About this file
This is a Performance Work Statement (PWS) for fire extinguisher inspection and maintenance services at Columbia Cascades Area Office (CCAO) and Yakima Field Office facilities operated by the U.S. Department of the Interior's Bureau of Reclamation.
The contractor must perform annual inspections, 12-year hydrostatic testing, and maintenance on fire extinguishers across five facilities: YFO Water Storage Facility, YFO Fish Operations and Maintenance, YFO Roza Power Plant, YFO Chandler Power Plant, and Columbia Cascades Area Office. Work is structured using Firm-Fixed-Unit Price (FFUP) CLINs with a base year plus four one-year option periods. The total inventory comprises approximately 322 fire extinguishers of various types and weights across the locations, including ABC Dry Chemical (ranging from 2 to 50 lbs), CO2, Halotron, and Class D extinguishers. Services must ensure compliance with NFPA 10, OSHA 1910.157, and applicable federal regulations. Work hours are 7:00 am to 5:00 pm, Monday through Thursday, with no work permitted on federal holidays without advance approval.
Key deliverables include a Service Schedule submitted within 14 days of each contract year, an annual inspection report within 30 days of service completion, and a Quality Control Plan within 30 days of award. The contractor must maintain complete maintenance logs, provide alternate "lender" extinguisher protection during servicing, and notify the Contracting Officer's Representative of any deficiencies requiring recharging, service tag replacement, or tamper seal replacement. Performance standards mandate that all extinguishers remain in regulatory compliance and services proceed without delays per the approved schedule, with corrective work required within seven calendar days of notification at no additional cost. Non-performance can result in payment withholding, negative CPARS reports, or contract termination.

U.S. Department of the Interior
Performance Work Statement (PWS)
CCAO Facilities Fire Extinguisher Inspection
Mission Statements The Department of the Interior (DOI) conserves and manages the Nation’s natural resources and cultural heritage for the benefit and enjoyment of the American people, provides scientific and other information about natural resources and natural hazards to address societal challenges and create opportunities for the American people, and honors the Nation’s trust responsibilities or special commitments to American Indians, Alaska Natives, and affiliated island communities to help them prosper.
The mission of the Bureau of Reclamation is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public.
C.1 Introduction C.1.1 Mission
To ensure employee safety within the CCAO facilities and remain compliant with OSHA 1910 standard and current fire code regulations. All fire extinguishers require annual inspections and periodic hydrostatic testing.
C.1.2 Scope
Perform a base year purchase order plus four (4) one (1) year option periods to inspect and maintain fire extinguishers listed in section C.2 of this PWS. The fire extinguishers are in different Buildings (YFO Water Storage Facility, YFO Fish Operations and Maintenance, YFO Roza Power Plant, YFO Chandler Power Plant, and Columbia Cascades Area Office). The extinguishers are to be serviced on site.
C.2 General Requirements This requirement is structured to utilize Firm-Fixed-Unit Price (FFUP) CLINs as follows:

A FFUP requirement for annual inspections, 12-year hydrostatic testing, and to develop a report to keep the extinguishers in compliance with NFPA 10, OSHA 1910.157, and any other applicable regulations. FFUP CLINs will also be used as needed if service tags or tamper seals need to be replaced. A FFUP line item means Reclamation is unsure of the quantity Reclamation requires. Reclamation will identify a ceiling maximum quantity which Reclamation will not require more than. The contractor will be paid the agreed upon rate depending on how many inspections, tests, tamper seals, or service tags are required. These numbers can be found on the attached Price Schedule.

C.4 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
C.4.1 Annual Inspection
Inspection shall be conducted to ensure all extinguishers are in compliance with NFPA 10, OSHA 1910.157, and all other applicable Federal Regulations. The contractor shall also maintain an annual maintenance log on all extinguishers in accordance with the aforementioned regulations.
The contractor shall ensure portable fire extinguishers are subjected to an annual maintenance check. Stored pressure extinguishers do not require an internal examination. The contractor shall record the annual maintenance date and retain this record for one year after the last entry or the life of the shell, whichever is less. The record shall be made available to the COR.
The contractor shall submit the annual inspection results within 30 days to the CO and COR after completion of the inspection.
The contractor shall ensure alternate "lender” protection is acquired and then provided when portable fire extinguishers are removed from service for maintenance and recharging. The contractor shall ensure once testing is completed that all extinguishers are in compliance with applicable regulations.
C.4.2 Hydrostatic Testing
The Contractor shall perform hydrostatic testing in full compliance with NFPA 10 Chapter 8, OSHA 29 CFR 1910.157(f), and DOT requirements. The Contractor shall ensure all required hydrostatic testing aligns with regulations governing intervals for stored-pressure dry chemical extinguishers, including the 12-year internal examination and hydrostatic test. Before testing, the contractor shall remove the valve and perform the required internal and external visual inspection to check for corrosion, pitting, or other conditions that may render the cylinder unsafe.
Hydrostatic testing shall be conducted at a certified facility using properly calibrated equipment, applying the correct test pressure and hold time in accordance with NFPA 10. Any extinguisher that fails either visual inspection or pressure testing shall be condemned and removed from service, and the contractor shall report all such findings to the COR. After hydrostatic testing, the extinguisher must be fully recharged, resealed with a tamper seal, properly tagged, and verified to full operating pressure before being returned to service.
The Contractor shall maintain a complete maintenance log documenting each extinguisher’s identification, condition, test date, test pressure, hold time, technician performing the test, test results, and the next required interval. The log and test results shall be submitted to the CO and COR within 30 days of testing, and any discrepancies or safety-related findings shall be communicated immediately.
C.4.3 Maintenance
While performing inspections and testing on extinguishers, the contractor shall notify the COR of extinguishers which require recharging, a replacement service tag, or a replacement tamper seal.
C.4.4 Deliverables
C.4.4.1 Service Schedule
The contractor will submit a proposed Service Schedule to the CO and COR within 14 days of each year of the contract. The Service Schedule will outline upcoming service dates to ensure extinguishers are in compliance with applicable regulations for the following 12 months. The Government will approve the proposed Service Schedule.
C.4.4.2 Annual Report
The contractor will provide the annual report within 30 days of inspection and service of fire extinguishers. The annual report will outline successful steps for OSHA 1910.157, NFPA 10, and any other applicable regulatory adherence, and upcoming inspection schedules for applicable fire extinguishers.
C.4.4.3 Quality Control Plan (QCP)
The Contractor shall develop a Quality Control Plan to maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which he assures himself that his work complies with the requirements of the purchase order.
The QCP shall be submitted to the CO and COR within 30 days of award. The Contracting Officer may notify the Contractor of required revisions to the plan during the period of performance. The Contractor shall then coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any revisions to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Government's review and approval. The Government may find the QCP "unacceptable" whenever the Contractor's procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
