(I) This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 140P4325Q0073.
(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, August 7, 2025.
(IV) This solicitation is being issued as a Total Small Business Set-Aside, under NAICS code, 517111, Wired Telecommunications Carriers, with a small business size standard of 1,500
Employees.
(V) This combined solicitation/synopsis is for purchase of the following:
High Speed Internet Installation and Service
AT
Cape Cod National Seashores, Wellfleet, MA
The Government anticipates an award of one (1) Firm-Fixed-Price Purchase Order.
(VI) Description of requirements is as follows:
A detailed description can be found in the attached Scope of Work (SOW).
(VII) Period of performance for the base installation is anticipated to begin September 26, 2025, and complete by March 31, 2026. If Option one and two are exercised they will be exercised upon award with the same installation period anticipated to begin September 26, 2025, and complete by March 31, 2026. The Period of Performance for Option Year One is anticipated to begin April 1, 2026, and be completed by March 31, 2027. If exercised, the Period of performance for Option Year Two is anticipated to begin April 1, 2027, and be completed by March 31, 2028.
If exercised, the Period of performance for Option Year Three is anticipated to begin April 1, 2028, and be completed by March 31, 2029. If exercised, the Period of Performance for Option Year Four is anticipated to begin April 1, 2029, and complete by March 31, 2030
(VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition.
(IX) FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition.
(a) The Government will award a Purchase Order resulting from this solicitation to the lowest-priced responsible Offeror whose offer conforms to the solicitation requirements, considering the stated technical factors, past performance, and price. All evaluation factors other than price, when combined, are approximately equal in importance to price. The following factors shall be used to evaluate offers.
FACTOR 1 – Technical Approach Technical approach is the factual documentation of the firm’s ability to meet the specifications. The firm’s means and methods to complete a technical aspect of required work in this solicitation. There is no preprinted form for this submittal.
In addition, offerors will provide a description identifying what techniques, equipment, and labor will be employed to complete this project.
Offeror shall submit a project schedule outline demonstrating its ability to complete the work within the contract duration.
Offerors shall submit a detailed narrative description of the proposed methods and approaches to performing the installation of fiber optic connectivity, as well as the Offeror’s understanding of the scope of work and capability to perform the work within the performance period. The proposed work plan shall include sequencing and coordination of all work, quality control reporting, and scheduling.
FACTOR 2 – Past Performance Offerors shall submit at least three but no more than five examples of projects similar in scope, size, and complexity, demonstrating at least 5 years of experience.
Information for each project shall include Project Description, beginning and ending contract values, any problems encountered during performance, including how problems were resolved, and contact information for project owners, including name, phone number, and email address.
1. Price:
a. Price shall be evaluated for price realism and price reasonableness.
b. Price reasonableness and price realism will be determined considering other competitive prices received and comparison to the Independent Government Estimate.
c. Quote shall include a completed Bid Schedule (Attachment 2), with a firm-fixed-price for CLINs 00010, 00020, 00030, 00040, 00050, 00060, 00070, 00080, 00090, 00100, 00110, 00120, 00130, 00140, and 00150.
d. Evaluation of price will be based on total cost for work for all fixed-price lines (for CLINs 00010, 00020, 00030, 00040, 00050, 00060, 00070, 00080, 00090, 00100, 00110, 00120, 00130, 00140, and 00150.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAY 2024)(DEVIATION JAN 2025), with its quote.
(XI) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (NOV 2023), applies to this acquisition.
(XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JAN 2025)(DEVIATION FEB 2025) applies to this acquisition.
(XIII) The Government intends to award a Firm-Fixed-Price purchase order with Time & Materials line items from this solicitation.
(XIV) Quotes are required to be received in the contracting office no later than 10:00 AM ET on September 12, 2025. All quotes must be emailed to the attention of Mari Tolleson. The email address is mari_tolleson@nps.gov.
(XV) Any questions regarding this solicitation should be directed to Mari Tolleson, at mari_tolleson@nps.gov no later than 10:00 AM ET on September 8, 2025.
(XVI) Site Visit: The clause 52.237-1 Site Visit will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for September 4, 2025, at 10:00 AM ET. All interested parties shall meet at Salem Maritime National Historic Site, 99 Marconi Site Road, Wellfleet, MA 02667. Interested offerors shall RSVP to Adam Baghetti, adam_baghetti@nps.gov.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (February 2021) Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Invoice to be on company letterhead with stated contract number.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. (e)
