SECTION C – SCOPE OF WORK
C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.
The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners.
The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.
The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadelphia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.
C.1 FREDERICKSBURG & SPOTSYLVANIA NATIONAL MILITARY PARK (FRSP)
Fredericksburg & Spotsylvania National Military Park (FRSP) consists of approximately 7,600 acres and is an assemblage of four (4) battlefields, historic landscapes, and related sites that commemorate major Civil War events that occurred between December 1862 and May 1864. FRSP was home to four (4) major Civil War battles: Fredericksburg, Chancellorsville, the Wilderness, and Spotsylvania Court House
FRSP also contains nationally significant historic structures present at the time of the battles, including Chatham Manor used by the Union Army as a headquarters and hospital; Ellwood Manor used by the Union Army as a headquarters and by both sides as a hospital; Salem Church, a shelter for civilian refugees from Fredericksburg in 1862 and a focal point of battle in 1863; the Innis House on Fredericksburg Battlefield; and a plantation outbuilding at Guinea Station (Jackson Death Site) where the great Confederate Gen. Stonewall Jackson died in 1863, with far reaching consequences for the Confederacy.
FRSP also includes The Fredericksburg National Cemetery which honors more than 15,000 Union soldiers, who died in battle or from disease. The cemetery contains almost 85% unknown burials and is one of the largest Civil War national cemeteries in the Nation.
In addition to the historic battlefield and buildings, there are 23 miles of trails, 1,100 acres of open fields and 6,500 acres of forest throughout FRSP. FRSP also supports an eastern North American riparian and woodland habitat on a substrate of the Appalachian Piedmont and the Atlantic Coastal Plain. The park provides rich forest and wetlands, developed parkland, farmsteads, and historic landscapes and it lies in the Rappahannock and York River basins of central Virginia. For more information, please visits FRSP’s website at: Fredericksburg & Spotsylvania National Military Park (U.S. National Park Service)

The contractor shall repair cracks and spalling concrete on the foundation and base in order to ensure both structural integrity and waterproofing. All repairs must address the root cause (e.g., freeze-thaw cycles, water intrusion, differential movement) and use materials that meet durability and compliance standards.
a. Assessment & Preparation
• Inspect for active water entry, spalling patterns, and movement. Use ACI 562 guidelines for evaluation and repair design.
• Clean and dry all surfaces: remove loose debris, spalled material, and curing compound residues.
For vertical/overhead surfaces, use hand troweling or wet-spray mortars. Ensure the substrate is frost-free and free of oil/grease before sealing.
2. Optional Item 2 - Tighten Bolts/Nuts and weld anchors and base plates.
a. Tighten Bolts/Nuts
• Match torque to bolt size, grade, and material; use a NIST traceable certified calibrated torque wrench or impact wrench; follow a star/crisscross sequence in staged passes; lubricate as needed; and verify preload in critical joints. This ensures the bolted connection meets industrial safety and performance standards.
• Prior to tightening the contract shall inspect bolts for damage, corrosion, etc., all damaged bolts/nuts shall be replaced with bolts of same size and manufactured with same material grade as existing bolts.
• Replacement of bolt/nuts, if required, the materials may be priced separately after award through modification, once quantity, size and materials are identified. Labor costs shall be incorporated into tightening process, with no additional labor for replacement (if applicable).
• Avoid over-tightening, contractors shall be responsible for costs of replacement due to over tightening.
b. Weld Anchors and Base Plates

140P4226R0019
• Repair all damage/cracks per industry standards.
3. Optional Item 3 - Adjust existing windage rods
The contractor shall adjust the existing windage rods per the manufacturer’s standards, so they are taut, free of sag, and resistant to movement when tested visually, by touch or by sound.
a. Recommended Inspection Methods
• Visual Inspection – Look for sagging, bowing, or movement. If a rod appears loose, move to the next test.
• Touch and Feel – Shake, knock, or push the rod. If it wiggles or moves easily, it’s too loose and needs tightening.
• Sound Test – Tap the rod; looser rods produce a deeper, longer reverberation, while tighter rods make a higher, shorter sound.
b. Adjustment Procedure
• Tools: Use the manufacturer’s recommended torque wrench or hydraulic adjuster.
• Method:
o Loosen the rod’s locking nuts or bolts.
o Adjust the rod length or tension until it is taut but not overstressed.
o Retighten locking nuts to the specified torque (check manufacturer specs).
o Recheck using all three inspection methods to ensure stability as necessary.
4. Optional Item 4 - Install new passive (sacrificial) galvanic anode cathodic protection (CP) system
a.
