About this file

This is a Request for Proposals (RFP) for window replacement services at two National Park Service locations in Alaska. The National Park Service, Alaska Regional Office is soliciting bids for replacement of windows in family housing facilities at the Western Arctic Parklands (WEAR) in Kotzebue and the Bering Land Bridge National Preserve (BELA) in Nome, Alaska.

The Kotzebue scope involves replacing 54 windows in three residential buildings (a four-plex, duplex, and single-family residence), with windows already procured by the Government and stored on-site. The contractor must remove existing windows, repair any deterioration or water damage discovered during removal, install new Milgard V400 Tuscany series vinyl windows per manufacturer specifications, and complete all weatherproofing and finishing work to match existing conditions. The Nome scope involves procuring and installing 25 replacement windows in a 2-story bunkhouse, with the contractor responsible for purchasing, shipping, and verifying window specifications. Both scopes require site visits prior to bidding, removal and disposal of old windows, and coordination to minimize disruption to occupied facilities. The contract is a firm fixed-price award with a 100% total small business set-aside under NAICS code 238390 (Other Building Finishing Contractors), with a small business size standard of $19,000,000. The period of performance runs from September 24, 2026 through August 31, 2027. Offerors must submit proposals by September 18, 2026 at 5:00 PM Alaska Standard Time, with vendor questions accepted through September 1, 2026. Proposals must include pricing for both base (Kotzebue) and option (Nome) line items, documentation of four similar projects completed in the past five years, proof that the project foreman holds a State of Alaska Residential Contractor Endorsement with all applicable licenses and bonding, and a written assertion of technical capability. A bid guarantee of 20 percent of the bid price or $3 million (whichever is less) is required. Evaluation criteria include price, experience, and technical qualifications, with award to the responsible vendor offering best value to the Government.

STATEMENT OF WORK

SECTION 01 10 00

DIVISION 1 SHORT FORM GENERAL REQUIREMENTS

PART 1 GENERAL

ITEM 1 DESCRIPTION OF WORK

1.1 BACKGROUND

This contract covers the replacement of widows in a National Park Service (NPS) residence, a duplex and a two-story apartment in Kotzebue, and a 2-story dormitory in Nome, Alaska.

1.2 DESCRIPTION OF WORK

The description of work at each site is as follows:

A. Kotzebue Housing Specifics Consists of the replacement of fifty-four (54) windows in the 2-story Four-Plex, and single story Duplex 297, and Residence 297 all part of the Western Arctic Parklands (WEAR) housing units in Kotzebue, Alaska.

i. Windows for the three Kotzebue structures have been procured by the Government and are on-site.

ii. The Kotzebue housing units consist of a mix of construction types and exterior finishes. The four-plex building is assumed to have T-111 siding with exterior wood trim (1x4) at window openings. The duplex and single-family residence are assumed to have vinyl siding with J-channel trim at window openings.

iii. Existing window openings are assumed to be framed to standard rough opening dimensions, with existing windows installed using a combination of mechanical fastening, sealants, and limited flashing practices typical of original construction. It is assumed that flashing and weatherproofing details may be inconsistent or insufficient by current standards

iv. There is known potential for localized rot, water intrusion, and deterioration at window openings.

Water intrusion has been observed at a minimum of four (4) existing window locations. The full extent of these conditions is not known and will only be confirmed once windows are removed and rough openings are exposed.

B. Nome Bunkhouse Specifics Consists of the purchase of new windows to replace twenty-five (25) existing windows in the 2-story Nome Bunkhouse part of the Bering Land Bridge National Preserve’s (BELA) housing in Nome, Alaska.

Document Title Replacement of Windows – WEAR/BELA

Solicitation 140P9726R0005 WEAR - BELA

i. Purchase including shipping of windows for the Nome Bunkhouse is the Contractors responsibility.

The Contractor shall verify all window specifications prior to installation.

ii. Aluminum siding was installed over the existing T-111 ca. 2019, see attached photos for details.

Exact treatment of the openings is not fully known, besides what can be deduced from the photos.

The existing aluminum siding and flashing was installed around the openings without the removal of the windows. It appears that sealant was used to “flash” areas where the aluminum siding terminates at the window opening.

