About this file
This is a Subcontracting Percentage Worksheet template issued by the U.S. Department of the Interior for small business contractors subject to FAR Clause 52.219-14, Limitations of Subcontracting.
The worksheet is designed for small business prime contractors to document their subcontracting plan and calculate the percentage of contract work to be performed by subcontractors versus the prime contractor. For general construction contracts, the limitation requires that the prime contractor must perform at least 15% of total services, meaning subcontractors cannot exceed 85% of the total contract value. Offerors must identify each intended subcontractor and the corresponding subcontractor amount and prime contractor amount for each line item. The worksheet provides a calculation formula requiring offerors to sum all subcontractor amounts (Box A) and all prime contractor amounts (Box B), then divide the total subcontractor amount by the combined total (A+B) and multiply by 100 to derive the subcontracting percentage. Additional worksheets may be submitted as continuations if more rows are needed to list all subcontractors.
