Award Selection Process:
The Government intends to award one firm-fixed price contract as a result of this solicitation in accordance with FAR Part 13. An award shall be made to the responsible Offeror whose quote, in conforming to this solicitation, provides the best value to the Government, technical and all other evaluation factors, and price considered. Since it may be in the best interest of the Government to consider an award to other than the lowest priced Offeror or other than the highest technically rated Offeror, the Government will use a tradeoff source selection approach to determine the quote that represents the best value to the Government.
While the Government will strive for maximum objectivity, the best value process, by its nature, is subjective; therefore, professional judgment is implicit throughout the award decision process. The award will be made to the responsible Offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and provides the best value to the Government.
The evaluation factors are listed below. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price.
2. Proposed Insecticide. Offeror must submit proposed insecticide from SOW’s approved list.
3. Technical Narrative. Must address the following elements (limit to 2 pages):
o How will the offeror provide manpower to meet the requirements of the SOW?
o Proposed frequency of sprays.
o Current size of staff and fleet.
o What is the market for new applicators to be hired?
o Current licensure of applicators.
o Insurance and the types of insurance with coverage amounts.
o Is the product proposed safe for humans and pets?
o What each specific pesticide is used for, i.e. ants, cockroaches, scorpions, and spiders.
4. Contractor Past Performance. Offeror must submit customer references of the performing contractor to include:
o Brief description of project/service dates/contract number o Contact Name/phone number/email
Evaluation of Options:
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Exchanges with Offerors and Revision of Quotations:
If the Government requires revisions to quotes in order to determine best value, the Government may in its discretion choose to use the following procedure:
First, the Government will determine the order in which each offeror is the best value for award (i.e. order of likelihood of success). The Government reserves the right to remove any quote from competition that, in the Government’s estimation is not the best value. Once the Government determines the contractor that is best-suited, the Government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize an order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited contractor, no further communications with the previous contractor will be entertained until after the order has been awarded.
This process shall continue until an agreement is successfully reached and an order is awarded.
INSTRUCTIONS TO OFFERORS:
Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the Offeror’s quote not being considered for award.
All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.
