About this file
This is a Questions & Answers document for federal contract modification P00002 140P9726R0005 issued by the National Park Service (NPS) regarding window replacement at two project locations: Nome and WEAR.
The project requires the contractor to purchase and install 25 replacement windows specified as 300 Series, In-swinging fiberglass windows manufactured by Inline Fiberglass Limited, with options for Tilt'n Turn, Casement, Butt Hinged Hopper, or Fixed Lite configurations. The contractor bears full responsibility for window procurement, delivery to the job site in Nome, and field verification of all rough openings prior to ordering. Windows are considered long-lead items with procurement planned during winter 2026-2027 and installation during 2027, within the contract period of performance from June 1, 2026 through August 31, 2027 (negotiable post-award). The NPS will allow the contractor to include properly documented and securely stored windows in progress-payment requests if inspected and accepted on-site by the government representative, though the contractor retains full responsibility for storage, protection, and replacement if damaged or lost. Site visits are urged prior to proposal submission and required post-award before material ordering. Contractors must coordinate site visit scheduling with the Contracting Officer Representative (COR). The Nome option is contingent on available funding and will be included in initial contract award or not at all. Applicable Davis-Bacon wage determination DB WD AK20260003 applies to the Nome portion. The NPS provides unsecured onsite storage but no dry storage or government lodging, and the contractor is responsible for all project waste disposal in accordance with Nome regulations. Reference documentation including the Statement of Work, building photos, drawings, and schedules are available in the solicitation attachments.

QUESTIONS & ANSWERS
at Modification P00002 140P9726R0005
All sections below refer to the “Statement of Work, Section 01 10 00, Division 1 Short Form General
Requirements” document that accompanied the solicitation. Please see this document, as referenced, for more details on the replies to the following questions.
1. Site Visit: Is a site visit required for the Nome portion of the project? If so, what is the procedure for scheduling the visit and who should we coordinate with locally?
• Site visits are urged, prior to proposing. See section 4.1.
• Site visits are required, post award, for all sites, prior to ordering materials. See section 1.3.
• Scheduling should be first directed to the Contracting Officer Representative (COR). The COR will direct potential contractors to the appropriate Park contracts for scheduling.
2. Option Award: When does NPS anticipate determining whether the Nome option will be exercised?
• The Nome option is contingent upon available funding. The NPS will make a decision to exercise the option or not, and include it in initial contract award, or not at all.
3. Project Schedule: If the Nome option is exercised, what installation timeframe does NPS anticipate? May the contractor schedule installation during an appropriate 2027 weather window, provided the work is completed within the contract period of performance?
• The anticipated period of performance was scheduled from June 1, 2026 through August 31, 2027.
This time frame can be negotiated once awarded, however, the NPS is assuming site-work will take place during 2027 and procurement of windows for Nome will take place over the winter of 2026-
2027. See section 7.1.
4. Window Procurement: Please confirm that the contractor is responsible for purchasing and delivering all
25 replacement windows specified for the Nome location.
• Yes, the contractor will be responsible for purchasing the 25 replacement windows and getting them to the job site in Nome, as called out in the Nome scope. See section 1.2 (B-D) and section 1.4.
5. Window Specifications: Please confirm the required manufacturer/product specifications, glazing, exterior and interior colors, hardware, screens, and other accessories for the 25 windows. If an "or equal" product is proposed, what documentation will NPS require for approval?
• Required window specifications can be found in Part 2, sections 1.1 through 1.6.
• Window specifications are based on 300 Series, In-swinging, [Tilt’n Turn], [Casement], [Butt
Hinged Hopper], [Fixed Lite] Window Assemblies, as manufactured by Inline Fiberglass Limited.
These windows should be available in Alaska, including possible in nearby Fairbanks. If the contractor decides to not procure these windows, then the contractor will need to provide written manufacturer proof that the windows proposed meet the “or equal” specifications listed in section
7.4 and can only procure them after the NPS has reviewed and approved the proposal.
6. Field Measurements: Is the contractor required to field-verify all rough openings before ordering the windows? If so, should the contractor plan for a separate measurement trip to Nome prior to window procurement?
