Description:

This is a combined synopsis/solicitation for a commercial items prepared in accordance with the format outlined in FAR Subpart 12.6. Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested, and a written solicitation document will not be issued.

The National Park Service, East Buying Office has a requirement to Provide dedicated internet access to the Natchez Visitor Center, Melrose estate, William Johnson site, and the Maintenance Facility of Natchez National Historical Park Natchez, MS. Service installation will include the installation of fiber optic cables and any related components from outside the park to the demarcation points specified in this document. Access shall be provided on a firm fixed price basis for up to five years (base plus four option years). Pricing shall include all service calls necessary to troubleshoot, maintain and repair the internet service and any contractor owned equipment. This solicitation is a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07.

The associated North American Industrial Classification System (NAICS) code for this procurement is 517919, with a small business size standard of $35,000,000.00.

The contractor must have the Representation and Certifications in SAM.gov, completed and updated prior to award.

The Government contemplates the award of a single Firm-Fixed Price Contract using the best value – Lowest Priced Technically Acceptable (LPTA) source selection procedures. All eligible and responsible sources may submit a quote, which if timely received, shall be considered by the Agency. Companies must have valid Unique Entity Identifier (UEI) number and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 517919 in the Representations and Certifications portion of SAM.gov. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most

1.0 INTRODUCTION

1.1 Purpose

The National Park Service, Natchez National Historical Park (NATC) is seeking an Internet Service Provider (ISP) to provide dedicated internet access to include the installation of fiber optic cables and related components from outside the park to four locations in Natchez National Historical Park as specified in this document. This dedicated internet access will be used by park staff to access, NPS intranet, commercial internet sites, email, social media, video conferencing, and VOIP communications.

1.2 Background

Natchez National Historical Park tells the story of Natchez in the American South. The Park protects the sites and structures associated with the peoples of Natchez and its surrounding area from earliest inhabitants to the modern era. The historic sites maintained by the park, and the surrounding preservation district, give visitors an opportunity to understand the region's social political, and economic development, particularly in the pre-and-post Civil War eras. They also provide insights into the region's commercial and agricultural history, especially in relation to the Mississippi River, slavery, and cotton.

The Park is composed of five NPS owned properties: Forks of the Road, Fort Rosalie, Melrose, the William Johnson House, the Natchez Visitor Center, and a larger area known as the preservation district.

1.3 Objective

The objective of this project is to provide dedicated internet access to the Natchez Visitor Center, Melrose estate, William Johnson site, and the Maintenance Facility of Natchez National Historical Park. Service installation will include the installation of fiber optic cables and any related components from outside the park to the demarcation points specified in this document.

Access shall be provided on a firm fixed price basis for up to five years (base plus four option years). Pricing shall include all service calls necessary to troubleshoot, maintain and repair the internet service and any contractor owned equipment.

1.4 Scope

The contractor will provide complete dedicated internet service and access to the internet for the four locations within Natchez National Historical Park specified in this document. Contractor shall perform service calls necessary to troubleshoot, maintain, and repair the internet service within the timeframes specified in the specific task details.

1.5 Locations

Dedicated internet access is required at the following four locations within Natchez National Historical Park.

1.5.1 Natchez Visitor Center

The Natchez Visitor Center is located at 640 South Canal Street in Natchez, MS the demarcation location is the first-floor communications entrance room which is located below ground level

6 | P a g e approximately 50’ from South Canal Street.

1.5.2 NATC Maintenance Facility

The NATC Maintenance Facility is located at 45 Melrose Montebello Parkway in Natchez MS.

The demarcation location is in the communications closet located approximately 50’ inside the facility management building which sits approximately 170’ off of Melrose-Montebello Parkway.

1.5.3 William Johnson Site

The William Johnson Site is located at 210 State Street in Natchez, MS. The demarcation location is approximately 30’ inside the building sitting adjacent to State Street.

