Description:

This is a combined synopsis/solicitation for a commercial items prepared in accordance with the format outlined in FAR Subpart 12.6. Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

The National Park Service, East Buying Office has a requirement to restore HVAC operations to all levels at the Liberty Square visitor center and National Park Ranger facilities by replacing or making repairs to faulty Building Management System (BMS) control, Chiller Systems, Boiler Systems, Air Handling Units (AHU), Air Conditioning Units (AC), Exhaust Fans and Life Safety Units covering specified areas at Liberty Square Visitor Center, Charleston, South Carolina. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06.

The associated North American Industrial Classification System (NAICS) code for this procurement is 238220; Plumbing, Heating, and Air-Conditioning Contractors with a small business size of $16,500,000.00.

The Product Service Code (PSC) is Z1NB: Maintenance Of Heating and Cooling Plants.

In accordance with FAR Subpart 28, a certificate of insurance is required, and coverage must be at a minimum of: $200,000 per person; $500,000 per occurrence; and $20,000 per property. The insurance certificate must be submitted within 10 calendar days of receipt of the award.

The contractor must have current Representation and Certifications in SAM.gov, submitted with quote.

The Government contemplates the award of a single Firm-Fixed Price Contract using the best value – Lowest Priced Technically Acceptable (LPTA) source selection procedures. All eligible and responsible sources may submit a proposal, which if timely received, shall be considered by the Agency. Companies must have valid Unique Entity Identifier (UEI) and Cage Code numbers and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 238220 in the Representations and Certifications portion of SAM.gov. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. INTRODUCTION:

Historical Context: Fort Sumter is an island fortification located in Charleston Harbor, South Carolina.

Originally constructed in 1829 as a coastal garrison, Fort Sumter is most famous for being the site of the first shots of the Civil War (1861-65). U.S. Major Robert Anderson occupied the unfinished fort in December 1860 following South Carolina’s secession from the Union, initiating a standoff with the state’s militia forces. When President Abraham Lincoln announced plans to resupply the fort, Confederate General P.G.T. Beauregard bombarded Fort Sumter on April 12, 1861. After a 34-hour exchange of artillery fire, Anderson and 86 soldiers surrendered the fort on April 13. Confederate troops then occupied Fort Sumter for nearly four years, resisting several bombardments by Union forces before abandoning the garrison prior to William T. Sherman’s capture of Charleston in February 1865. After the Civil War, Fort Sumter was restored by the U.S. military and manned during the Spanish-American War (1898), World War I (1914-18) and World War II (1939-45). It became a unit of the National Park System in 1948.

This location is open to the public 363 days per year and hosts 350,000 visitors per year. All structures and grounds surrounding and within Ft Sumter are Historic. Please see references and links to the National Historic Preservation Act (NHPA), and the National Environmental Policy Act (NEPA) below.

OBJECTIVE:

This project will restore HVAC operations to all levels at the Liberty Square visitor center and National Park Ranger facilities by replacing or making repairs to faulty Building Management System (BMS) control, Chiller Systems, Boiler Systems, Air Handling Units (AHU), Air Conditioning Units (AC), Exhaust Fans and Life Safety Units covering specified areas. Current HVAC operations have been bypassed, are damaged and non-operational causing severe inefficiency and overloaded systems.

The visitor center is a 3-story building with roughly 6500 Sf of usable/conditioned space. The second story is the main exhibit area that boasts a 23-foot vaulted ceiling that spans most of that level. The building is conditioned by a 10-ton chiller/boiler system that is zoned to 4 separate air handling units, as well as 3 stand-alone package units for select locations.

The Contractor shall provide all management, labor, safety, tools, supplies, materials, equipment, personal protective equipment, and transportation to repair and or replace and install new HVAC systems and parts at Liberty Square Visitor Center, Charleston, South Carolina. The Contractor shall be responsible for all facets of the removal and replacement, unless otherwise noted, in accordance with (IAW) all applicable Federal, State, and local laws and regulations, manufacturer specifications, and American National Standards Institute (ANSI), and American Society of Mechanical Engineers (ASME) standards.

