Provide Unarmed Security Guard Services Martin Luther King Jr.
National Historic Site Questions and Answers Received in Response to Solicitation # 140P5123Q0043
Question 1. What is the incumbent full contract amount?
Answer: The previous contract (140P5119C0098) was cancelled due to COVID.
Question 2. What will be the anticipated award date for this contract?
Answer: On or about 24 July 2023.
Question 3. Will there be a scheduled site visit for this opportunity?
Answer: Site visit was held on 12 July 2023 at Martin Luther King Jr. National Historic Site, 450 Auburn Avenue, NE Atlanta, GA 30312 for all interested parties.
Question 4. The SOW states that "Each unarmed security guard assigned to this site in any capacity must receive at least eight (8) hours On-Site Orientation training prior to assignment." Does this training need to be conducted by the vendor or is it offered by government personnel?
Answer: The On-Site Orientation training will be conducted by Law Enforcement personnel and introduces the contractor to the park’s operations on its busiest days. This training is vital to ensuring the new security guards understand the purpose of the park and the issues that plaque it, such as panhandling, car clouting, homelessness, and heavy visitation. Each security guard is assigned to a Law Enforcement Park Ranger for a total of 4 hours to successfully completed the training.
Question 5. Is this a recompete for services? If so, can you provide the current contract number, and incumbent name?
Answer: This is a new requirement.
Question 6. Can the government please identify each, and specify the Labor Categories (LCATS) associated with the Wage Determination (WD), Attachment #2, of this solicitation?
Answer: Labor categories are defined by the Department of Labor and Bureau of Labor Statistics. A wage determination (WD) is a set of wages, fringe benefits, and work rules that the U.S. Department of Labor has ruled to be prevailing for a given labor category in a given locality. Employers must follow the minimum wages, fringe benefits, and work rules set forth in the associated wage determination per the given labor category in a given locality where the worked is to be performed.
Question 7. Will the government please clarify and detail the Level of Effort (LoE) in terms of Labor Hours (LH) for each LCAT and/or specific Post, associated with this effort?
Answer: The work schedule is one (1) guard that works 8 hours for 5-days, Monday-Friday and one (1) guard that works 8 hours for 2 days, Saturday-Sunday. The start time is 8:30 and the end time is 5:30pm. There is no designated post, the guard is expected to move throughout the park’s boundaries, outlined in dark green on park map, with foot patrols providing physical surveillance of NPS managed facilities and areas located at:
-the Visitor Center and staff parking lot adjacent to this facility (450 Auburn Avenue, NE) -Maintenance Shop (412 John Wesley Dobbs Avenue) -Historic Ebenezer Baptist Church (407 Auburn Avenue) -the Birth Home of Martin Luther King, Jr., the residential block where the Birth Home is located (501 Auburn Avenue) -Historic Fire Station No.6 (39 Boulevard) -National Park Service Bus and Visitor Parking Lots (423 John Wesley Dobb Avenue) -National Park Bookstore Sales Outlet (497 Auburn Avenue) -Ranger Station (503 Auburn Avenue) -National Park Service Plaza and Walkway Promenade (450 Auburn Avenue)
Question 8. Can the government confirm whether FAR 52.207-3, Right of First Refusal of Employment, is applicable to these SCA positions?
Answer: No, the Right of First Refusal of Employment, is not applicable to these SCA positions.
Question 9. Since the RFQ was released just before a major holiday weekend; will the Gov't consider extending the response date?
Answer: Due date for receipt of quotes extended through 21 July 2023 1:00pm EDT.
Question 10. Tn the Past Performance Questionnaire, whose information goes on the "Alternate POC" lines?
Answer: If the primary point of contact for the agency or business is not available, please provide their alternate point of contact to verify information being provided.
Question 11. Will the past performance questionnaire need to be emailed directly to the Contract Specialist from the reference's email? Or, can it be emailed to the Prime Contractor and compiled with the other necessary bid documents?