1.5.3 Melrose Estate

Melrose is an 80-acre estate located at 1 Melrose Montebello Parkway in Natchez MS. The demarcation location is in the basement of the main house which sits approximately 1,500’ from Melrose Montebello Parkway.

2.0 REQUIRED SERVICES

The contractor shall provide all design, labor, materials, and supervision to install infrastructure/equipment for dedicated internet access services at the locations specified in this document.

Provider must provide routers and data media converters or transmission devices for each location.

Internet access connections must have unlimited usage and must not require the installation of any custom software on the client side. Provider will not slow down bandwidth due to excessive usage or network demands.

The provider must guarantee that the maximum packet loss within their infrastructure does not exceed 1%.

The provider must permit installation of Customer VPN encryption devices on the circuits.

The provider must provide free and unlimited technical support.

The provider shall normally provide a 10-day lead time for scheduled outages. If a scheduled outage must be performed in less than 10 days, the provider shall contact the park via telephone and email to notify, confirm, and coordinate as appropriate.

In case of incident, the provider must guarantee initial diagnostics within the first 4 hours and full resolution within the first 24 hours.

Service reliability and quality of service must be ensured. Overall uptime shall not be less than 99%.

The installation of service components must allow for a future growth potential of no less than one (1) gigabyte (GB) bandwidth without any infrastructure upgrades.

2.1 Services for Natchez Visitor Center

The contractor shall provide dedicated fiber internet service to the Natchez Visitor Center at the designated demarcation point, to include installation of fiber optic cables and all necessary components to provide internet service with a minimum bandwidth of 300 MBPS in download and upload speed. Demarcation connectivity must be made via fiber optic cable.

2.2 Services for NATC Maintenance Facility

The contractor shall provide dedicated fiber internet service to the NATC Maintenance Facility at the designated demarcation point, to include installation of fiber optic cables and all necessary components to provide internet service with a minimum bandwidth of 100 MBPS in download and upload speed.

2.3 Services for William Johnson Site

The contractor shall provide dedicated fiber internet service to the William Johnson Site at the designated demarcation point, to include installation of fiber optic cables and all necessary components to provide internet service with a minimum bandwidth of 100 MBPS in download and upload speed.

2.4 Services for Melrose Estate

The contractor shall provide dedicated fiber internet service to the Melrose Estate at the designated demarcation point, to include installation of fiber optic cables and all necessary components to provide internet service with a minimum bandwidth of 100 MBPS in download and upload speed.

3.0 CONTRACTOR RESPONSIBILITIES

The contractor shall provide dedicated internet access service that will enable users to access internet sites, email, social media videoconferences and allow for NPS WAN access via NPS installed L2L device in addition to allowing future installation of VOIP system. Completed system must adhere to all applicable industry standards. Any work deemed to be noncompliant shall be re-worked at the contractor’s expense.

The Contractor shall be responsible for the acquisition and installation of all necessary equipment and software needed to render the network usable at the demarcation point.

Contractor must provide installation of fiber optic cables required to provide service to the demarcation point at each location and will provide routers and data media converters or transmission devices to connect from demarcation to switch at each location.

Contractor must verify all quantities, dimensions, and distances affecting work of this project, and must field verify all new and existing dimensions affecting the work of this project.

Contractor must provide submittals for any required outdoor cabling on National Park Service owned land. Cable installation on NPS lands shall be specified in the offeror’s technical proposal

8 | P a g e by mapping the proposed location and providing a detailed description of the proposed installation method to include equipment to be used in the installation. Natchez National Historical Park lands are rich in archeological resources and requires that any necessary ground disturbance be conducted in the most noninvasive methods available. If any indication of artifacts or structural components such as bricks are discovered in the course of this project, work must stop at once and the condition be called to the attention of the COR.

The Contractor shall protect the park resources and landscape from damages and shall repair any damage to park resources and landscapes resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.