The Contractor shall be responsible for off-site refuse disposal. The Contractor shall be responsible for work area cleanup, which shall result in a neat and professional appearance. The Contractor shall be required to coordinate with the Contracting Officer’s Representative (COR) for site access to accomplish this work. Upon completion of these work objectives, the Contractor shall have provided a fully functioning HVAC system for the Liberty Square Visitor Center. The Contractor shall perform the following services:

RESPONSIBILITIES

GOVERNMENT RESPONSIBILITIES –

NPS shall provide the following

1) Provide access to the installation site during the hours specified. (Contractor to supply their own transportation)

2) Provide electricity for vendor hand tools.

3) Provide escort to multiple HVAC locations throughout building.

CONTRACTOR RESPONSIBILITIES –

The Contractor shall provide the following:

1) All work specified in this document

2) Upon award of the contract, the contractor shall perform an in-depth inspection of the installation sites to ensure that their equipment will fit in the space provided. Any required facilities modifications will be made known to the NPS Contracting Officer’s Representative at this time.

3) Provide all utility requirements and expected arrival date of equipment 60 days prior to equipment delivery. At this time the contractor shall also provide a firm installation start date.

4) Supply all equipment, parts, labor, and materials necessary for the shipping, off-loading, storage, positioning, installation, and proper operation of the provided equipment.

5) Electrical connections to be made by a licensed electrician.

6) Onsite training shall be provided following equipment installation.

7) Contractor will provide all material, equipment, parts and labor required to perform all of the work of this contract.

8) Contractor shall verify all measurements, and quantity of materials needed to complete the task identified in this Statement of Work (SOW).

b. Note: This will allow the NPS time to prepare the site for the requirements specific to the accepted proposal, ensure the site is ready for mobilization and a successful project launch, while reducing the chance for avoidable delays.

8. DRAWINGS, SPECIFICATIONS, & MANUALS:

a. Within 7 calendar days of contract award and prior to the pre-construction conference, provide Specifications and/or shop drawings for any equipment related to this project.

b. Manufacturer’s clearance diagrams shall be submitted for review and approval.

9. INSPECTIONS-TESTING-MAINTENANCE, & WARRANTY –

Within 7 calendar days of contract award and prior to the pre-construction conference, the contractor will provide written documentation showing the intended use, conditions, and installation processes of any equipment, installation, or equipment furnished for this requirement are acceptable for coverage under manufacturer warranties.

11. SAFETY

1. Contractor will provide a work site and environment that is safe for employees, for visitors to the Park, and NPS staff. The work area will be cordon off (if necessary) and secure.

2. All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State, and local regulations and requirements. Prior to starting work on government property, the contractor will submit to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) for approval a copy of their company safety plan pertaining to this particular contract. Although not all-inclusive, the safety plan must address at a minimum the following areas:

1) Employee Safety

2) Visitor Safety

3) Site Safety

4) Confined space operations (if required)

5) Heavy equipment operations (if required)

6) Public/visitor safety (barriers/signage, etc.…)

7) Traffic safety plan (if required)

8) Trenching/sloping of soil

9) Personal protective equipment to be used

10) Hazardous materials (HAZMAT) to be used

Other Requirements & Information

PROJECT MEETINGS, SCHEDULING, AND COORDINATION

1. PRE-CONSTRUCTION MEETING:

a. An onsite pre-construction meeting will be required. At which time the contractor shall verify site measurements.

2. PROJECT SCHEDULE

b. Contactor will supply a project schedule to the COR 7 days prior to scheduling work.

3. SITE VISITS & PRIOR NOTICE:

c. The Prime contractor or their representative will notify NPS staff of scheduled site visits at least 48 hours in advance to ensure access to secure areas.

4. WORKING HOURS

d. All work will be performed Monday through Friday from 7:30 am until

4:00 pm. No work will be performed on weekends or federal holidays without prior written approval.

e. Evening and Overnight work will be considered.

MATERIALS AND EQUIPMENT

1. Contractor will provide all material, equipment, parts and labor required to perform the work of this contract.

2. Once Product is approved, Installation must meet Manufacturers, Federal, State, International Code Council's 2018 International Building codes.

