1 DESCRIPTION AND SPECIFICATIONS
The Contractor shall provide all labor, supplies, materials, facilities, and equipment to provide portable toilets with weekly pumping, cleaning, and restocking of supplies to various locations within Shenandoah National Park as described in the attached Statement of Work.
2 INSTRUCTIONS TO OFFERORS
This Request for Quote (RFQ) is subject to Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures.
Detailed Instructions on Submitting Your Quote:
1) Review all documents for the Request for Quotes (RFQ), including clauses.
2) Award will be made on a firm fixed price basis to the contractor meeting the required specifications and any evaluated factors.
3) All questions concerning this solicitation are due in writing by 12PM EDT, April 16, 2025, to the Contracting Officer, Debbie Coles, by email at Debbie_Coles@nps.gov.
4) Electronic quote submittal shall be accepted for this RFQ. FAXED SUBMISSIONS WILL NOT BE ACCEPTED. Quotes shall be submitted to Debbie_Coles@nps.gov by 12PM EDT, April 23, 2025, with a complete quote package as described below. Subject line should be “SHEN Portable Toilets – 140P4225Q0007”
6) A complete package will include a signed SF-1449 and all amendments (as applicable), a completed Price Schedule including SAM Unique Entity ID (UEI), and documentation to demonstrate the ability to meet the requirements described in the attached Statement Of Work and the Evaluated Factors as described in Section 6, Solicitation Provisions, under provision 52.212-2 Evaluation – Commercial Items.
7) Documentation shall include, at a minimum, a list of three references to document successful work history for projects completed within the last five (5) years that are similar in scope, technique, and skill to this project.
References shall include customer name, contact information, contract price, a brief description of the action, and completion date.
8) Quotes that fail to furnish representation or information or reject the terms and conditions of the solicitation may be excluded from consideration. Signature of a responsible person who can legally bind the company must be submitted.
9) All contractors must be currently registered in the System for Award Management at www.SAM.gov, and have completed representations and certifications in order for quotes to be considered.
10) Post award, contractors must register with the U.S Treasury’s Financial Management Service (FMS) Internet Payment Platform (IPP). Payment will be an electronic funds transfer. Billed in arrears. No advance payment is authorized.

(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 ( 5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—
(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—
(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and
(ii) Those clauses listed in this paragraph (e)(1). Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