Contractor shall locate all existing utilities prior to excavation. Hand-dig within two feet of existing utilities. Contractor shall ensure immediate repair to damages it causes to any utilities at its own expense.

Contractor shall investigate existing conditions, review specifications, and make necessary calculations, recommendations, and modifications to achieve the objectives of this project.

Contractor proposal is to be “all encompassing” to provide high-speed internet service at each location.

4.0 Site Survey

Contractor shall conduct a thorough site survey for each location prior to submitting an offer in response to this request.

5.0 Government Furnished Property

None

6.0 Business Hours

The contractor shall complete on-site work during normal business hours of 8:00 am to 4:30 om, Monday through Friday, excluding Federal holidays. The contractor shall coordinate specific on-site work schedules with the Contracting Officer and COR five days prior to performance start date. While on site, the COR may be reached by mobile phone during normal business hours. Installation shall be completed with 90 days after Contracting Officer issues notice to proceed. Any work outside of normal business hours shall be pre-approved by the Contracting Officer and COR.

7.0 Management

The contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.

8.0 Safety and Environmental Compliance

The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws.

The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

The Park Safety Officer has the authority to issue restraint or cease and desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to government property.

The contractor shall immediately report to the Contracting Officer, COR, and Park safety officer all accidents resulting in employee injury, death, or damage to property while performing this contact.

9.0 Insurance

The contractor shall be insured in accordance with State of Mississippi insurance regulations.

The Government is not responsible for damages to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence.

Workers Compensation: The contractor shall furnish proof of workers compensation insurance to the Contracting Officer for those employees performing work related to this contract and shall comply with the Workman’s Compensation Laws of the State of Mississippi.

Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claim as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.

10.0 Contractor’s Proposal Package

The following deliverables are to be submitted with offer in response to this request.

Technical approach to perform required services

Map/Drawing of the proposed cable installation on NPS lands and detailed description of the proposed installation materials and method to include equipment to be used in the installation.

Contractor’s Safety Plan

Proof of Insurance – Business Liability and Workers Compensation

Service Level Agreement with metrics and targets that are in accordance with industry standards.

Simplified Acquisition evaluation procedures pursuant to FAR Part 13, will be applied in the evaluation of quotes received. Failure to submit the information called for in this solicitation may render the quote unacceptable. Only those quotes deemed responsive will be evaluated. The Government will award a single firm-fixed price services contract resulting from this solicitation to the responsible Quoter whose quote conforms to the solicitation requirements and is determined to be the “Best Value”; that is, the lowest priced, technically acceptable quote. Technical acceptability must meet or exceed the standards set for non-price factors. The government will evaluate information based on the following evaluation criteria:

Technical and Past Performance when combined, are approximately equal to cost or price.

Technical Approach: Respondent shall describe a realistic plan, to include the means (labor, equipment, and materials) and methods (plan of work), logical sequencing of activities (including interdependencies of activities), and schedule, necessary to successfully complete the work within the required performance period. The plan shall list the specific equipment availability, safety plan, crew(s) (size and composition) proposed to work concurrently, any other available resources, and daily production rate required in accordance with the attached Statement of Work (SOW). A rating of either “Acceptable” or “Unacceptable” will be assigned to this non-price factor. The standard for this factor is met and is acceptable when the responses provided by the Quoter can support a complete understanding of the work to be performed, potential obstacles and mitigation, and the specific requirements that are to be met to successfully complete the contract within the time required. Technical factor shall evaluated on an acceptable and unacceptable basis (See table below).