• Yes, the contractor must verify all rough openings. See Site Visit requirements in section 1.3.
7. Long-Lead Materials: Given the lead time associated with custom fiberglass/triple-pane windows, will the contractor's approved construction schedule be allowed to account for manufacturing and delivery lead times?
• Yes, the window procurement is part of the period of performance. See question 3, Project Schedule, above.
8. Payment for Stored Materials: If the contractor purchases the custom windows before installation, may properly documented and securely stored windows be included in a progress-payment request prior to installation?
• Yes, if the on-site Gov’t Representative is able to inspect them on site, and accepts them only in nature of fully meeting specifications, with the understanding that storage and protection of the windows remains fully the responsibility of the contractor, even after Gov’t acceptance. If the windows are damaged or disappear, replacement and in exact kind and additional cost falls fully upon the contractor, with no additional cost to the Gov’t.
9. Freight and Delivery: Are there any NPS requirements or restrictions concerning shipment of the windows to Nome by marine freight versus air cargo?
• NPS does not have a preference, as long as all window specifications and all specifications found in
Storage/Staging Areas and Delivery are met, section 3.4.
10. Material Storage: Does NPS have secure indoor or weather-protected storage available in Nome where the new windows may be stored after delivery and before installation? If so, is there a cost to the contractor?
• The park will provide un-secured onsite storage. Over-winter storage of the purchased windows in
Nome may not be available, see section 3.4.
• NPS does not have dry storage.
11. Staging: Will the contractor be permitted to stage tools, materials, scaffolding, lifts, or other equipment adjacent to the bunkhouse during construction?
• Yes, see section 3.3.
12. Contractor Lodging: Are NPS government quarters or other government-controlled lodging accommodations available for contractor personnel in Nome? If so, what are the rates, occupancy limits, and availability?
• Assume that NPS does not have government lodging available, see sections 3.1 through 3.3.
13. Occupied Building: Will the bunkhouse/dormitory remain occupied during construction? If so, are there working-hour, access, security, or occupant-coordination requirements that should be incorporated into the schedule and pricing?
• Yes, see sections 3.3 through 3.6.
14. Second-Story Access: Are there any known site conditions or restrictions affecting ladder, scaffolding, or lift access to the second-story windows?
• There are some, but nothing fully prohibitive. NPS can provide photos if the information needed cannot be obtained from google maps. Specific site conditions should be assessed during an initial
Examination of the Site, section 4.1.
15. Existing Conditions: Is NPS aware of any water intrusion, rot, structural deterioration, damaged framing, or other conditions around the existing window openings that bidders should account for?
• NPS is not aware of any of these conditions currently existing, but there is a known potential for them to exist. See section 1.2.
16. Utilities: Will electrical power at the building be available for normal construction tools?
• Yes, but contractor would be responsible for generators if additional power supply is needed. See section 3.3 (C).
17. Disposal: What are NPS's requirements for disposal of the 25 existing windows and associated construction debris? Is a designated dumpster or disposal location available?
• NPS will not provide a dumpster. Disposal of all project waste is the responsibility of the contractor and can be done in accordance with Nome rules/regulations. See sections 3.5 and 9.2.
18. Mobilization and Progress Payments: May mobilization and demobilization be identified as separate activities in the contractor's schedule of values and included in progress-payment requests after those activities have been completed?
• Yes.
19. Wage Determination: Please confirm the applicable Davis-Bacon/Construction Wage Rate Requirements wage determination for the Nome portion of the project.
• The applicable DB WD is already posted as an attachment in the solicitation, DB WD AK20260003.
20. Site Information: Are current photographs, building elevations, drawings, previous inspection reports, or other documents available showing the exterior and existing window conditions at the Nome bunkhouse?
• Nome Bunkhouse photos, drawings and schedules are already in the solicitation as attachment
“BELA_ADDITIONAL_DETAILS” document.
• Same-purpose documents are available for the WEAR location in “WEAR_ADDIIONAL_
DETAILS” attachment also already in the solicitation.
