Introduction This project consists of the preparation, transportation, storage, and return of c. 780 linear feet of archival records currently in storage at the Daniel Beard Center in Everglades National Park. As detailed below, the project necessitates adherence to transportation and storage conditions specific to professional museum standards. The contractor shall sign a loan agreement between the NPS and the contractor for the period the records are off-site. The NPS will prepare loan agreement paperwork for the contractor’s signature at collection pickup.
The physical address for the Daniel Beard Center headquarters (pickup and delivery address) is:
40001 SR 9336
Homestead, FL 33034
The Daniel Beard Center is located approximately 15 minutes inside Everglades National Park, past the park headquarters building and Ernest Coe Visitor Center.

3) Look for the sign on the right for the turn toward Royal Palm. Turn left from the turn lane there and proceed approximately 0.9 miles to the next turn.
4) 4. Before the first available right turn are signs directing visitors to the Beard and Robertson centers and the Nike Missile Base. Turn right here and proceed around the curved road approximately 0.4 miles.
5) 5. At the stop sign, turn right onto Research Road. This long, straight road reaches the Dr.
Bill Robertson Center on the right in approximately 3.8 miles. The Daniel Beard Research Center is the pink building on the left after you pass the Robertson Center.
Background The Everglades National Park Science Records (the Collection) is a collection of permanent government records. The records pertinent to this project are comprised of approximately seven hundred eighty (780) linear feet of records in various size boxes (735 standard records cartons (12” wide) and 75 document storage cases (7” wide). The South Florida Collections Management Center (SFCMC) is preparing to renovate the current storage facility for this collection beginning in November 2024. All collections must be removed from this space before the end of October 2024. This statement of work is for the packing/preparation of the archival collection for transportation, physical transportation of the collection, storage of the collection during renovation, and return of the collection to the storage facility.
The Daniel Beard Center is a single-story facility and has a ramped entrance into the building. A paved sidewalk is available from the parking lot in front of the Daniel Beard Center to the ramped entrance. Access to the building interior via double doors shall be provided to the contractor. The collections storage area where the Collection is maintained also has access via double doors. The SFCMC shall provide a workspace for the contractor in the collections storage room where the records are located.
The SFCMC shall ensure that no records are dislodged from boxes during transport by securing the lids on all boxes to be transported before the contractor’s arrival on site.
The photographs below show one unit of the Metro shelving compactor units at the Daniel Beard Center. Four similarly configured compactor units are in Room 57 in the Daniel Beard Center.

Scope of Work The contractor shall apply temporary tracking labels, prepare for transportation, transport, store, and return to the SFCMC c. 780 linear feet of archival records following museum collection standards and conditions. Upon arrival on site, a South Florida Collections Management Center staff member will provide access to the archival collections and will supervise work during contractor time on site.
Prepare archival collections:
Each box shall be labeled to ensure accountability of the Collection from the time the archival records leave the SFCMC, during time off-site, and upon return to the SFCMC. The SFCMC will collaborate with the contractor to provide sufficient information to identify individual boxes in its holdings. All the records accounted for in the Scope of Work are part of the Everglades National Park Science Records. If records have been cataloged, the SFCMC shall provide hierarchal descriptive information and box numbers as needed for contractor labels. If the records have not been cataloged, the SFCMC shall provide accession numbers and associated box numbers for tracking purposes.
tr
The contractor shall palletize the boxes for transportation and ensure that boxes are not crushed or damaged during this process. The contractor shall secure all boxes on pallets so that they do not shift or fall during transport. The contractor shall prepare an inventory of all boxes placed on pallets and ensure that the number of boxes corresponds with the NPS loan agreement.
The contractor shall transport the palletized collection to their offsite storage facility and provide environmentally controlled storage for the Collection for the duration of the construction period at the Daniel Beard Center, which is anticipated to last one year. Specific standards for contractor facility conditions are outlined below.
Environmental control standards:
1. Temperature range maintained between 66-72 degrees Fahrenheit.
2. Relative humidity range maintained between 45-55%.
3. Storage areas must have an approved, supervised automatic smoke detection system providing full-building coverage. Smoke detection systems must meet the requirements of NFPA 72, National Fire Alarm Code, and must be maintained following NFPA 72, Part H.
4. A water-type portable fire extinguisher should be in storage areas when required.
5. All storage and adjacent areas must be protected by a professionally designed automatic sprinkler system that is designed to limit the maximum anticipated loss from any single fire event.
Storage shelving:
The contractor shall ensure that boxes are not damaged or lost during transportation, nor are they stacked more than two high while at the contractor’s storage facility. If boxes or records are damaged during transportation, the contractor shall notify the COR within 48 hours and provide photographs and a detailed description of the damage.
Access to collections and security:
Access to the Collection shall be limited to the contractor’s employees while in storage at the contractor’s facility. Public access to the Collection shall not be granted unless prior approval from the COR has been obtained. As part of the bid package, the contractor shall provide information about the presence/use of security alarm/video monitoring systems at the storage facility.
Loan agreement:
The contractor shall enter into a loan agreement with the NPS for the duration of off-site storage for the Collection. The contractor shall adhere to the Conditions for Outgoing Loans present in NPS form 10-127A, January 2006.
Return collection:
Upon conclusion of the renovation work being conducted at the Daniel Beard Center, the NPS shall seek to have the Collection returned to the SFCMC in Everglades National Park. Upon the COR’s request, the contractor shall collaborate in scheduling the delivery of the Collection to the Daniel Beard Center. The contractor shall palletize and secure the Collection for transportation to the SFCMC. The contractor shall coordinate with the COR to return the collection to shelves in the renovated space in the Daniel Beard Center. The contractor shall ensure that accountability of the Collection is maintained via the use of temporary labels, inventories, and NPS loan documentation.
Applicable Directives All proposed transportation and storage must align with National Park Service (NPS) Standards for museum and archival collections storage and security as outlined in the NPS Museum Handbook, Part 1, Ch. 6, 7, and 14.
Required Contents of Bidding Package The contractor will include information for the following items in its bid package:
1. Proposal for labeling/preparing the Collection to ensure accountability while in transit and at the contractor’s storage facility.
2. Method for preparing and transporting the Collection to the contractor’s storage facility.
3. Details about environmental controls at the contractor’s facility, including temperature and relative humidity set points and methods for ensuring environmental control is maintained.
4. Identify security systems in use at the contractor’s storage facility, including smoke/security alarm and video surveillance.
5. Contact information for three references from organizations for whom the contractor has completed similar work, and a brief statement about the work completed and how it is like this contract.
6. A proposed total project cost that includes pricing for collection preparation, packing, transportation, storage, return of the Collection, and any additional fees.
7. A proposed strategy for scheduling project timing with the COR to ensure the collection is transported from the Daniel Beard Center before construction begins.
8. Bidder’s terms and scheduling of payments. All invoices must be submitted for approval and payment through IPP.gov.
9. Bidder’s assurance of bonding and insurance for project personnel involved in each stage of the project.
10. Provide proof of liability and damage insurance to cover archival collection while in storage and during transportation to and from Everglades National Park.
11. Bidder can obtain insurance to cover the $5 million collection total cost for loss or property damage.
Technical Evaluation of Bids The NPS will evaluate each bid on these factors: ability to meet NPS standards for storage and transportation of museum and archival collections; and value to the government.