Answer: The past performance questionnaire can be provided by either source, as long as the information provided can be verified.
Question 12. Is the RFQ for the Orientation Training for the Base Year or Option Year 1 only?
Answer: Orientation training is in the base year only but can be added in option year one, if needed.
Question 13. The orientation training is only an 8-hour training, and must be provided to any and all unarmed personnel working on the contract, correct?
Answer: The orientation training is four (4) hours in length and is intended for two (2) guards for a total of eight (8) hours of training. Orientation training is conducted prior to the period of performance to introduce security personnel to the park’s operations.
This training is vital to ensuring the new security personnel understand the significance and purpose of the park, and the issues that impact the visitor’s experience. The security personnel will be assigned to a Law Enforcement Park Ranger who will provide information on park policies, National Park Service (NPS) policy and applicable Federal/State regulations. The NPS Law Enforcement Park Ranger will also guide security personnel in and around the areas where they will be directly working and introducing them to park staff, tenants, community neighbors and our partners.
Question 14. What does "LS" stand for in the "Unit" box on the RFQ sheet?
Answer: Lump Sum (LS).
Question 15. This appears to be a new requirement, but if not, is there an incumbent? If so, what is the contract ID?
Answer: Please see response to question number one (1).
Question 16. In preparation of this proposal, could you let me know how you would like this proposal submitted and any requirements you need from my company. Thank you for your time.
Answer: Please provide company capability statement, past performance, and price schedule.
Question 17. Do the contractor need to provide this also:
A certificate of insurance is required, and coverage must be at a minimum of: $50,000 per person; $100,000 per occurrence; and $100,000 per property. The insurance certificate must be submitted within 10 calendar days of receipt of the award.
Answer: Yes, the awardee ONLY must fulfill this requirement.
Question 18. If there is currently an incumbent on this contract (Provide Unarmed Security Guard Services)? If so, could you provide the contract number and contract value?
Answer: Please see response to question number one (1).
Question 19. Can you provide more details on the expected daily schedule for the security personnel? Specifically, we would like to know the expected start and end times for the shift.
Answer: Please see response to question number seven (7).
Question 20. The RFQ mentions that the guards will be required to perform "other related duties." Could you please provide some examples of what these duties might include?
Answer: Security personnel are required to assist National Park Service personnel with pedestrian traffic control, when necessary during special events or emergencies and assist the National Park Service Chief Range or Law Enforcement Rangers and other emergency personnel such as the Atlanta Police Department, Atlanta Fire Department, and/or Emergency Medical, in the event there is an unusual occurrence(s) affecting the park, such as a fire, a medical or law enforcement incident (s).
Question 21. Could you provide more information on the training requirements for the security personnel? Are there any specific certifications or courses that the personnel need to have completed?
Answer: There are no specific certifications or coursed that security personnel need to have completed. The orientation training is the only required training.
Question 22. Could you clarify the expectations for the "Orientation Training for Unarmed Security Guard Services" mentioned in the RFQ? What should this training cover, and how long is it expected to last?
Answer: Please see response to question number thirteen (13).
Question 23. The RFQ mentions that the contractor will be responsible for providing all necessary equipment. Could you please provide a list of the specific equipment that the security personnel will need to perform their duties?
Answer: The contractor is required to ensure that all assigned security personnel are neatly dressed in a company uniform.
Question 24. During the tour he said that the requirement was for two unarmed security guards Monday thru Friday from 9:00am-5:00pm. In the SOW below it says that unarmed security services are 7 days a week consisting of an 8-hour shift for 52 weeks. Can you please clarify the correct requirement? Is it Monday-Friday only or Monday-Sunday.
Answer: The work schedule is one (1) guard that works 8 hours for 5-days, Monday-Friday and one (1) guard that works 8 hours for 2 days, Saturday-Sunday. The start time is 8:30 and the end time is 5:30pm.