3. Contractor is responsible for disposing of waste generated by this contract work including all removed equipment and debris. The government reserves the right to maintain possession of any materials generated by this scope of work.

PROJECT MANAGEMENT

4. The contractor shall identify, and provide a project manager/site supervisor who will be the sole contact point for all subcontractors, delivery/freight services etc.

This designee shall not be a sub-contractor or any subcontractor’s staff. NPS staff cannot and will not coordinate with anyone other than the prime contractor or their previously designated supervisor. No last-minute changes in site supervisor for convenience will be accepted.

DELIVERIES

5. Deliveries will be scheduled by the prime contractor or representative within designated work hours with enough time to offload and be handled in its entirety prior to the end of the established workday. Deliveries that cannot be completed within established work hours will be rejected and re-scheduled.

CODES, PERMITS AND INSPECTIONS

6. The contractor is responsible for acquiring all local building permits. Permit must be provided to the NPS prior to scheduling work. Final inspection results must be provided to the NPS prior to final billing.

7. The contractor is responsible for acquiring all appropriate inspections required by local codes and in order to validate manufacturer warranty.

Inspection and warranty information must be provided to the NPS prior to final billing.

JOBSITE CONDITIONS.

5. LOCATION DESCRIPTION

a. Liberty Square is a Visitor Center and Museum located in downtown Charleston

SC. The contractor is responsible for providing transportation of all crew and materials to the site.

6. LOADING / UNLOADING

a. Rigging – All rigging must be done by the contractor. NPS may refuse to lift any loads if the load is not properly rigged and balanced, overloaded, or if any other safety concerns exist.

7. MATERIAL STORAGE

a. Storage of any materials, tools, equipment is not guaranteed and must be requested and coordinated in advance with NPS. The NPS is not responsible for any loss or damage if stored onsite.

8. HISTORIC RESOURCES

a. No installations, temporary or permanent are allowed, including drilling, digging, fastening, painting, or alterations of any kind without prior written authorization.

b. Historic Landscape – Rutting of Historic Grounds is not permissible. Protective measures to minimize ground disturbance is required at all times, including but not limited leap-frogging ‘swamp mats’ to avoid direct contact and resulting ruts from equipment tires, scheduling around wet soil conditions, etc.

9. PARKING

c. Contractor and employee parking and equipment storage areas will be designated by the COR.

d. Liberty Square – Parking at this site (if needed) is extremely limited. There may be no parking available. Staging of tools and equipment must be coordinated with NPS in advance.

10. SIGNAGE

a. Closure, Safety, and Employee Rights

i. The contractor is responsible for the installing and maintaining these signs for the duration of the project.

b. No company signs shall be installed on government property.

11. HOT WORK –

a. Hot Work of any kind requires a hot work permit to be approved by NPS staff.

Any hot work performed without a permit will be shut down immediately and will not resume until a hot work permit has been issued. If applicable, request a hot work permit from your COR.

b. Hot work is any activity or process that involves open flames or that generates sparks or heat and includes: Welding and allied processes; heat treating; grinding; thawing pipes; powder-driven fasteners; hot riveting;

torch-applied roofing; sweating pipes and any similar applications producing or using sparks, flame, or heat.

12. SITE CONDITIONS AND DISPOSAL

a. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.

b. Contractor will use a roller magnet over all work areas, staging areas to ensure nails, fasteners, etc. are not left behind.

c. Contractor shall leave the worksite clean and free of construction debris each day.

d. Work areas will be maintained in a neat and orderly fashion as work is conducted to avoid accidents and provide a professional work atmosphere.

e. Use of tobacco products, including, but not limited to smoking, chewing tobacco, snuff, vaping, or similar products is prohibited on in the park. This includes all buildings and grounds.

f. All waste and debris created from onsite work must be cleaned and left in broom-clean condition every day prior to departing job site.

