About this file
This is a federal procurement solicitation for fire extinguisher inspection and maintenance services for Bureau of Reclamation facilities in Washington State.
The solicitation is a Request for Quote (RFQ) under Women-Owned Small Business (WOSB) set-aside for commercial services with solicitation number 140R1726Q0051, issued by the Bureau of Reclamation's Pacific Northwest Region. The requirement includes annual inspections, internal testing, and hydrostatic testing (6-year and 12-year) for fire extinguishers across five facilities: YFO Water Storage Building, YFO Fish Operations & Maintenance Building, YFO Roza Power Plant, YFO Chandler Power Plant, and Columbia Cascades Area Office. Services must comply with OSHA 1910.157 and NFPA 10 standards. The contract includes a one-year base period (09/21/2026 to 09/20/2027) plus four one-year option periods. The base year spans CLINs 00010-00050, with quantities ranging from 35 to 150 fire extinguishers per facility depending on location. Contractor must provide firm-fixed-unit pricing for each extinguisher type (various sizes of ABC dry chemical, CO2, Halotron, and Class D extinguishers) and submit a service schedule, annual inspection reports, and quality control plan. Work hours are 7:00 AM to 5:00 PM Monday through Thursday unless approved otherwise. The offer due date is 09/15/2026 at 1600 Mountain Daylight Time. Evaluation criteria include prior experience and past performance alongside price. Payment will be made through the Treasury's Invoice Processing Platform (IPP) in accordance with the Prompt Payment Act. The contract incorporates standard FAR clauses including security, safety, and compliance requirements specific to Bureau of Reclamation operations.

Performance Work Statement (PWS)
CCAO Facilities Fire Extinguisher Inspection
Mission Statements The Department of the Interior (DOI) conserves and manages the Nation’s natural resources and cultural heritage for the benefit and enjoyment of the American people, provides scientific and other information about natural resources and natural hazards to address societal challenges and create opportunities for the American people, and honors the Nation’s trust responsibilities or special commitments to American Indians, Alaska Natives, and affiliated island communities to help them prosper.
The mission of the Bureau of Reclamation is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public.
C.1 Introduction C.1.1 Mission
To ensure employee safety within the CCAO facilities and remain compliant with OSHA 1910 standard and current fire code regulations. All fire extinguishers require annual inspections and periodic hydrostatic testing.
C.1.2 Scope
Perform a base year purchase order plus four (4) one (1) year option periods to inspect and maintain fire extinguishers listed in section C.2 of this PWS. The fire extinguishers are in different Buildings (YFO Water Storage Facility, YFO Fish Operations and Maintenance, YFO Roza Power Plant, YFO Chandler Power Plant, and Columbia Cascades Area Office). The extinguishers are to be serviced on site.
C.2 General Requirements This requirement is structured to have three (3) CLINs for each year of the purchase order:
1. A firm-fixed-unit price (FFUP) line item for annual inspection, internal testing, to and develop a report to keep the extinguishers in compliance with NFPA 10, OSHA 1910.157, and any other applicable regulations. A FFUP line item means Reclamation is unsure of the quantity Reclamation requires. Reclamation will identify a guaranteed minimum quantity the contractor will be paid for and a ceiling maximum quantity which Reclamation will not require more than. These numbers can be found on the attached Price Schedule.
2. A FFUP line item for hydrostatic testing and to develop a report to keep extinguishers in compliance with NFPA 10, OSHA 1910.157, and any other applicable regulations. The guaranteed minimum quantity and ceiling maximum quantity can be found on the attached Price Schedule.

C.4 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
C.4.1 Annual and Internal Inspection
Inspection shall be conducted to ensure all extinguishers are in compliance with NFPA 10, OSHA 1910.157, and all other applicable Federal Regulations. The contractor shall also maintain an annual maintenance log on all extinguishers in accordance with the aforementioned regulations.
The contractor shall ensure portable fire extinguishers are subjected to an annual maintenance check. Stored pressure extinguishers do not require an internal examination. The contractor shall record the annual maintenance date and retain this record for one year after the last entry or the life of the shell, whichever is less. The record shall be made available to the COR.
As required, the contractor shall recharge the extinguishers, replace the service tag, and/or tamper seal.
The contractor shall submit the annual inspection results within 30 days to the CO and COR after completion of the inspection.
The contractor shall ensure alternate "lender” protection is acquired and then provided when portable fire extinguishers are removed from service for maintenance, recharging, or legitimate replacement. No more than one available fire extinguisher per facility may be out of compliance at any given time.
C.4.2 Hydrostatic Testing
Inspection shall be conducted to ensure all extinguishers are in compliance with NFPA 10, OSHA 1910.157, and all other applicable Federal Regulations. The contractor shall also document all hydrostatic testing on extinguishers in a maintenance log in accordance with the aforementioned regulations. The maintenance log shall be made available to the COR, and test results shall be transmitted to the CO and COR within 30 days of testing.
The contractor shall ensure hydrostatic testing is completed at the same time as the annual testing. The contractor shall ensure stored pressure dry chemical extinguishers that require a 6-year, or 12-year hydrostatic test are emptied and performed in accordance with regulations. Dry chemical extinguishers having non-refillable disposable containers are exempt from this requirement. When recharging or hydrostatic testing is performed, the 6-year requirement beginning from that date is recorded for future reference.
C.4.4 Deliverables
C.4.4.1 Service Schedule
The contractor will submit a proposed Service Schedule to the CO and COR within 14 days of each year of the contract. The Service Schedule will outline upcoming service dates to ensure extinguishers are in compliance with applicable regulations for the following 12 months. The Government will approve the proposed Service Schedule.
C.4.4.2 Annual Report
The contractor will provide the annual report within 30 days of inspection and service of fire extinguishers. The annual report will outline successful steps for OSHA 1910.157, NFPA 10, and any other applicable regulatory adherence, and upcoming maintenance schedules for applicable buildings and fire extinguishers.
C.4.4.3 Quality Control Plan (QCP)
The Contractor shall develop a Quality Control Plan to maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which he assures himself that his work complies with the requirements of the purchase order.
The QCP shall be submitted to the CO and COR within 30 days of award. The Contracting Officer may notify the Contractor of required revisions to the plan during the period of performance. The Contractor shall then coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any revisions to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Government's review and approval. The Government may find the QCP "unacceptable" whenever the Contractor's procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
C.5 Special Requirements This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

(b) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(c) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.
(d) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
(e) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal, or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause FAR 52.233-1, Disputes, which is incorporated in this contract by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence. Examples of occurrences include acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. When an excusable delay occurs, the Contractor shall—

(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees, and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark, or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.
(i) Payment—
(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.
(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C.
