crankcase breather – This item may not need to be replaced on a semi-annual basis, therefore this would be considered a repair at the time a repair or replacement is needed.

Item 6(f) Circuit breakers, fuses – This item may not need to be replaced on an annual basis, therefore this would be considered a repair at the time a repair or replacement is needed.

Item 7(e) Ignition system – plugs, points, coil, cap, rotor, secondary wire insulation – This item may not need to be replaced on an annual basis, therefore this would be considered a repair at the time a repair or replacement is needed.

Item 8(d) Bearing(s) – This item may not need to be replaced upon contract initiation or every 3 years after, therefore this would be considered a repair at the time a repair or replacement is needed.

Questions and Answers

Item 8(e) Bearing grease – This item may not need to be replaced upon contract initiation or every 3 years after, therefore this would be considered a repair at the time a repair or replacement is needed.

Question 2: There are a couple items I need clarification on.

· Page 18 item “e”. Please note: The contractor will be required to replace 100% of the fuel in the day tank, but only 50% of the fuel in the bulk tank. This is applicable to all facilities.

Does this mean that per the maintenance schedule we will be required to remove the existing fuel and replace it with new every 2 years? The maintenance schedule states, “Replace if needed”. Is “polishing” the fuel every 2 years acceptable? Or are we just responsible for adding fuel as needed?

· In the maintenance schedule 7, h. It states “Run generator loaded minimum of 30% nameplate rating monthly for 30 min.”

Is the contractor responsible for the monthly run? All other items are annual or semi-annual.

Answer: Item 1(k) Gasoline or diesel fuel in main tank – we are asking the contractor to replace the fuel every 2 years. “Polishing” the fuel is not acceptable at this time.

In the maintenance schedule 7(h) it states “Run generator loaded minimum of 30% nameplate rating monthly for 30 min” – The contractor will only be responsible for a semi-annual run for 30 minutes as stated in the spreadsheet. Monthly runs by the contractor are NOT required.

Other Clarification item: In Attachment B. Generator Maintenance Service Forms under the Maintenance Schedule tab, we have a legend with frequencies and one of them is "I = Contract Initiation" -- What is meant by this?

We are asking the contract to perform the maintenance as soon as the contract begins and then follow the frequency listed thereafter. For example, if it states “I, 3 years”, we are asking the contract to complete that maintenance item upon award of the contract and every 3 years thereafter. These items would fall under TASK 2.1 ROUTINE GENERATOR MAINTENANCE SERVICES (Firm-Fixed Price).
