About this file

This is a Questions and Answers document (Amendment 0002) issued by the National Park Service under Solicitation No. 140P5426Q0037 for custodial and grounds maintenance services at a park facility on an island.

The Government will furnish all cleaning supplies and consumable materials required for contract performance, with the contractor responsible for monitoring supply levels and notifying the Contracting Officer's Representative (COR) when replenishment is needed to maintain minimum levels specified in the Statement of Work. The contractor must provide all personal protective equipment for its employees, including footwear, gloves, dust masks, and other safety equipment. Indoor and outdoor square footage measurements are not available from the Government; contractors must reference the SOW for restroom fixture counts. The contractor has discretion to propose the number of employees deemed appropriate to complete all tasks listed in the SOW, which include interior cleaning, restroom inspections, exterior grounds maintenance, and litter removal. Peak visitation occurs late November through May, during which the island receives 1-2 cruise ships weekly on average, with hurricane season (June-November) representing the slow period. Government-furnished resources include several custodial storage areas and one designated space for contractor employees to store small personal items and PPE that can serve as a break room, though it is not air-conditioned. Access to certain spaces requires contractor employees to be escorted by a Government representative; combination locks have been installed instead of providing keys. The incumbent workforce question is answered in Attachment 0003. This will be awarded as a firm-fixed-price contract, with payment adjustments for Government closures or severe weather discussed on a case-by-case basis with the awardee.

Government Response:

The Government will furnish all cleaning supplies and consumable materials required for performance of the contract. The Contractor shall monitor supply levels and notify the COR sufficiently in advance when replenishment is required to maintain the minimum supply levels specified in the Statement of Work.

The Contractor is responsible for providing all required personal protective equipment (PPE) for its employees, including, but not limited to, appropriate footwear, gloves, dust masks, and other PPE necessary to safely perform the work.

Question 2 | Supply Replenishment Section 18 of the SOW requires the Contractor to maintain a 45-day supply and notify the COR when approximately 45 days remain so that additional supplies can be ordered. Please confirm whether the Government will order and pay for those replenishment supplies.

Question 4 | Staffing and Workload Please confirm whether one full-time custodial employee is expected to perform the complete daily scope, including interior cleaning, restroom inspections, exterior grounds, litter removal, and special high-visitation servicing.

The contractor has the liberty to propose the number of employees they consider appropriate to complete the tasks listed in the SOW. Please see the Statement of Work (SOW) for details.

Question 5 | High-Visitation Days Please provide the anticipated number or frequency of cruise-ship and other high-visitation days requiring additional restroom checks or custodial servicing.

Question 6 | Government-Furnished Resources Please identify any Government-furnished storage space, water, electricity, trash receptacles, ladders, carts, or other equipment available for Contractor use.

Government Response:

There are several custodial storage areas designated for storing supplies. One area is available for contractor employees to keep small personal items and PPE. This space can also serve as a break room, although it is not air conditioned.

Question 7 | Security Are Contractor employees subject to background checks, fingerprinting, security screening, badging, or key-control requirements? If so, please provide the requirements, associated costs, and expected processing time.

Government Response:
