EVERGLADES NATIONAL PARK

STATEMENT OF WORK

NATIONAL PARK SERVICE

EVERGLADES NATIONAL PARK

September 15, 2023

PART 1

PROJECT DESCRIPTION

1.0 BACKGROUND

The natural and cultural archive collections of the Everglades National Park (EVER) in Homestead, Florida are housed in two large spaces in the Daniel Beard Research Center Building (DBRC) at the Pine Island District of the Park. The spaces, labeled Room 57 and Room 58 are each roughly 2,000 square feet in size. Room 58 was remodeled in 2009 to meet temperature and humidity requirements of the archive collections, however Room 57 which was more recently added as a collection space, has not been renovated in over 30 years and does not meet the requirements. Room 57 has only portable dehumidifiers that do not keep up with the cooling and heating demands, the electrical system is outdated, and the floors and ceilings are deteriorated.

The HVAC system in Room 58 is now 15 years and needs updating as well. Both Room 57 and Room 58 additionally do not have adequate insulation to control air quality and heat transfer and neither room has a functioning fire suppression system.

The DBRC, also known as the Nike HM-69 Administration Building, was built in 1963 in response to the Cuban Missile Crises and was entered into the National Register of Historic Places in 2004. As such, The National Park Service (NPS) must therefore follow Section 106 of the National Historic Preservation Act regarding any work conducted on this building, which would include the archive spaces, that may have the potential to cause adverse effects to the historic fabric of the building.

1.1 OBJECTIVE

It is the objective and intent of this Work to fully renovate Room 57 and to selectively renovate Room 58 in the DBRC. Work to Room 57 and Room 58 shall be understood to include the smaller sub rooms 57A-57D and 58A-58G. All Work is to be done as indicated in the Drawings and Project Specifications and as otherwise required to bring the spaces to a like new appearance and to meet current and future air quality and operational requirements for the archive collections.

1.2 SCOPE OF WORK

The scope of the work in Room 57 and Room 58 shall include the complete replacement of the HVAC systems, upgrades to lighting and insulation to meet Code, and the installation of a clean agent fire system. Room 57 shall have further renovations which will include new ceiling and flooring and a new layout to meet current requirements and as further detailed below and as indicated in the Drawings, and Specifications. Drawings and Specifications are integral to this Statement of Work. All work shall comply with current governing policies regarding accessibility and sustainability.

1.3 SPECIFIC TASKS

1.3.1 Protect all adjacent workspaces and collectables from damage during Work.

1.3.2 Coordinate all Work with Archives staff to ensure that collectables are kept safe.

Note: Room 57 shall be clear of any collectables by NPS prior to start of construction.

1.3.3 Minimize construction noise during working hours.

1.3.4 Demolish existing interior walls at Room 57 as required for new plan layout and as indicated in the Drawings.

1.3.5 Demolish all flooring and ceiling at Room 57 as indicated in the Drawings.

1.3.6 Demolish all mechanical and electrical equipment, fixtures, circuits, and lines as required for new plan and as may interfere with the Work.

1.3.7 Construct new metal stud interior partitions including extensions to existing partitions as required for new plan layout and as indicated in the Drawings.

1.3.8 Provide and install new interior doors as indicated in the Drawings.

1.3.9 Provide and install new suspended ceiling at Room 57 as indicated in the Drawings.

1.3.10 Provide and install new flooring at Room 57 as indicated in the Drawings

1.3.11 Provide and install insulation to meet minimum R-30 at all ceilings as indicated in the Drawings.

1.3.12 Paint all new areas and those affected by the work as indicated in the Drawings.

1.3.13 Provide and install a new 200-amp electrical panel and bring all circuits in Room 57 and Room 58 back to new panel and label.

1.3.14 Provide and install new lighting fixtures per Lighting Plan and Schedule.

1.3.15 Provide and install all new mechanical and electrical as required for new Work and as indicated in the Drawings.

1.3.16 Provide and install a new clean agent fire suppression system as indicated in the Drawings.

PART 2

CONTRACT & BIDDING

2.0 CONTRACTING

The Work shall be performed under a single firm fixed-price contract.

2.1 PERIOD OF PERFORMANCE

The Work shall be performed within 270 days of contract award.

2.2 CONSTRUCTION DOCUMENTS

The Construction Documents consist of this Statement of Work, the Construction Drawings, and the Project Specifications. All documents are integral to the project.

Contract Drawings and Project Specifications are available to contractors for bidding and construction. The Contractor is responsible for reviewing and becoming familiar with all the information in these documents. Failure to review and understand the information that is shown in these documents does not relieve the Contractor of his obligations to perform the work as otherwise described under the Contract. Missing or unclear information should be brought to the attention of the Contracting Officer as soon as it is discovered. Addendum will be issued to all bidders to address any missing or unclear information found in the drawings and project specifications.

2.3 DISCREPTANCIES

Project Specifications have precedence over the Construction Drawings and are intended to describe the Work more fully. If there is a discrepancy between the two, the Contractor shall immediately inform the Contracting Officer of the discrepancy prior to continuing with the Work. Work shall only proceed once the discrepancy has been reviewed and clarified.

2.4 BID ITEMS

All bids shall be itemized per the Master Format of the CSI for the work described.

2.5 PRE-BID SITE VISITS

The Contractor is strongly encouraged to conduct a site visit prior to bid submittal. GAO cases have indicated that not visiting a site does not necessarily justify the Contracting Officer from rejecting a bid, however, GOA has also held that if a Contractor does not attend a site visit, the Contractor may still be treated as if they should have known the condition of the site. This means that the Government may not pay a claim for what the Contractor should have known by conducting a site visit.

PART 3

QUALITY CONTROL & ASSURANCE

3.0 QUALITY CONTROL PLAN

After contract award and before the Pre-Construction conference, the Contractor shall submit a written Contractor Quality Control (CQC) plan. If plan requires revisions or corrections, Contractor shall resubmit plan within 10 days. The Government reserves the right to require changes in plan during contract period as necessary to obtain the quality specified. No change in the approved plan may be made without written concurrence by Contracting Officer.

3.1 QUALITY CONTROL

All work shall conform to the International, Florida and local Building Codes and their amendments, the American with Disabilities Act Accessibility Guidelines, and NPS regulations. If compliance with two or more standards is specified and standards establish different or conflicting requirements for minimum quality levels, the Contractor shall comply with most stringent requirement. The Contractor shall refer uncertainties and requirements that are different, but apparently equal, to Contracting Officer before proceeding with the Work. Permitting for this project is not required.

3.2 QUALITY ASSURANCE

The Contractor shall provide daily reports of construction activity. The form of the report is up to the Contractor, but the report shall include the following information:

3.2.3 Contractor’s name and On-site Superintendent’s name

3.2.4 General description of weather and ground conditions

3.2.5 Number of employees (including sub-contractors) working on-site. Employees shall be listed by job categories.

3.2.6 List of equipment working on-site

3.2.7 Description of work performed

3.2.8 Any issues arising including disputes, unforeseen circumstances, differing site conditions, delays, accidents, etc.

3.2.9 Reports shall be e-mailed to the Contracting Officer on a weekly basis.

3.3 PRECONSTRUCTION CONFERENCE

Before start of construction, the Contracting Officer will arrange a meeting with the Contractor. The meeting agenda will include the following as a minimum:

correspondence procedures, designation of responsible personnel, payments to the Contractor, park rules and regulations, construction schedule, submittals, and project closeout requirements.

3.4 FIELD VERIFICATION

The Contractor shall field verify all new and existing dimensions affecting the work of this Contract before ordering products. Any discrepancies between construction drawings, project specifications, and field conditions shall be brought to the attention of the Contracting Officer before work is to be performed. Any work that is performed without notifying the Contracting Officer will be done at the Contractor's own expense.

3.5 SUBMITTALS

All submittals shall be transmitted electronically in PDF or MS Word format.

3.5.1 Pre-Construction Submittals

3.5.1.1 Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work.

3.5.1.2 Schedule of Values showing the breakdown of the Contract amount into appropriate units of work. Include general condition costs, overhead, and profit in each part of the work and not as separate items. The Schedule of Values will form the basis for progress payments as provided for in the General Provisions.

3.5.2 Material Submittals

All material submittals shall be transmitted using National Park Service form DSC- 1(CS). No action will be taken on a submittal item unless accompanied by the transmittal form. As specified in the individual sections, forward submittals to the Contracting Officer at least 21 days before need for approval. The Government will return the submittals either approved, approved with notations, or disapproved.

3.5.3 Post Construction Submittals:

Project Record Drawings: Maintain one complete set of contract drawings. Clearly mark changes, deletions, and additions to show actual construction conditions. Show additions in red, deletions in green, and special instructions in blue.

3.6 SUBSTANTIAL COMPLETION AND FINAL INSPECTION

3.6.1 Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.

3.6.2 Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request.

3.6.3 If the project is determined to be substantially complete, the Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.

3.6.4 After all deficiencies have been corrected, a Letter of Acceptance will be issued.

PART 4

USE OF PREMISES AND WORK RESTRICTIONS

4.0 GOVERNMENT OPERATIONS

4.0.1 The Daniel Beard Research Center has employees present during daytime hours.

Construction activities shall be performed in such a manner as to minimize any disturbing noise to employees and to also shield all spaces not included in the Work from damage.

4.0.2 The Government shall provide electrical power. The Contractor shall instruct employees in utility conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use.

4.1 PRESERVATION OF NATURAL FEATURES

The Contractor shall prevent damage to natural surroundings and restore damaged areas, repairing or replacing damaged trees and plants to pre-construction condition at no additional expense to the Government.

4.2 PRESERVATION OF CULTURAL FEATURES

4.2.1 Archeological Resources: There are no known archeological resources that are in the area of this construction. If previously unknown archeological resources are discovered during the work of this project, the Contractor will immediately stop work in the area of discovery and notify the Contracting Officer. An equitable adjustment will be made in accordance with the Changes clause of the Contract.

4.2.2 Historic Preservation: There are no known historic preservation features to this Work. If any historic features are discovered during the work of this project, it is the responsibility of the Contractor to follow all guidance as set forth by the Everglades National Park regarding work under this effort. The Contractor assumes responsibility for knowing and following these guidelines and understanding that adherence to these rules can affect project schedules and scope. An equitable adjustment will be made in accordance with the Changes clause of the Contract.

4.3 START OF WORK NOTIFICATION

At least two weeks prior to the start of on-site work, the Contractor shall notify the Contracting Officer of the intended start date. This will allow government personnel to conduct a final review of the work site for any resource issues prior to the start of construction.

4.4 THREATENED AND ENDANGERED SPECIES

4.4.1 The following threatened or endangered species could be encountered in the project area: Wood Storks, Eastern Indigo Snakes, Bonneted Bats, Florida Panthers, and American Crocodiles. All sightings of these species shall be reported to the Contracting Officer immediately. When an endangered species is present or observed on the work site, work shall be postponed until the individuals leave the area.

4.4.2 At the start of the project, all on-site employees shall receive training to identify threatened and endangered species which may be encountered on the site. At the beginning of each day, any open trenches or excavation shall be inspected for the presents of Eastern Indigo Snakes or other wildlife. The Contractor shall follow the Standard Protection Measures for the Eastern Indigo Snake published by the U.S. Fish and Wildlife Service, August 12, 2013.

4.5 NON-NATIVE SPECIES

To prevent the spread of non-native species into the Park, the Contractor shall clean any construction equipment brought to the site of any foreign material which could contain non-native plants, seeds, animals, or noxious weeks. All materials (including fill dirt and aggregates) shall be free of non-native invasive plants and animals, and noxious weeds.

4.6 CUTTING AND PATCHING

Where required to cut into existing construction to provide for the installation or performance of other work, the Contractor shall restore surfaces to their original condition or to the adjoining new surface. Except as otherwise indicated, or as directed by the Contracting Officer, the Contractor shall use materials for cutting and patching that are identical to existing materials. If identical materials are not available, or cannot be used, the Contractor shall use materials that fully match existing adjacent surfaces possible with regard to visual effect and in a manner which will eliminate evidence of patching and refinishing. The Contractor shall also patch existing systems which are altered or obstructed by the work, and in such a manner as to maintain proper system operation and performance. Any patch work to a building’s exterior or in its occupied spaces, shall not be such that would result in lessening the building's aesthetic qualities or in a manner that would result in substantial visual evidence of cut and patch work.

4.7 EROSION AND SEDIMENT CONTROL

The Contractor shall provide and install silt fencing, straw bales, and other protections at the perimeter of the construction site prior to and during construction to prevent sediments from running off of the site. Where silt fencing or straw bales cannot be added due to vehicle trespass from the site, gravel beds or "speed bumps" shall be added to prevent soil from leaving the construction site location. Stockpiled topsoil shall be protected from erosion using tarps, filter fabric, moats, swales, or other methods as required to prevent leakage from the site.

4.8 PROTECTION OF THE PUBLIC

The Contractor shall ensure the safety of the public by providing fencing, barricading, or otherwise blocking off the immediate work area to prevent unauthorized entry. Banner Guard tape imprinted with “CAUTION: CONSTRUCTION AREA”, manufactured by Reef Industries, Inc., Houston, TX or approved equal shall be used for any cordoning of project work areas. The Contractor shall erect and maintain barricades, lights, danger signals, and warning signs in accordance with MUTCD.

4.9 ON-SITE WORK HOURS

The contractor shall schedule the work only during the hours of 7 am to 5 pm Monday through Friday. Requests for any work outside those hours, including weekends and holidays, must be submitted for approval at least 48 hours in advance.

4.10 GOVERNMENT HOLIDAYS

No services or deliveries shall be performed on Government legal holidays unless otherwise directed by the COTR. The following Government holidays are normally observed by Government personnel: New Year’s Day, Martin Luther King’s Birthday, Presidential Inauguration Day (Washington, DC Metropolitan Area only), President’s Day, Memorial Day, June 19th, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and any other day designated by Federal Statute, Executive Order, and/or Presidential Proclamation. Or any other kind of administrative leave such as acts of God (i.e., hurricanes, snowstorms, tornadoes, etc.)