13. SIGNAGE

a. Contractor will provide all road signs and markers per DOT standards, to allow safe passage of visitors and employees.

b. No company signs shall be installed on government property

14. PROPERTY DAMAGE

c. Property damage will be avoided. Any damage will be corrected at the expense of the contractor.

d. Damage to Historic Resources due to neglect or failure to follow required procedure has serious consequences, at times punishable by law.

15. OTHER

a. Employees will conduct themselves in a professional manner at all times.

f. Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the FOSU/CHPI Collateral Duty Safety Coordinator.

g. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.

SECURITY & WORK HOURS:

Contractor shall only perform this work during normal operating hours (7:30am – 4:00pm), unless approval is given by Park.

INSPECTION DELIVERABLES & ACCEPTANCE TERMS

1. PERMITS AND INSPECTIONS

The contractor shall obtain permits and coordinate final inspection of all units with the COR and ensure the COR is present for final inspection.

2. DOCUMENTATION.

The Contractor shall prepare and submit an inspection report following HVAC repairs and replacements. The Contractor shall submit a copy of the inspection report (paper or electronically) within two (2) business days following the work visit, to the Contracting Officer (CO). The Contractor shall submit a typed report electronically within five (5) business days following the work visit, to the CO. The report shall identify the HVAC specifications, the location, maintenance work performed, date of inspection, name of inspector, and overall condition of the HVAC system.

3. INSPECTION CERTIFICATES

The Contractor shall post the certificate of inspection in the mechanical room of the visitor center. The Contractor shall submit a copy of the certificate of inspection (electronically) within two (2) business days following the work visit, to the CO.

4. FINAL INSPECTIONS

Final acceptance will require the contractor to have completed installation of all parts, equipment and repairs made in a manner which satisfies the requirements of this contract, all submittals & transmittals and deliverables have been provided, and the units have successfully passed all required inspections.

5. OPERATIONS AND MAINTENANCE MANUALS

Three sets of operator instruction manuals, maintenance service manuals and parts listing manuals shall be provided for the unit. Provide 3 printed copies, and one electronic copy in PDF format on a portable drive.

These manuals shall be provided in the English language.

6. TRAINING & TRAINING MATERIALS

a. Provide a training session coordinated at times convenient to the NPS that maximizes the number of trainees in attendance.

b. Training Materials - Provide 3 printed copies, and one electronic copy in PDF format on a portable drive.

7. WARRANTY –

a. The contractor will provide written documentation showing the intended use, conditions, and installation processes of any equipment, installation, or equipment furnished for this requirement are acceptable for coverage of manufacturer warranties.

b. A one-year minimum warranty on parts and labor shall be furnished. The warranty shall cover all components. The warranty period begins when the Contracting Officer provides official confirmation that the equipment has satisfied all operational provisions of the contract.

c. All Building Management System Controls shall have a 5-year manufacturer warranty.

d. Provide warranty information to the government.

AHU-4 is located on the 3rd floor catwalk above the conference room / ranger offices and provides air for the conference room and ranger offices upstairs. T-Stat is located in Ranger Office. Work to be performed will be from catwalk.

**AIR HANDLER UNIT REPAIRS** This will include replacing of filters, getting ERV unit operational, installation of UV lighting, addressing CHW Valves and HW Valves operation to properly control humidity, ensuring proper operation of dampers and actuators, and integration in the control system for proper BMS control operation.

CH 1 (Trane 10 Ton / MODEL NO: CCAD020GCJ00AD1R0F00AUHG / 208/230 VAC, 60 HZ 3 PH)

CH-1 is located in the 3rd story mechanical room. Access is mostly open for inspection and repairs.

**CHILLER UNIT REPAIRS** Inspect CH-1. Replacement of 10-ton chiller compressor to include refrigerant recovery, re-charge of system and recycling of old compressor. Inspect for leaks. Inspect and repair/replace as necessary Building Management System Controls, integrate and program all equipment.

Address current refrigerant leak and repair/replace refrigerant port. Re-align chilled water pump and perform water pump service call. Repair Variable Frequency Drive for condenser. Perform pressure transducer replacement for chilled water and refrigerant. Setup of lead/lag pumps.

