Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for

Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Proposal.

The associated North American Industrial Classification System (NAICS) code for this procurement is

212319, with a small business size standard of 500 employees.

The National Park Service is seeking to purchase fill material with transport and delivery.

All interested companies shall provide proposals for the following:

1. Description of Services: Transport and Deliver Fill Material for Grand Avenue at Cumberland Island

National Seashore

2. Program Objective/Needs: The Government in its sole discretion will award a contract for the transport and stockpile of fill on the southern end of the island for park maintenance staff to utilize in maintaining unpaved road surfaces. A grab sample was taken from the remaining stockpile and the analysis results are described below. The contractor is to provide approximately 12,000 cubic yards of gray coarse-fine sand fill material. Material shall be stock-piled at the southern end of the island, in the

Racoon Keys area, allowing truck access from between the rows. All work shall be done in accordance with generally accepted practices for the trade.

3. Delivery Schedule: The Period of Performance (POP) will be four (4) months from the contract award date.

4. Type of Contract: The Government anticipates award of a Firm Fixed Price contract(s) as a result of this solicitation with a Total Small Business Set Aside.

mailto:chad_williams@nps.gov

5. Nature of the Work: The overall strategy of the National Park Service is to procure fill material

(specified in the Statement of Work) in order for the Cumberland Island Maintenance Staff to maintain existing roadways on the island. The complexity of this action is the transportation and delivery of the material to the Island.

6. Source Selection Methodology: Award(s) will be made in accordance with FAR 15.101-1, best value tradeoffs, after evaluation of all the proposals received and the most beneficial to the Government, with appropriate consideration given to the two (2) evaluation factors: Technical Performance and Price, with

Past Performance being evaluated as part of the technical proposal. For this solicitation, Technical is significantly more important than price. The proposed price must be considered reasonable and must reflect the proposed technical approach. The Government will evaluate proposals first from a technical standpoint without regard to proposed prices. The Government may award the contract(s) to other than the lowest priced offeror(s), if the proposal is determined to be most beneficial to the Government.

7. Negotiated Procurements: This is a negotiated procurement under FAR Part 15 entitled “Contracting by

Negotiation”. Under the proposed competitive acquisition, the Government anticipates awarding two or more firm-fixed price contracts. The Government intends to make awards without discussions.

Offerors are encouraged to submit their best offer when responding to this solicitation. However, the

Government does reserve the right to conduct discussions, if necessary.

All responsible sources may submit a complete proposal, which if timely received, shall be considered by the

Agency. Companies must have valid UEI number and be registered with System for Award Management

(www.sam.gov). An offeror must ensure that they are self-certified under NAICS Code 212319 in the

Representations and Certifications portion of SAM.gov.

QUESTIONS: Email any questions to chad_williams@nps.gov by 11am (EST) on Wednesday, July

13th, 2022 to be considered. Answers to questions will be posted in the same manner as this notice. It is the Offerors' responsibility to check for updated information. No oral or late questions will be accepted.

The closing date and time for receipt of proposal is August 5, 2022 at 3:00pm (EST) via email to chad_williams@nps.gov or through SAM.gov.
