GENERAL INFORMATION
This solicitation is issued as a Request for Quote (RFQ) to furnish all labor, materials, supervision, management, equipment, etc. necessary for septic pumping and cleaning services at Indiana Dunes National Park (INDU), Porter, Indiana.
If a quote is determined to be in the best interest of the government, a Blanket Purchase Agreement (BPA) will be awarded in accordance with FAR Part 13 Simplified Acquisition Procedures, This is a simplified method of filling anticipated repetitive needs for services by establishing a “charge account” with a qualified/capable source. The agreement term will be up to 5 years. BPAs are designed to reduce administrative costs in accomplishing small purchases by eliminating the need for issuing individual purchase documents. The BPA shall remain in effect until terminated in writing by either party or when the expiration date and/or maximum dollar amount is reached.
Any references to “proposal” in this solicitation shall be understood to mean “quotation.” Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value (best value) to the government.
The Government is obligated only to the extent of authorized Calls made under the BPA.
People authorized to place BPA Calls for service will initially be the Contracting Officer (CO) and the appointed Contracting Officer’s Representative (COR). Additional authorized members may only be added in writing by the Contracting Officer. Any calls placed by people outside of the authorized individuals requires approval from the Contracting Officer before any service will be authorized.
No services shall be provided without prior authorization by an authorized person. See FAR clauses 52.216-18 and 52.216-19.
The awardee shall provide a separate delivery ticket (invoice) for each call placed containing the following information at a minimum:
• Name, address, telephone number of the provider
• Date Invoice is being submitted
• BPA number
• Invoice number
• Description of the service provided, location of service, date of service, price of service. If invoice is for more than one location, list each location as a separate line with the details for each service location.
The awardee shall send their invoices to the CO and COR for review and approval. If approved, the CO or COR will sign their acceptance on the invoice and return it to the awardee via email. The awardee may then enter their invoice information at www.ipp.gov, in accordance with the IPP clause, and upload the signed invoice to the electronic submission.

52.212-2 Evaluation — Commercial Products and Commercial Services (Nov 2021) (DEVIATION Mar 2026)
(a) The Government may award a contract resulting from this solicitation to the responsive offeror whose offer conforms to the solicitation and is evaluated as the most advantageous to the Government, price and other factors considered.
Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.
The government will evaluate quotes in groups of three (3), starting with the lowest priced quotes, proceeding upward, incrementally in price, until an offeror is identified as having the technical capability, management, experience, etc. acceptable past performance, and a price that can be determined as fair and reasonable. At that point, the evaluation process stops, and an award will be made to the selected Offeror.
If an award is determined to be in the best interest of the government, it will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsive offeror submitting a quote that provides the best value to the Government. In determining best value, the following factors will be considered: (1) Technical (2) Past Performance and (3) Price.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an https://www.sam.gov/ https://www.napex.us/ https://www.apexaccelerators.us/#/
