Description:
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6. Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
The National Park Service, Interior Region 2 South Atlanta Gulf has a requirement to provide Unarmed Security Guard Services at the Martin Luther King, Jr. National Historic Park located in Atlanta, Georgia.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 dated 02 June 2023.
The associated North American Industrial Classification System (NAICS) code for this procurement is 561612; Security Guards and Patrol Services, with a small business size standard of $29,000,000.00. The Product Service Code (PSC) is R430; Support-Professional: Physical Security and Badging.
In accordance with FAR Subpart 28, a certificate of insurance is required, and coverage must be at a minimum of: $50,000 per person; $100,000 per occurrence; and $100,000 per property. The insurance certificate must be submitted within 10 calendar days of receipt of the award.
The contractor must have current Representation and Certifications in SAM.gov, (see Section K below), submitted with quote.
The Government contemplates the award of a single Firm-Fixed Price Contract using the best value – Lowest Priced Technically Acceptable (LPTA) source selection procedures. All eligible and responsible sources may submit a quote, which if timely received, shall be considered by the Agency. Companies must have valid Unique Entity Identifier and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 561612 in the Representations and Certifications portion of SAM.gov. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the responsible respondent pursuant to FAR subpart 9.1.
The APPROXIMATE performance period is anticipated to be 24 July 2023 through 23 July 2024 (Base Year plus four option years).

Requirement:
It is essential to ensure that all visitors, employees, and tenants visiting the Martin Luther King, Jr.
National Historical Park feel safe and protected. Presently there is an active Law Enforcement staff, managed by a Chief Ranger, responsible for enforcing the laws within the boundaries of the park (See Park Boundary Map). Annually, the park receives an average of 700,000 visitors who come from all parts of the world to visit the places where Martin Luther King, Jr. was born, worshipped, worked, and is buried. We anticipate that visitation will continue to increase requiring the need for additional personnel, to assist NPS Law Enforcement staff.
Scope of Work
General performance criteria shall include but not be limited to providing an unarmed security guard service to provide security services, by physical surveillance, at the Martin Luther King, Jr. National Historical Park of interior and exterior of NPS managed facilities located at: the Visitor Center and staff parking lot adjacent to this facility, Maintenance Shop, Historic Ebenezer Baptist Church, the Birth Home of Martin Luther King, Jr., the residential block where the Birth Home is located, Historic Fire Station No.6, National Park Service Bus and Visitor Parking Lots, the Sales Outlet at 497 Auburn Avenue, office space for personnel stationed at 503 Auburn Avenue, and National Park Service Plaza and Walkway Promenade.
The Chief Ranger or designated Law Enforcement personnel provides on-site supervision of unarmed security guard in the performance of specified duties.
The Contractor shall ensure that each shift is staffed as required, that employees are in uniform and present a neat appearance, and that each employee is familiar with his/her post and duties prior to their assignment to that shift. Each unarmed security guard assigned to this site in any capacity must receive at least eight (8) hours On-Site Orientation training prior to assignment.
The Contractor shall provide qualified personnel to replace any Guard on sick call, regular days off, scheduled vacation or any emergency. All relief personnel shall fully meet the minimum requirements for the duty to which they are assigned.
REQUIRED DUTIES:
1. Provide unarmed security services 7 days a week consisting of an 8-hour shift for 52 weeks with one Guard from 9:00 A.M. to 5:00 P. M. with exception of Thanksgiving Day, Christmas Day, and New Year’s Day, dates that the park is closed. The park is open on other major holidays such as Memorial Day, Independence Day, and Labor Day.
2. Provide a Guard Log, which will be kept at the National Park Service Visitor Center Information Desk, to log arrival and departure times and the arrival of deliveries and services to the National Park Service.
3. Assist National Park Service personnel with pedestrian traffic control, when necessary during special events or emergencies.
4. Operate National Park Service issued hand-held digital two-way radio and/or telephone to relay information to appropriate personnel.
5. Assist the National Park Service Chief Range or Law Enforcement Ranger and other emergency personnel such as the Atlanta Police Department, Atlanta Fire Department, and/or Emergency Medical, in the event there is an unusual occurrence(s) affecting the park, such as a fire, a medical or law enforcement incident.

Simplified Acquisition evaluation procedures pursuant to FAR Part 13, will be applied in the evaluation of quotes received. Failure to submit the information called for in this solicitation may render the quote unacceptable. Only those quotes deemed responsive will be evaluated. The Government will award a single firm-fixed price services contract resulting from this solicitation to the responsible Quoter whose quote conforms to the solicitation requirements and is determined to be the “Best Value”; that is, the lowest priced, technically acceptable quote. Technical acceptability must meet or exceed the standards set for non-price factors. The government will evaluate information based on the following evaluation criteria:

(3) Past Performance
Technical and Past Performance when combined, are approximately equal to cost or price
Technical Capability/Approach: Respondent shall describe a realistic plan, to include the means (labor, equipment, and materials) and methods (plan of work), and schedule, necessary to successfully complete the services within the required performance period. The plan shall list the specific equipment availability, staff (size, composition, experience, etc.) proposed to work concurrently, any other available resources required per the attached Statement of Work (SOW). A rating of either “Acceptable” or “Unacceptable” will be assigned to this non-price factor. The standard for this factor is met and is acceptable when the responses provided by the Quoter can support a complete understanding of the work to be performed, potential obstacles and mitigation, and the specific requirements that are to be met to successfully complete the contract within the time required. Technical factor shall be evaluated on an acceptable and unacceptable basis (See table below).
TECHNICAL CAPABILITY RATINGS:
Past Performance: Respondent shall complete Past Performance Questionnaire(s) (Attachment 0004) that can confirm your company has successfully completed relevant services in the past three (3) years as outlined in the Statement of Work (SOW). Offeror shall submit past performance information that demonstrates proof of experience and Proven expertise and qualifications necessary to perform services described in the SOW. Past Performance must reflect work that was completed within three (3) years of the solicitation closing date. References shall consist of officials from the issuing contracting agency who oversaw the performance of the project. The Government reserves the right to obtain past performance information from other sources such as the references and the Contractor Performance Assessment Reporting System (CPARS) and other Federal performance assessments systems but is not limited to

Price: A price evaluation will be performed as described in FAR 15-404-1to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. The Respondent shall remit a completed price schedule (Attachment 0003). Offerors are cautioned to distribute costs appropriately. The price submission will be evaluated but not rated.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
