Sol 140P5424Q0059, Amendment 0002, A achment 0005‐ Ques ons and Answers:
Sol_140P5424Q0059_0003_Loan Agreement:
1. We respec ully assert that the Condi ons of Outgoing Loans do not apply to the services that will be provided under a contract resul ng from this solicita on. As stated in The NPS Museum
Handbook, Part II, Museum Records, Chapter 5, objects may be loaned to educa onal, cultural, or scien fic ins tu ons, service‐providing organiza ons, such as conserva on labs or exhibit prepara on firms, or NPS centers and non‐NPS repositories for collec ons management. Specifically, Sec on 5.6 includes standards for storage of federal archeological objects and references 36 CFR Part 79 ‐ Cura on of Federally Owned and Administered
Archeological Collec ons. Vendor would not be considered the type of repository as defined in this sec on: "Repository means a facility such as a museum, archeological center, laboratory, or storage facility managed by a university, college, museum, other educa onal or scien fic ins tu on, a Federal, State, or local Government agency or Indian tribe that can provide professional, systema c, and accountable curatorial services on a long‐term basis." In addi on, as the Loan Agreement would also be inapplicable to the procurement of services of transport and storage of archival collec ons, would NPS ‐Everglades remove the Loan agreement requirement for all Offerors?
The purpose of the Loan Agreement is to ensure that the collec ons are appropriately managed and that the NPS and the borrower are legally protected. Ci ng the NPS Museum Handbook, Part II, Ch. 5, Outgoing Loans, Part B: “You may lend objects from the park museum collec on for purposes such as long‐term collec ons management and storage”. IBID, Part C: “You may lend museum objects to several different types of recipients: non‐NPS repositories for collec ons management (including cataloging and storage)”. It is understood that cataloging will not be conducted, but the scope of this project is to provide secured, climate‐controlled storage for an NPS archival collec on.
The ques on specifically addresses “Specifically, Sec on 5.6 includes standards for storage of federal archeological objects and references 36 CFR Part 79 ‐ Cura on of Federally Owned and Administered
Archeological Collec ons”. These are not archeological collec ons. The materials in this scope are federal resource management records that are cataloged as an archival collec on.
Offerors must include in their offer what statements are of concern from the Loan Agreement.
Ul mately, the outgoing loan agreement is a formal, legal agreement that transfers custody for a specific period. This agreement protects both par es by specifying the condi ons of the loan.
2. Is NPS amenable to using the Terms and Condi ons of an exis ng government‐approved agreement such as a GSA Schedule?
Sol_140P5424Q0059, Due Date for Quotes (pg 3)
No, the award will not be made as a task order on an FSS schedule.
3. In addi on to the proposal due date of September 2, 2024, being a Federal holiday (Labor Day), with the site visit scheduled for Wednesday, August 28th, and the remaining ques ons due on Thursday the
29th, would NPS consider extending the due date by one week, giving NPS me to answer ques ons, as well as allow Offerors me to modify proposals and provide a though ul response based on answers to ques ons?
Amendment 0002 of the solicita on extended the receipt of offers date and me to Thursday, September 5, 2024, at 5:00 PM EDT.
4. Could we wrap the cart and take the en re thing offsite?
No, the awardee will be responsible for transpor ng, storing, and returning only the boxes. The shelves will stay on site. The awardee should not stack an excessive number of boxes on pallets and jeopardize their structural integrity.