TECHNICAL CAPABILITY RATINGS:

Past Performance: Respondent shall complete Past Performance Questionnaire(s) that can confirm your company has successfully completed relevant services in the past five years as outlined in the Statement of Work. Offeror shall submit past performance information on three (3) projects of similar scope and magnitude. Past Performance must reflect work that was completed within three (3) years of the solicitation closing date. Past performance information must consist of final performance evaluations of project(s) or project references who can provide performance assessments. References shall consist of officials from the issuing contracting agency who oversaw the performance of the project. The Government reserves the right to obtain past performance information from other sources such as the references and the Contractor Performance Assessment Reporting System (CPARS) and other Federal

Price: A price evaluation will be performed as described in FAR 15-404-1to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately. The price submission will be evaluated but not rated.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

52.219-1 -- Small Business Program Representations.

As prescribed in 19.309(a)(1), insert the following provision:

(a) Definitions. As used in this provision--

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.

“Service-disabled veteran-owned small business concern”--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) “Service-disabled veteran” means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and the size standard in paragraph (b) of this provision.

“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States, and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

“Veteran-owned small business concern” means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned small business concern” means a small business concern--

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

As prescribed in 19.508(c), insert the following clause:

Notice of Total Small Business Set-Aside (Nov 2020)

(a) Definition. “Small business concern,” as used in this clause, means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.

(b) Applicability. This clause applies only to--

(1) Contracts that have been totally set aside or reserved for small business concerns; and

(2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). *

(c) General.

(1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

(2) Any award resulting from this solicitation will be made to a small business concern.

(d) Agreement. A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $25,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply to construction or service contracts.

(a) Definitions. As used in this contract--

"HUBZone small business concern" means a small business concern, certified by the Small Business Administration that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration.

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) “Service-disabled veteran” means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern" means a small business as defined pursuant to Section 3 of the Small Business Act and relevant regulations promulgated pursuant thereto.

"Women-owned small business concern" means a small business concern--

(1) That is at least 51 percent owned by one or more women, or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

(b) It is the policy of the United States that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing contracts let by any Federal agency, including contracts and subcontracts for subsystems, assemblies, components, and related services for major systems. It is further the policy of the United States that its prime contractors establish procedures to ensure the timely payment of amounts due pursuant to the terms of their subcontracts with small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small

(c) The Contractor hereby agrees to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance. The Contractor further agrees to cooperate in any studies or surveys as may be conducted by the United States Small Business Administration or the awarding agency of the United States as may be necessary to determine the extent of the Contractor's compliance with this clause.

(d)

(1) The Contractor may accept a subcontractor’s written representations of its size and socioeconomic status as a small business, small disadvantaged, business, veteran-owned small business, service-disabled veteran-owned small business, or a women-owned small business if the subcontractor represents that the size and socioeconomic status representations with its offer are current, accurate, and complete as of the date of the offer for the subcontract.

(2) The Contractor may accept a subcontractor's representations of its size and socioeconomic status as a small business, small disadvantaged business, veteran-owned small business, service-disabled veteran-owned small business, or a women-owned small business in the System for Award Management (SAM) if--

(i) The subcontractor is registered in SAM; and

(ii) The subcontractor represents that the size and socioeconomic status representations made in SAM are current, accurate and complete as of the date of the offer for the subcontract.

(3) The Contractor may not require the use of SAM for the purposes of representing size or socioeconomic status in connection with a subcontract.

(4) In accordance with 13 CFR 121.411, 124.1015, 125.29, 126.900, and 127.700, a contractor acting in good faith is not liable for misrepresentations made by its subcontractors regarding the subcontractor's size or socioeconomic status.

(5) The Contractor shall confirm that a subcontractor representing itself as a HUBZone small business concern is certified by SBA as a HUBZone small business concern by accessing the System for Award Management or by contacting the SBA. Options for contacting the SBA include—

52.232-19 Availability of Funds for the Next Fiscal Year (APR 1984)

Funds are not presently available for performance under this contract beyond June 30, 2020. The Government's obligation for performance of this contract beyond that date is contingent upon the

No legal liability on the part of the Government for any payment may arise for performance under this contract beyond June 30, 2020, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.

52.237-2 Protection of Government Buildings, Equipment, and Vegetation (APR 1984)

The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