C. Workmanship The intent is to allow the Contractor to correct existing deficiencies and improve overall performance of the building envelope while maintaining the general appearance and function of the existing structures.

i. The Contractor shall verify all window sizes, locations, and quantities against existing field conditions prior to installation.

ii. The Contractor shall conduct all necessary layout and coordination to ensure each window is installed in the correct opening with minor modifications to openings as required to achieve proper installation.

iii. Temporarily remove all materials necessary to perform the work. Removal shall be performed in a manner that preserves existing building materials where feasible; however, the Contractor shall remove assemblies as needed to expose the full rough opening to allow for proper inspection, repair, and installation.

iv. Remove existing windows in a manner that minimizes damage to the building envelope. The Contractor shall retain and reuse materials if approved by COR but shall not be limited from removing deteriorated or compromised materials necessary to complete the work properly.

v. The Contractor shall inspect all exposed openings for signs of rot, water intrusion, or other deterioration. Any deficiencies encountered shall be addressed as part of this work. Repairs shall be completed using materials equal to or better than existing conditions and consistent with standard construction practices for cold climate environments.

vi. Upon assessment of the exposed opening, the Contractor shall discuss conditions found with the Park Facility Manager and COR and obtain approval from COR of the proposed weatherproofing approach prior to installation of new windows.

vii. Flash all window openings to meet current industry standards and to be compatible with existing siding types, including T-111 siding with exterior wood trim and vinyl siding with J-channel. The Contractor is encouraged to identify and recommend improvements to existing flashing and weatherproofing conditions and shall coordinate proposed solutions with the project team for approval prior to implementation.

viii. Install windows so that operation, alignment, and general appearance are consistent with existing building conditions, unless otherwise approved. Installation shall account for proper shimming, insulation, and sealing to achieve a weather-tight assembly.

Document Title Replacement of Windows – WEAR/BELA

Solicitation 140P9726R0005 WEAR - BELA

ix. Provide and install new trim and window jamb extensions at all locations, only as needed where existing materials will not be re-used. All finishes shall be installed to match existing conditions as closely as practical. Deviations from existing finish-materials will not be accepted without prior COR approval.

x. Perform repairs as needed to return all visible interior and exterior finishes to a condition equal to or better than what existed prior to construction. All painted surfaces disturbed by this work shall be painted to match existing colors and finishes.

xi. Work shall be coordinated to minimize disruption to residents during construction. The Contractor shall ensure that all openings are secured and made weather-tight at the end of each workday.

xii. Disposal of removed windows and all demo’d materials is the contractor’s responsibility.

D. Existing Materials Assumptions The Contractor shall assume:

• Existing trim, siding interfaces, and interior finishes may require partial removal and replacement to complete the work.

• Existing flashing systems may be incomplete, improperly installed, or reliant on sealants rather than proper drainage plane integration.

• Rough openings may require minor modification to accommodate the new window units.

• Additional repair of framing, sheathing, or insulation may be required at locations where water intrusion or rot is present.

E. Government Furnished Materials

• Upon initial arrival onsite, the Contractor shall inspect all Government‑Furnished Materials (GFM) provided for the project. The Contractor shall promptly notify the Government of any issues, including missing components, damage, defects, or other conditions that may adversely affect completion of the work. The Contractor shall notify the COR upon acceptance of the GFM and provide a written list of all identified deficiencies.

• Upon acceptance of the GFM the contractor shall be responsible for protecting it from damage through final acceptance

1.3 SITE VISIT

The contractor shall conduct site visits to all locations listed in this scope prior to ordering/purchasing materials and beginning project work. Failure of the contractor to visit the sites and confirm all existing conditions prior to beginning project work will not relieve the contractor from completing the project at the contracted price.

During these site visits, the contractor shall confirm all existing conditions, including but not limited to:

• Rough opening dimensions

• Interior and exterior trim and wall finishes.

• Exterior (where applicable), and interior, paint color and type.

• Building wrap and flashing composition.

• Site access and materials storage options.

See PART 2 PRODUCTS of this document for the complete list of window specifications pertaining to the Nome Bunkhouse.

1.5 LICENSES, AND CERTIFICATES
