About this file

This is a Questions and Answers document for Solicitation 140P4226R0019, Amendment 0001, an RFP issued by Fredericksburg & Spotsylvania National Military Park (FRSP) for repair and painting of the Chancellorsville Water Tower. The solicitation closing date and time is Tuesday, August 11, 2026 by no later than 1600 Mountain Time.

The document addresses three technical questions received by the July 27, 2026 deadline. The water tower is a single structure measuring 72'1" in height from ground to top, 58'4" to the lower part, with an 18-foot diameter and 13'9" height to the water reservoir (HR). Amendment 0001 clarifies that there is only one tank requiring repairs and corrects a typographical error in the original solicitation that incorrectly stated the height as 9 feet rather than the actual 72'1". The amendment includes a tower drawing and photo (Attachment 2) for reference. Additionally, the government will provide two types of Starlink equipment—Standard 4 X Starlink and Standard Starlink—that contractors must attach to an unspecified pole. Detailed specifications for both Starlink types are provided in Amendment 0001, Attachment 2, with Standard 4 X specifications on pages 1-8 and Standard Starlink specifications on pages 9-12.

Solicitation 140P4226R0019 – Amendment 0001

RFP

QUESTIONS & ANSWERS REGARDING:

SOLICITATION/REQUEST FOR PROPOSALS NO. 120P4226R0019 -

Amendment 0001

Fredericksburg & Spotsylvania National Military Park (FRSP) – Repair and Paint Chancellorsville

Water Tower

QUESTIONS RECEIVED by last day to receive technical questions Monday, July 27, 2026:

1. Question: Regarding the Chancellorsville water tank, what is its physical size? (Circumference and/or diameter).

ANSWER: Height to Top of Water Tower – 72’1” from ground, Height to lower part of Water Tower – 58’4” from ground. Diameter 18’, HR 13’9”

2. Question: Regarding the Chancellorsville Water Tower Repair project, are there 2 different tanks that need work done on them or is it just 1 tank that needs repairs. Also, in the photo provided in attachment 2, is that the tank that needs work done? I see that in the solicitation project file provided, on page 8 of 77 in the first paragraph it states that the water tank is approximately 9 feet in height from the ground, in the photo it seems a lot larger than stated in the project files – just wanted to confirm if the photo provided is the tank that needs repairs and that there are not any other tanks alongside it.

ANSWER: There are not two (2) different tanks, there is only one (1) tank. Attachment 2 – Photo is the correct picture of the tank that requires the repairs and painting. There is a typo on Page 8 of 77, as this should have read “90’”, not “9-“; however, when addressing question 1 above, it was discovered the overall height is 72’1”, not 90’ as originally what was supposed to have been stated, so this is what the SOW will be changed to at award.

Additionally, B09 – Amend 0001 – Attachment 1 – Tower Drawing is being included with Amendment 0001, as it provides additional details that were not included before. Note the drawing IS NOT to scale, and should be just used as reference to other detail in and around water tower.

3. Question: What are the specifications for the Government provided Starlink?

ANSWER: The Government actually has two (2) types (Standard 4 X and Standard Starlink), that will need to be attached to an unspecified pole. See Amend 0001 – Attachment 2 – Starlink Specifications for more details. Note the Standard 4 X Starlink is noted as “Starlink #1 Information” and is pages 1-8 and the Standard Starlink is noted as “Starlink #2 Information” and is pages 9-12 in the attachment.

Closing Date and Time of Tuesday, August 11, 2026 by no later than 1600 Mountain Remains unchanged.
