Brand Name Justification – Pepro, LLC

Purchase of one Pepro 2-bay shelter with a 20’ articulating mast and solar battery system. Shelter must contain a Faraday cage to protect housed equipment.

In accordance with FAR 16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Pepro shelters provides the needed engineering and design to meet the needs for remote communication sites. Other options will not sufficiently protect the investment in communication equipment needed for reliable field communications and telecommunications links.

Pepro provides a 20-year warranty with the installation of their equipment from Pepro directly or from a Pepro certified installer.

Olympic National Park has an extensive radio communications network to provide essential life, health, and safety communications across the park. This is especially critical in the wilderness areas where it provides critical infrastructure for communication to Rangers, Search and Rescue efforts, Fire Operations, and wilderness administration. There are several backcountry site locations with a few requiring structural rehabilitation. These sites are extremely remote and at elevations exceeding 11,000 feet so it is critical they remain operational under the adverse weather conditions, applicable snow and ice loads, and require minimal maintenance needs.

Additionally, the Pacific West Region has made a significant investment in Pepro radio shelters over the past 10 years and as such has all necessary spare parts, training and test equipment to maintain Pepro radio shelters and region wide users/individuals are trained in the use of Pepro shelters. In order to obtain the best value product delivered to meet the needs of the Government, it is of the Government’s best interest to continue developing and maintaining a standard of the same or equal make/model of equipment across all parks. Procurement of an alternate vendors equipment would result in significant cost to the NPS by requiring the procurement of spare parts, technician training, test equipment and user/individual training to safely use the equipment.

Contract Type

The contract awarded as a result of this solicitation will be a firm-fixed priced commercial services contract/award.

The following Federal Acquisition Regulation (FAR) provisions and clauses shall be applicable to this solicitation and award: For full text version of these provisions and clauses, please go to the following internet address: https://www.acguisition.gov/far/.

If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.

Option Contract language:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
