STATEMENT OF WORK

Fiber Optic Internet Service to three CACO Facilities

CAPE COD NATIONAL SEASHORE

99 Marconi Site Rd., Wellfleet, MA 02667 04/11/2025

Background Cape Cod National Seashore (CACO) seeks to establish turnkey fiber optic internet service to three facilities. The purpose of this service is to improve network speed, reliability and security to better meet the operational and business requirements of park operations in support of DOI/NPS/CACO mission. Furthermore, increased bandwidth and performance will enhance the park’s Land Mobile Radio (LMR) system that is critical to public safety, and support cost reduction in IT hardware, as well as improve cybersecurity through more timely updates and vulnerability patching.

Objectives The goal of this project is to establish fiber optic internet service at three CACO locations.

Scope This project is to bring fiber optic internet service to the following three locations:

1. Headquarters - 99 Marconi Site Road, Wellfleet, MA 02667

2. Salt Pond Visitor Center (Option 1) - 50 Nauset Road, Eastham, MA 02642

3. Nauset Ranger Station (Option 2) - 1050 Nauset Road, Eastham, MA 02642

4. One year of fiber optic internet service at the Marconi Headquarters Complex.

There will be separate one year-options for up to four additional years of service each location.

The contractor will provide all labor, materials, equipment, services and hardware necessary to deliver complete fiber optic internet connectivity to the specified locations. The installation shall be underground and concealed to the greatest extent possible, with fiber terminated at designated network points within each facility. All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. The contractor must minimize disturbance to the site to the greatest extent possible unless directed otherwise.

The park will use existing interior office network cabling for distribution of internet service to computers and other networked equipment within the locations. The park will request the LAN-to-LAN devices as needed using current National Park Service (NPS) procedures to extend internet service and access to the Department of the Interior (DOI) wide area network.

Technical Specifications

· Terminate Fiber Optic Service in designated network space at each facility.

· 24x7 Fiber Optic Internet Service.

· Minimum symmetrical 100Mbps with options for increased speed.

· No data caps.

· At Least 2 Static IP addresses configured at the location.

· Technical Support including on-site maintenance and repair of contractor-provided equipment.

Site Visit: The government highly recommends all potential offerors schedule and complete a site visit. If a vendor does not complete a site visit, it does not relieve them of the accuracy of their pricing.

Deliverables

· Provide necessary cabling and equipment to provide fiber optic internet connectivity to the specified locations.

· A cost estimate of the monthly internet service by location is required for budgetary planning and to determine the government’s ability to afford this internet service provider upon completion of construction.

· The contractor shall provide documentation on the hardware installation and any warranties electronically.

· The contractor shall provide all circuit identification numbers for each location electronically.

Options

1. Salt Pond Visitor Center (Option 1) - 50 Nauset Road, Eastham, MA 02642

2. Nauset Ranger Station (Option 2) - 1050 Nauset Road, Eastham, MA 02642

Delivery Schedule Up to six months for fiber optic service to be available at the specified locations after award of contract. If more than six months is needed for permits, construction, or 106 compliance, it will be granted as necessary.

Payment Vendor will need to submit invoices through https://www.ipp.gov for payment approval and processing.

Contractor Requirements The contractor must be an internet service provider who is authorized to perform the utility work required to provide internet service. Contractor must be in SAM.gov prior to award of the contract. The Contractor shall be responsible for storage of all materials and equipment; the Park must approve contractor’s use of any space on the site in advance.

A) Regulations and Permitting

1) The contractor must comply with all regulations and permitting requirements. The contractor must complete a survey-level right of way plan using a mapping standards template provided by NPS.

2) While not expected, it is possible that buried archeological features or deposits may be located in the vicinity of the project. Work must be stopped immediately if there is discovery of any such articles, and the Contracting Officer’s Representative must be notified at once. A government Archeologist/Historian may monitor ground disturbing work and has the authority to stop the work if any potential archeological resources are unearthed.

B) On-Site Work Hours

1) Work shall generally occur between 7:00 a.m. and 5:30 p.m., Monday through Friday, unless otherwise approved. The contractor shall provide a work schedule to the Contracting Officer’s Representative (COR) to alert all staff and law enforcement personnel of work areas. Any building access will need to be coordinated with the COR

2) Weekend Work: Requires written request and Contracting Officer (CO) approval at least seven (7) days in advance.

3) Early Morning Hours: Not permitted.

4) Noisy Work: Restricted to 8:00 a.m. to 5:30 p.m.

C) Barricades, Warning Signs, and Lights:

1) Comply with requirements of agency(ies) with jurisdiction for erecting structurally adequate barricades, including warning signs and lighting.

D) Temporary Fire Protection: Install and maintain temporary fire-protection facilities of types needed to protect against reasonably predictable and controllable fire losses. Comply with NFPA 241.

1) Vehicles and Equipment: Provide one extinguisher on each vehicle or piece of equipment.

2) Spark Arresters: Equip all gasoline or diesel-powered equipment used during periods of potential fire hazards or in potential forest and grass fire locations with spark arresters approved by the USDA Forest Service.

a) Written determinations of periods and areas of potential fire hazard will be issued by Contracting Officer.

E) Existing Utilities

1) Utility Location and Coordination:

a) Notify the CO, utility companies, Dig Safe, and the contractor-retained utility locator prior to ground disturbance.

b) Conduct a Ground Penetrating Radar (GPR) survey of construction and impact areas in accordance with ASTM D6432.

c) Mark and map all identified utilities; submit the plan for CO Representative and maintenance staff review.

d) Participate in one on-site review meeting of the utility plan before starting site work.

2) Responsibility for Utilities:

a) Contractor is responsible for locating and protecting known utilities.

b) Utilities in conflict with new work must be reported to the CO.

c) Damage to known utilities shall be repaired at no cost to the Government.

3) Unknown Utilities:

a) If damage occurs to unknown utilities, the contractor shall repair them.

b) Compensation will follow the contract’s Changes clause.

F) Utility Interruptions

a) Do not interrupt active utility services without prior coordination and approval:

(1) Submit written notice to the CO at least 14 days in advance.

(2) Do not proceed without written authorization.

G) Smoking and Vaping

a) Smoking and vaping are prohibited on government property.
