About this file
This Statement of Work (SOW) details a project for Cape Cod National Seashore (CACO) to establish fiber optic internet service at three locations: Headquarters, Salt Pond Visitor Center, and Nauset Ranger Station. The primary objectives are to improve network speed, reliability, and security, enhance the park's Land Mobile Radio system, and support cost reduction in IT infrastructure. The contract requires a turnkey fiber optic internet service with 24x7 connectivity, minimum symmetrical speeds of 100Mbps, at least 2 static IP addresses, no data caps, and uninterrupted technical support.
The project scope includes one year of service at the Marconi Headquarters Complex, with options for up to four additional years of service at each location. The contractor must provide all necessary infrastructure, equipment, and installation, with underground fiber optic lines minimizing site disturbance. Delivery is expected within six months of contract award, with potential extensions for permitting and compliance. Technical requirements include terminating fiber service in designated network spaces, providing all necessary documentation, and submitting circuit identification numbers. The contractor must be registered in SAM.gov, comply with all local and federal regulations, and be prepared for potential archaeological monitoring during ground-disturbing work.

Background Cape Cod National Seashore (CACO) seeks to establish turnkey fiber optic internet service to three facilities. The purpose of this service is to improve network speed, reliability and security to better meet the operational and business requirements of park operations in support of DOI/NPS/CACO mission.
Furthermore, increased bandwidth and performance will enhance the park’s Land Mobile Radio (LMR) system that is critical to public safety, and support cost reduction in IT hardware, as well as improve cybersecurity through more timely updates and vulnerability patching.
Objectives The goal of this project is to establish fiber optic internet service at three CACO locations.
Scope This project is to bring fiber optic internet service to the following three locations:
1. Headquarters - 99 Marconi Site Road, Wellfleet, MA 02667; 41°54'17.1"N 69°58'44.2"W
2. Salt Pond Visitor Center (Option 1) - 50 Nauset Road, Eastham, MA; 02642; 41°50'14.2"N
69°58'21.7"W
3. Nauset Ranger Station (Option 2) - 1050 Nauset Road, Eastham, MA 02642; 41°50'51.8"N
69°57'48.9"W
4. One year of fiber optic internet service at the Marconi Headquarters Complex.
There will be separate one year-options for up to four additional years of service each location.
The contractor will provide ongoing fiber optic internet service, ensuring 24x7 connectivity and technical support. The contractor will provide all labor, materials, equipment, services and hardware necessary to deliver complete fiber optic internet service to the specified locations including and any related to “last mile delivery.” The installation of last mile infrastructure shall be underground and concealed to the greatest extent possible, with fiber terminated at designated network points within each facility. All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws and ordinances in effect at the time of this work. The contractor must minimize disturbance to the site to the greatest extent possible unless directed otherwise.
The park will use existing interior office network cabling for distribution of internet service to computers and other networked equipment within the locations.
Technical Specifications
• 24x7 Fiber Optic Internet Service.
• Terminate Fiber Optic Service in designated network space at each facility.
• The service must include minimum symmetrical speeds of 100Mbps with options for increased speed.
• The service will not be subject to data caps or throttling.
• The service must include at least 2 Static IP addresses configured at the location.
• The contractor is responsible for on-site maintenance and repair of all provided equipment, ensuring uninterrupted service.
Site Visit: The government highly recommends all potential offerors schedule and complete a site visit.
If a vendor does not complete a site visit, it does not relieve them of the accuracy of their pricing.
Deliverables
• The contractor will provide ongoing fiber optic internet service, ensuring 24x7 connectivity and technical support.
• The contractor will provide necessary cabling and equipment for the fiber optic internet service to the specified locations.
• A cost estimate of the monthly internet service by location is required for budgetary planning and to determine the government’s ability to afford this internet service provider upon completion of construction.
• The contractor shall provide documentation on the hardware installation and any warranties electronically.
• The contractor shall provide all circuit identification numbers for each location electronically.
Options
1. Salt Pond Visitor Center (Option 1) - 50 Nauset Road, Eastham, MA 02642
2. Nauset Ranger Station (Option 2) - 1050 Nauset Road, Eastham, MA 02642
Delivery Schedule Up to six months for fiber optic service to be available at the specified locations after award of contract.
If more than six months is needed for permits, construction, or 106 compliance, it will be granted as necessary.
