About this file
This is a Questions and Answers document (Amendment 0001) for Solicitation No. 140P5426Q0037 issued by the U.S. Department of the Interior, National Park Service. The document clarifies supply and inventory responsibilities between the Contractor and Government for a cleaning services contract.
The Government will furnish all cleaning supplies and consumable materials required for contract performance, including restroom consumables such as toilet paper, paper towels, hand soap, toilet seat covers, and trash can liners as specified in the Statement of Work. The Contractor is responsible for monitoring supply inventory levels, maintaining minimum supply levels (specified as a 45-day supply in SOW Section 18), and notifying the Contracting Officer's Representative (COR) by email sufficiently in advance when replenishment is needed to allow time for Government ordering. Conversely, the Contractor must provide all personal protective equipment (PPE) for its employees, including appropriate footwear, gloves, dust masks, and other safety equipment necessary to safely perform the work. These clarifications address ambiguities in SOW Sections 10 and 18 regarding stocking and supply inventory responsibility.

AMENDMENT 0001 - QUESTIONS AND ANSWERS
Solicitation No. 140P5426Q0037
DRAFT - COR REVIEW REQUIRED: SOW Sections 10 and 18 address stocking and supply inventory, but do not expressly identify whether the Contractor or the Government purchases and furnishes the supplies. Complete both responses before release.
Question 1
Is the Contractor responsible for purchasing and providing all cleaning supplies and consumable materials for the full contract period, or will the National Park Service purchase and replenish these supplies after notification to the COR?
Government Response:
The Government will furnish all cleaning supplies and consumable materials required for performance of the contract. The Contractor shall monitor supply levels and notify the COR sufficiently in advance when replenishment is required to maintain the minimum supply levels specified in the Statement of Work.
The Contractor is responsible for providing all required personal protective equipment (PPE) for its employees, including, but not limited to, appropriate footwear, gloves, dust masks, and other PPE necessary to safely perform the work.
Question 2
Does this responsibility include restroom consumables such as toilet paper, paper towels, soap, seat covers, and trash liners, or will those items be Government-furnished?
Government Response:
Yes. Restroom consumables, including toilet paper, paper towels, hand soap, toilet seat covers, trash can liners, and similar consumable items required by the Statement of Work, will be Government-furnished.
The Contractor shall be responsible for monitoring inventory, maintaining the required minimum supply levels, and notifying the COR by email when additional Government-furnished supplies are needed.
Relevant SOW provisions: Section 10 requires restrooms to remain stocked with soap, toilet paper, seat covers, and paper towels. Section 18 requires the Contractor to maintain a minimum 45-day supply and notify the COR when approximately 45 days remain so additional supplies can be ordered. Neither section expressly assigns purchasing responsibility.