Presidential funerals or any other unexpected government closures.

4.11 EXISTING SITE FEATURES

The Contractor shall protect existing site features, including walls, fences, paving, curbing and other construction, not scheduled for work, so as not to be damaged by the Contractor’s activity. Any damage that does occur to these areas shall be returned to the pre-contract condition as part of this contract at no additional cost to the Government. Local patching to correct damage will not be acceptable in cases where patching will be recognized. Entire regional replacement/restoration will be required.

4.12 EXISTING UTILITIES

The Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, the Contractor shall repair utility at no additional expense to the Government.

4.13 ACCIDENT PREVENTION

Before on-site work begins, the Contractor shall submit a written accident prevention plan containing the following:

4.13.1 Identification of personnel responsible for safety at both the corporate and project level including on-site personnel

4.13.2 An Emergency Response Plan including site specific emergency contact information and location of the nearest emergency room.

4.13.3 An outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees.

The Contractor shall follow all federal, state, and local safety and health requirements and shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of an accident.

4.14 FIRE PROTECTION

4.14.1 Responsible person: A capable and qualified person shall be placed in charge of fire protection. The responsibilities shall include locating and maintaining fire protective equipment and establishing and maintaining safe torch cutting and welding procedures.

4.14.2 Hazard Control: The Contractor shall take all necessary precautions to prevent fire during construction including but not limited to not storing flammable or combustible liquids within 50 feet of a structure and providing adequate ventilation during use of volatile or noxious substances.

4.14.3 Spark Arresters: The Contractor shall equip all gasoline or diesel-powered equipment used during periods of potential fire hazards or in potential forest and grass fire locations with spark arresters approved by the U. S. Forest Service.

4.14.4 Smoking: Smoking within buildings or temporary storage sheds is prohibited.

Smoking is prohibited near any combustible materials.

4.14.5 Welding: Cutting by torch or welding shall be performed only when adequate fire protection is provided.

4.14.6 Equipment: Fire protection equipment shall include but not be limited to a UL Class 2A, 2 1/2-gallon water type stored-pressure extinguisher and UL Class 10, Type I 15-pound B: C carbon dioxide extinguisher. Travel distance from any workstation to the nearest extinguisher shall not exceed 75 feet.

4.15 CONSTRUCTION MATERIALS

All materials, including borrow and aggregates, shall be Contractor furnished from outside the Park.

4.16 RECYLABLE MATERIAL

The government’s goal in Waste management is to salvage and recycle as much nonhazardous construction waste as possible. Items and materials to be recycled shall be protected from contamination and shall be handled, stored, and transported in a manner that meets the requirements set by the designated facilities for acceptance.

4.17 DISPOSAL OF WASTE

Except for items or materials to be salvaged, recycled, or otherwise reused, all removed items or material including, soil and rock, becomes the property of the Contractor. The Contractor shall transport all items or material off government property and legally dispose of them in a landfill or incinerator acceptable to authorities having jurisdiction.

The Contractor shall remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas. Except as otherwise specified, the Contractor shall not allow waste materials that are to be disposed of to accumulate on-site or burn any waste materials.

4.18 HAZARDOUS WASTE

If any waste materials encountered during the deconstruction, demolition or construction phase are found to contain lead, asbestos, PCBs, (such as fluorescent lamp ballasts), or other harmful substances, they are to be handled and removed in accordance with local, state, and federal laws and requirements concerning hazardous waste.

4.19 TEMPORARY FACILITIES

4.19.1 First Aid Facilities: The Contractor shall provide adequate facilities for the number of employees and the type of construction at the site.

4.19.2 Sanitary Facilities: The Contractor shall provide sufficiently lighted and ventilated toilet facilities in weatherproof, sight proof, sturdy enclosures that are placed in approved locations secluded from public observation and convenient to work areas.

The Contractor shall not use the restroom facilities provided for the public.

4.20 PERSONNEL PROTECTIVE EQUIPMENT (PPE)

The Contractor shall provide adequate Personnel Protective Equipment that meets the requirements of NIOSH and ANSI.

4.21 SECURITY

4.21.1 Physical Security: The Contractor shall be responsible for safeguarding all government property provided for Contractor use. At the end of normal duty hours and/or after normal duty hours, all government facilities, equipment, and materials must be secured.

4.21.2 Key Controls: The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the government. The contractor shall immediately report to the Contracting Officer any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks at no cost to the government.

4.22 HURRICANES

The government requires closing of operations between 72 and 48 hours of anticipated landfall of a tropical storm or hurricane as determined by the National Park Service. The Contractor shall maintain contact with Park officials and secure or removed all project materials from the site within that time frame.
