STATEMENT OF WORK

Provide Fill to Re-surface and Repair Grand Avenue on Cumberland Island

The contractor is to supply all supervision, material, labor, and equipment to transport and stockpile fill on the southern end of the island for park maintenance staff to utilize in maintaining unpaved road surfaces. A grab sample was taken from the remaining stockpile and the analysis results are described below. The contractor is to provide approximately 12,000 cubic yards of gray coarse-fine sand fill material. Material shall be stock-piled at the southern end of the island, in the Racoon Keys area, allowing truck access from between the rows. All work shall be done in accordance with generally accepted practices for the trade.

Contractor Responsibilities to supply fill:

• Submit company and source information for proposed fill materials for Contracting Officer (CO) approval before delivery to the project site. Approval of a material source does not constitute acceptance of material submitted from the source.

• Submit material classification and gradation information for CO approval. Fill is to meet the following classification and gradation characteristics:

o Unified Soil Classification System (USCS D 2487) = SP o AASHTO (M 145) = A-1-b o Atterberg Limits (ASTM D 4318): PL = NP, LL = NV, Pl = NP o Coefficients:

D90= 2.448 D85 = 1.9263 D60 = 0.7065 D50 = 0.5175 D30 = 0.2581 D15 = 0.1855 D10 = 0.1652 Cu = 4.28 Cc = 0.57 o Natural Moisture = 8.5% o Particle Size Distribution Report is attached.

• Material shall be free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and deleterious, or objectionable materials.

• Some gravel sized sediment shall be shell fragments to match exiting character of road.

• Provide park with 3 different material samples, meeting classification and gradation requirements.

Samples shall be delivered to the park in 5 gallon buckets. CO will approve final material based upon environmental and classification/gradation test results and material samples.

• Contractor is to provide environmental testing results for approved fill material. Material is to be tested for petroleum hydrocarbons, BTEX, PCBs and HW characteristics (including toxicity, ignitability, corrosivity, and reactivity). Backfill shall not contain concentrations of these analytes above the appropriate State and/or EPA criteria, and shall pass the tests for HW characteristics.

o Determine petroleum hydrocarbon concentrations by using appropriate State protocols.

o Determine BTEX concentrations by using EPA SW-846.3-3 Method 5035/8260B.

o Perform complete TCLP in accordance with EPA SW-846.3-3 Method 1311.

o Perform HW characteristic tests for ignitability, corrosivity, and reactivity in accordance with accepted standard methods from a composite sample of material, collected in accordance with standard soil sampling techniques.

o Do not bring material onsite until tests results have been received and approved by the Contracting Officer.

• The specific location and orientation of stock-piles to be provided by CO.

Special Considerations:

• Traffic control: Travel between the dock and fill site will have to be minimized during times of heavy visitation, based on the arrival/departure time of the ferry.

• Vehicle clearance: maximum width is 9.5’and maximum height is 10’.

• Speed limit on the island is 25 mph

• The stockpile area is accessed by crossing a low-lying, passable area covered with water during high tide.

• Do not disturb the area beyond the construction limits. Replace trees, shrubs, or vegetated areas damaged by construction operations as directed and at no cost to the Government. Remove damaged limbs of existing trees by an approved arborist.

• Do not use equipment with leaking fluids. Repair equipment fluid leaks immediately. Keep absorbent material manufactured for containment and cleanup of hazardous material on the job site.

• Contractor is responsible for the proper disposal of all material and debris.

• Contractor to maintain a safe worksite

• Contractor will comply with all OSHA, Federal, State, and local regulations.
