The requirement is for one full-time custodial employee to provide comprehensive custodial services for twelve (12) months from the date of award. Services include maintaining interior and exterior public-use, operational, restroom, office, museum, exhibit, support, and grounds areas in clean, sanitary, safe, and visitor-ready condition. The contractor must provide all labor, supervision, communication devices, contractor-provided equipment, personal protective equipment (PPE), management, backup/replacement staffing, reporting, and other requirements per the Statement of Work. Pricing shall be firm-fixed-price for the entire twelve-month performance period with no price adjustments. Evaluation will be based on three factors: Technical Capability/Approach (maximum 5-page narrative addressing staffing, work scheduling, historic surface protection, equipment, quality control, timekeeping, and reporting); Relevant Experience and Past Performance (three references for similar services within the past five years); and Price. Offerors must maintain active SAM registration at time of quotation, award, and throughout contract performance, and must qualify as a small business under NAICS 561720. Liability insurance of $100,000 per person, $500,000 per occurrence, and $500,000 property damage is required. Payment shall be submitted electronically through the Invoice Processing Platform (IPP).

I. DESCRIPTION
THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 140P5426Q0037 is issued as a request for quote (RFQ) for custodial services at Christiansted National Historic Site (CHRI), St. Croix, U.S. Virgin Islands.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
This requirement is a 100% total small business set-aside. The associated NAICS code is 561720 - Janitorial Services. The small business size standard is $22.0 million. The Product Service Code (PSC) is S201 - Housekeeping - Custodial Janitorial.
To be considered for award your company must obtain a Unique Entity Identifier (UEI). GENERAL INFORMATION:
This solicitation is a Request for Quote (RFQ) issued using Standard Form (SF) 18. Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial Services. All references to "proposal" in this solicitation shall be understood to mean "quotation." Quotations shall be evaluated in an impartial manner.
Contract Type The contract awarded as a result of this solicitation will be a firm-fixed-price commercial services contract/award.

The quoted Firm-Fixed-Price shall include all costs for performance of the requirement in accordance with the Statement of Work. Pricing shall remain firm for the twelve (12) month period of performance.
IV. DESCRIPTION OF REQUIREMENT(S)
Independently, and not as an agent of the Government, the contractor/vendor shall provide custodial services necessary to maintain interior and exterior public-use, operational, restroom, office, museum, exhibit, support, and grounds areas throughout Christiansted National Historic Site in a clean, sanitary, safe, and visitor-ready condition.
The requirement includes, but is not limited to, restroom cleaning and restocking, sweeping, mopping, dusting, wiping surfaces, litter removal, exterior entry and walkway cleaning, trash collection and staging, cleaning administrative and visitor areas, protection of historic resources, timekeeping, communication, supply inventory management, and weekly reporting as specified in Attachment 1 - Statement of Work.

V. DELIVERY INFORMATION/TERMS / PERIOD OF
PERFORMANCE
The period of performance shall be twelve (12) months from the date of award, unless otherwise stated in the award document.
Work shall be performed in accordance with the schedule and requirements in Attachment 1 - Statement of Work.
Place of Performance: Christiansted National Historic Site, Christiansted, St. Croix, U.S. Virgin Islands, including the facilities and areas identified in the Statement of Work.

52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016) (DEVIATION May 2026)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

TO SUBMIT A QUOTE
1. Checklist for Quote Submittal. Submit the completed checklist included in this solicitation as the first page of the quote package.
2. SF-18 and Amendments. Submit a completed and signed SF-18 and acknowledge all amendments, if applicable.
3. Price Schedule. Submit the completed price schedule. The price schedule shall not be altered. Alternate quotes will not be accepted. Offerors shall provide their best pricing as submitted.
4. Technical Capability/Approach (Factor 1). Submit a concise narrative, maximum five (5) pages, demonstrating understanding of the requirement and ability to perform the Statement of Work. Address: staffing for one full-time custodial employee; qualified backup/replacement coverage no later than 9:00 AM when the assigned employee is absent; daily work organization; restroom servicing; cleaning and protection of historic surfaces; equipment, PPE, and communication;
timekeeping; quality control; supply inventory management; and weekly reporting.
5. Relevant Experience and Past Performance (Factor 2). Provide three (3) relevant references for custodial/janitorial services performed within the past five (5) years that are similar in scope and complexity. For each reference provide: customer name and organization; contract number if applicable; contract value; period of performance; brief description of services;
point of contact name; telephone number; and email address. Experience in public-use, historic, museum, government, or similarly sensitive facilities may be considered particularly relevant.
6. Subcontractor Information (If Applicable). Identify proposed subcontractors, work to be performed, estimated percentage, and relevant experience/qualifications. The prime contractor remains fully responsible for contract performance.
7. Solicitation Provisions and Representations. Complete all provisions, representations, certifications, and other solicitation requirements as applicable.
8. Quote Submission Instructions. Submit all required documents via email to noelli_medinamarin@ios.doi.gov by the closing date/time identified in this solicitation. The email subject line must state: "Offer - Solicitation No. 140P5426Q0037". Offerors are responsible for ensuring timely receipt.
9. System for Award Management (SAM). Offerors must maintain active SAM registration at the time quotations are due, at award, and throughout contract performance. Offerors must qualify as a small business under NAICS 561720 - Janitorial Services.
(End of addendum) 52.212-2 Evaluation - Commercial Products and Commercial Services (Nov 2021) (DEVIATION Mar 2026) The Government will evaluate quotes and make award to the responsible offeror whose quotation represents the best value to the Government. The Government intends to evaluate quotations and may award without discussions.
The following factors shall be evaluated:

The Government may contact references and may consider other relevant past performance information available to the Government.
Factor 3 - Price The Government will evaluate the total firm-fixed price for completeness and reasonableness. Price may be evaluated using competition, comparison with the Government estimate, market information, or other price analysis techniques as appropriate.
AWARD SELECTION PROCESS
Award will be made in accordance with FAR Part 12 to the responsible small business offeror whose quotation conforms to the solicitation and represents the best value to the Government, considering Technical Capability/Approach, Relevant Experience and Past Performance, and Price. The Government may award without discussions. A quotation that fails to meet a material requirement of the solicitation may be determined unacceptable and may not be considered further.

(a) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. (End of provision) Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Feb 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Products and Commercial Services included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Copy of vendor invoice document in PDF format, which shows pricing breakdown for all items being invoiced for and must include the contract number, date(s) of service (if applicable), date of invoice, and the vendor's standard invoice letterhead.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973- 3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
(End of clause) 1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment. The COR for this contract will be:
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
(End of clause) 1452.228-70 Liability Insurance - Department of the Interior (Jul 1999)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$100,000.00 each person $500,000.00 each occurrence $500,000.00 property damage
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
(End of clause) Prohibition of All Terrain Vehicles (ATVs) (Jul 1996) The contractor is prohibited from utilizing All-Terrain Vehicles (ATV)s on National Park Service lands. ATV is defined as: A motorized off-highway vehicle (OHV) traveling on four or more low-pressure tires, having a seat to be straddled by the operator and a handlebar for steering control.
Use of Utility Terrain Vehicles (UTVs) are permitted. UTV (also called a side-by-side) is defined as: A motorized OHV having four or more low pressure tires, designed with side-by-side seats, seatbelts, steering wheel, and optional cab, brush cage, or
ROPS.