AC 1 (Carrier / MODEL NO: 50AH-024---341-- / 230 VAC, 60 HZ 1 PH / 2 TON)

AC-1 is located in the mechanical room on the 3rd floor and provides air to the mechanical room. T-Stat is located near the door in the mechanical room. Limited workspace. Work performed will need to be done from ladder. Picture of full data plate unavailable.

AC-2 is located on the 3rd floor catwalk above the conference room / ranger offices. Work performed will be from catwalk. Unit currently not operating.

AC 3 (Carrier / MODEL NO: 50AH-024---341-- / 230 VAC, 60 HZ 1 PH / 2 TON)

AC-3 is located on the main floor catwalk above the visitor restrooms and provides air to the Eastern National Gift Shop. T-Stat is located in EN store. Limited workspace. Work performed will need to be done by ladder above current drop ceiling.

Fan Coil AC

Fan Coil AC is located on the main floor in the Ranger Office above desks near elevator mechanical room and provides air to the elevator mechanical room. Very limited workspace above drop ceiling. Work will need to be done from ladder. Picture of full unit unavailable due to location.

**AC UNIT REPAIRS**

Troubleshoot and repair of AC units, inspect coils, change filters and belts as needed. Check refrigerant levels and adjust if necessary.

Boiler Systems (WEIL-MCLAIN GV-5 / 140,000 BTU / Natural Gas / 120VAC, 60 Hz.)

Boiler Systems are located in the 3rd story mechanical room. Access is mostly open for inspection and repairs.

**BOILER SYSTEMS REPAIRS** Inspect and troubleshoot boilers and pumps. Setup lead/lag for pumps. Testing and replacement of faulty ancillary control items. Integrate into control system.

Refrigerant Monitor (Trane Refrigerant Monitor RMWFRP111B01000AD) / Additional Life Safety Components.

Located behind CH-1 in 3rd story mechanical room. Limited space.

**MONITOR AND LIFE SAFETY COMPONENTS REPAIRS** This will include the replacement of all necessary components (refrigerant monitor, actuators for dampers, pressure switches, etc.). This will include setting up proper control sequences to allow for proper operation and any manual interlocks that are required by code for life safety. Replace faulty motor for Exhaust Fan 3.

Simplified Acquisition evaluation procedures pursuant to FAR Part 13, will be applied in the evaluation of quotes received. Failure to submit the information called for in this solicitation may render the quote unacceptable. Only those quotes deemed responsive will be evaluated. The Government will award a single firm-fixed price services contract resulting from this solicitation to the responsible Quoter whose quote conforms to the solicitation requirements and is determined to be the “Best Value”; that is, the lowest priced, technically acceptable quote. Technical acceptability must meet or exceed the standards set for non-price factors. The government will evaluate information based on the following evaluation criteria:

Technical Approach: Respondent shall describe a realistic plan, to include the means (Labor, Equipment, and Materials) and methods (Work Plan), logical sequencing of activities (Previous experience with same or similar systems, environment, and job scope), and schedule, necessary to successfully complete the work within the required performance period. The plan shall list the specific equipment availability (Salient Characteristics of Offerors Products, i.e., Safety Features, Corrosion Resistance of all components and electrical systems, Maintenance Requirements, Availability and Timeliness of Parts, Availability of Local Service Providers, Response Time, Minimum Downtime, Recycling plan, and Visual impact), crew(s) (size and composition) proposed to work concurrently, any other available resources, daily production rate required, safety plan, quality control plan (QCP), and provide Proof of Insurance–Business Liability & Workers Compensation (THESE ITEMS MUST BE SUBMITTED WITH OFFERORS QUOTE) in accordance with the attached Statement of Work (SOW). A rating of either “Acceptable” or “Unacceptable” will be assigned to this non-price factor. The standard for this factor is met and is acceptable when the responses provided by the Quoter can support a complete understanding of the work to be performed, potential obstacles and mitigation, and the specific requirements that are to be met to successfully complete the contract within the time required. Technical factor shall evaluated on an acceptable and unacceptable basis (See table below).
